The Bovine Conglomerate

A puppet government had been implemented by ULE. Capala Sword had fled, and the resistance which remained had been crushed by ULE troops. Other nations did not know about what ULE did, and assumed that it had withdrawn peacefully.

But Himmler and the Master knew better. During the invasion of Spasticasia, Lakshmi, the Conglomerate Leader, had been killed by advancing ULE tanks. Ambani, an elder of the Conglomerate, had been captured by the enemy, and was being tortured in a torture chamber, for fun.

But Capala Sword was not yet finished. It still had a final, greater, sanctuary...

Time for Diplomacy. It had appeared that the Director Kraan had set up a few connections. Now it was time for the Imperator himself to utilize them.
We are willing to negotiate an understanding. If Capala Sword does not recruit, infiltrate or have designs on East Niphilate and New Pavensky, and does not support the Nationalists in True Nifilat, we will recognize your legitimacy and open trade with you, including the commercial arms trade. We will also pledge not to partake in any wars of aggression towards Capala States. However, if our allies are engaged in a war of defence against Capala States, we will intervene.

We are currently researching into the potential for human-machine integration, as a means of increasing physical ability whilst strengthening mental patriotism, as well as the potential for space colonization. The Holy Imperium believes that it is in the position to allow DarkSlide to firmly cement its position as a new superpower. As an Isle, DarkSlide has plenty to fear from an immense naval power, such as Wardomia. We have the shipyards to create a strategically defensive navy that can deter hostile fleets from engaging in national waters.

We understand that our two states specialise in vastly different areas. Lord Tarwam glanced out of his window, wondering whether the Bottlenecks were still alive. Kraan would have probably guessed they were here by now. There were too many informants to miss foreigners. The first challenge was going to approach them soon, if it hadn't already. If they couldn't handle it, he might just have to cut ties, just like he did to all his other bad investments.

Orose Khan sighed as he turned on his computer. It seemed that it was time to respond to another bout of proposals from his fellow Cyberius members.

We would be delighted to engage in another joint research program. Should we send some scientists to collaborate with Tarwam in Varchas or Fallek in New Pavensky?

New Pavensky
Armed with Tarwam's letter of recommendation and the credentials sent by Howlett, the 20 Bottlenecks cleared the New Pavensky customs. Their first move was to find lodgings. They were able to find a Fraternity house for rent on an old college campus. Their next step was to find day jobs. Using Howlett's credentials and Tarwam's letter of recommendation, 15 of the Bottlenecks were able to find work as cooks, miners and private security guards. The other five applied for jobs at the P.D HQ. Their final and most important acts were to hijack a Tarwam delivery truck. They did so by locating the delivery truck in question before stowing away in the cargo trailer. When the delivery man reached his destination, two of the men quickly dispatched him and one of them donned his clothes.

Together, the men loaded the truck with TW 55B rifles, handguns, ammunition, explosives, knives and base materials. They then made their getaway and reached the Frat house without so much as a car chase. While 5 men disposed of the truck, the other 15 stowed the weapons in every conceivable hiding place. Soon, the bottlenecks were armed to the teeth.

Director Kraan flipped through a small plastic folder. Tarwam had clearly crossed a line. Buying muscle from foreigners and smuggling them into New Pavensky was one thing. But daring to infiltrate New Pavensky PD Offices? That was a direct incursion into his territory.

Though, since those moles hadn't had any history in the PD Youth or any affiliated groups and had come from New Pavensky, they hadn't been put into too important of positions. Nowhere close enough to probe his most sensitive secrets- the dreadful truths that could cost him everything, things that Sittlelator himself didn't know.

As instructed, Malek had ordered local PD to keep an eye on them for now. If they asked too many questions, he'd know. Maybe the time would come where he would have to negotiate with the Bottlenecks. But not today. They had to prove themselves at least tough enough to handle Malek first.

Swatcher Residence, New Pavensky
Swatcher looked, shocked, as PD first-class agents swarmed his coal mines. Peering closer, he finally saw which division they were from. He shuddered. The Political Police. They were never a good sign- when the Political Police came for you, you were either dead or in for eight months of torture, then eight years in a Tarwam Labour Camp.
He spoke up. "Sirs! I've paid my protection money! Talk to New Pavensky Commissioner Mintl-"
A quick blow across his face shut him up. It was the Acting Director himself, Patrick Malek.
"Mintley is under investigation. This isn't just New Pavensky affairs. This is from High Command. Great North itself. Your money means nothing to us." Turning to his men, Malek ordered, "Arrest this man. We're taking him to Krasbourn Tower for questioning."

Varchas Spire
Lord Tarwam continued his cup of tea. A panicked message on his cell from Swatcher's personal assistant told him everything he needed to know. A pity. That was Tarwam's best connection to Fallek gone. Were the Bottlenecks worth this fuss? They'd recently stolen a truck. It would have been nice if they'd told him. At least then he could have hired a trusted man who WASN'T a panicky driver who would instantly report the matter to the PD.

An aide quickly rushed to his side, reading off a few notes. "Our internal security relies on two main pillars alongside traditional direct surveillance- red tape and informants. Each citizen has a minimum of twenty major documents on their person at any one time. They get stopped by the secret police at an average of once a week. If they do not have all documents, they get arrested for questioning. As these documents are extremely difficult to all acquire outside of proper legal procedure, it is extremely difficult for foreigners to infiltrate us.
Our informant system is extremely widespread. Sixty percent of the population works under the Informant Scheme and eighty percent works under the Collaborator Tax Cut Scheme. They have their identities kept secret, in a databank within a vault underneath Krasbourn Castle. As such, we have access to practically every relevant secret in the Cyberius. This is the system that our founder, Otto Hauss aspired, and what Director Kraan perfected."

"Sir, we have reportings of 720noscope spies. Someone has infiltrated our military plans database and leaked Helios Beam schematics to the public." Officer Fallon reported to Commisioner James Corben.

"Investigate the matter. You have permission to kil, but try to apprehend the suspects and conduct a full DNA scan. I will notify the Board of Intelligence to step up cyber-security."

6 hours later, 12 spies had been captured and confessed to working for the Fex Sanctuary, Khan Empire demands an explanation. Failure to provide an acceptable explanation will result in a declaration of war.

Previously...
The new cyber-security within Khan had made it impossible to conduct filesharing without direct access to the files in question. It was a simple matter to check the access records and filter out the foreigners. Afterwards, torture was used to extract the information.

New Pavensky
The bottlenecks may have been gangsters, but they were proffesionals in their field of work. They quickly gathered information about the documents of citizenship before applying for New Pavensky Citizenship at a local immigrant desk.

Sir Doge McStupid surveyed the smoking wasteland of ruined buildings from the window of Doge City Business Tower. A fire was raging several office buildings away, throwing up massive pillars of smoke that hung across the city. Screams and car alarms curled into the sky from a distance. He tapped the side of his nose, contemplating on why a thermonuclear device had erupted several kilometres north of the city, ending the economy and infrastructure of East Dogeian in a matter of hours.
The East Dogeian military had been completely decimated by the first strike, their scattered bases and outposts pummelled by a raging storm of nuclear fire. General Byurdonne salvaged two battalions, which he stationed at the road junctions north and south of Doge City Business Tower to defend the remains of the East Dogeian government.
"Sir, Doge Mountain has been captured by enemy infantry. We have no information on who we are fighting, nor on why we were attacked." General Byurdonne stood in the open doorway of the conference room.
Sir McStupid was silent. Seeming to make a silent resolve, he stood from his chair and said, "Prepare our nuclear missiles. Even if the perpetrators of this heinous act are unknown, we shall spray our neighbours with nukes just to show dominance lol." He adjusted his tie. "And recapture Doge Mountain at any cost. Blow them up with air strikes, nuke them, do anything to drive them off the mountain. That place is key to the defense of our capital."

The return of Alberto Sclorini
At the gates of the Fortress, Sclorini paused before entering. After one citizen saw him, he knelt down at once. He cried "All Hail our Generalfeldmarschall! All Hail Sclorini!" In seconds, the entire street had fallen to their knees. Citizens surged out of their houses, just to bend their knee to the man they thought dead. As Sclorini walked into the city, dressed in his Generalfeldmarschall's regalia, with his suit of supporting armour cut to a minimum. The troops on guard gave their salute as he walked past in the 'AS' step. The navy steamed out of the ports at the news, firing salutes repeatedly. The nation rejoiced. Wardomia had it's father back.

Would you accept ULE troops in your nation? We need to prepare for the upcoming invasion of UFR.

As the Emperor's troops marched south, another battle was beginning. The battle for a new empire. The revival of the United Confederation. This would have to be kept from Wardomia. Until ULE got strong enough, it could never win. He would have to bide his time.

There could be no mistake. The head of the snake was back. The one with the political cunning and experience to organise the entire Wardomian doctrine up till now. Kraan had suspected that the man was alive. Sittlelator rubbed his chin, grinning. Finally, a worthy opponent- the man who had proven himself as militarily competent as General Hiedellkin, as financially sound as Tarwam and as ruthlessly effective as Kraan. It would be a delight to deal with such a character.



Press Conference
The new Secretariat Paris Blatt sighed deeply. This was his moment. His first appearance as the mouthpiece of the Imperator himself, as the successor to the late Christopher Attin. He had worked for fifteen years as an Imperium apparatchik for this moment.
"As for the Spasticasia crisis, East Niphilate has opted not to actively take part in these affairs. The Eastern Continent has its right towards self determination to become whatever it wants, be it in the form of democracy, dictatorship, theocracy or anarchy. We do, however, support the concept of a strong Spasticasian state, as an important buffer between the Khan Empire and the ULE. A strong, militarily powerful Spasticasia would greatly reduce aggressive sentiment, and would promote peace greatly.

Gallifrey and Wardomia to strengthen ties?

Pertwee has proposed that renewed negotiations begin as Wardomia and Gallifrey forge a closer friendship. "Gallifrey will not accept a merger." Pertwee was quoted as saying. "However, we seek to open new possibilities for trade and military assistance."

As Pertwee sat in private discussion with Tancredi, the doors suddenly swung open. It was CEO Frederick Rasticlast.

Pertwee stood up. "Rasticlast. Why have you entered unannounced. Besides, this location is secret!"

"Sir, I would like to inform you that we are currently producing our Ironside batch G. Batches A, B and C are fully primed, and D, E and F are undergoing testing and are in reserve." the CEO smiled. "I would like to discuss a new matter. My company has ultimate loyalty to Gallifrey. We have blueprints for an ultimate weapon that will make us invincible..."

Public Announcement to the Cyberius
The Emperor would like to apologise for the attempted manslaughter of Generalfelsmarchcall Sclorini. He hopes that since a deal has already been meted out that Khan and Wardomia can forge stoner ties and that Wardomia can accept Khan's application for membership in the Allied Nations.

Khan also would like to apologise for spelling Fez Sanctuary's name wrong, but our accusations remain. Unauthorised foreign infiltration is an offense punishable by hanging till death.

Board of Intelligence
After the success of the Watchtowers and electric gateways, the Board of Intelligence had been hiring more and more researchers to keep up with ideation. Soon, the Khan Empire would utilise plasma and nature to gain military strength. Not only that, but the research on spaceships and nuclear engines was well under way.

A merger there would meet no opposition. The idea could yet be expanded, though. The Great Central Republic. Sclorini smiled to think of it. The glory!

The reports were clear. The Wardomian navy hadn't budged. Mordenfell had been lately far too cosy with the Wardomians, and the possibility of a simultaneous naval and land invasion was on everyone's mind.So, then. They're intent on confrontation. Either that or they want to engage in strongarm diplomacy. In cases like these, we might have to make the first strike to assure our success.
