Dear Conrad, my spies have found that New Pavensky is working together with the Khan Empire on a armaments project. I thought you should know. Also, I would like to request your help in invading Spasticasia. They have been a thorn in our ides for far too long, threatening regional security. It would also serve to teach the Khan Empire not to interfere in other's affairs. This letter is for your eyes only. I suspect Khan Empire spies have infiltrated our command structures. Gallifrey: High Council to-do list!

Tancredi's Refection

As the new year approaches, it is beneficial to look back on your life. Ask yourself: What have I done wrong? How can I improve myself? What could I have done and what should I not have?

The past is lost forever, what is done is done. As we reflect on the events of the past year, we also look forward to a greater future. If every day we improve ourselves a little bit, eventually we will get nearer and nearer to our goal of utopia. Slowly but surely, we will enter a new age of perfection!

It is with this in mind that we come together and compile our list of new year resolutions for the year of 2016.

Goals for the New Year:

1. Establish long lasting peace in the region
2. Welfare Constitution in Gallifrey
3. Construction of a new Temporal Orient Express train service, to provide a greater means of transport
4. 2016 High Council Elections
5. War Council handing down of power
6. Liberate Capala States

The Supreme Government of the Khan Empire were meeting once again to report the status on their projects. The state of the region was tense at best and on the brink of war at the worst.

Just days after Christmas celebrations, representatives from the fledgling island-nation, Isle of DarkSlide signed a landmark deal with neighbouring nation, Khan Empire, to open its borders and encourage free trade between the two countries.

In a press release sent out earlier, the deal includes lifting of tariffs on exports between Khan Empire and Isle of DarkSlide.

Regional economists believe the signing marks one of the first of such Free Trade Areas established in the Cyberius Confederation.

They estimate this deal could represent a boost to both economies of around $5 billion ($1 = 2.15 Khan Coins/2 T-bills)

A delegate involved in deal, but who declined to be named said, this deal "will lay the foundations of a prosperous trade routes through the region".

He added that he hopes more such agreements will signed with other members of the Confederation.

The Imperator glanced at the letter again. What was this? Was Wardomia trying to pull the Imperium apart? These accusations against the Khan Empire were astounding as well. Then again, Wardomia had no direct incentive to fool him, for now at least. Conrad sighed. He would let Kraan handle this for now. The Director had an acumen for political intrigue.

Press Statemenr
Ahead of the upcoming New Year's Expo, the Holy Imperium wishes to notify all satellite operators to cease operations over Krasbourn. The security and confidentiality of the expo requires this measure, and failure to comply with this regulation will result in the offending body being shot down through either ground defences or the Amadeus station.

All registered working persons must renew their Family Background Certifications in order to continue employment. The renewed certifications will include Form ZKB45, which shows a detailed family history. Failure by employers to send certification to the Office of the Imperator will be prosecuted. This measure has been taken in response to allegations of foreign espionage.

All degree holders within New Pavensky will henceforth be required to wear Security Collars. New Pavensky has been a hub for academic brilliance, and it is more important than ever to safeguard the brains of the Imperium. Hence, these collars will include an identification chip, as well as a tracker. The collar cannot be removed, and any attempts to do so will release an electrical charge. Failure to comply will be referred to the Patriotic Directorate.

After a protracted time of being a missing person, Archibald Kraan has been pronounced dead. He will be given a State Funeral on the 28th, and Acting Director, and close friend of Mr Kraan, Malek will be leading the commemoration of Mr Kraan's life,

The Senior Practitioner was worried. Wardomia had always been hostile against the Capala movement. He glanced at the telegram sent by Himmler once again. In light of these recent events, he was afraid he had no choice. Sighing, he sat down to draft his reply...

We are delighted to accept your alliance. You must, however, not be hasty. If we move to quick we will be exterminated with full force. Desist your plans to march on Gallifrey.

Press Conference

After extensive debate, the Parliament of Wardomia has passed the Sclorini Doctrine, Part One.
The motion passed 99 seats to 1.

After today, all satellites in space that are not from either East Niphilate ,Mordenfell ,Free People of Humanity and Wardomia will be shot down. All nations not part of the Allied Nations will not be allowed control of space.

Below is The First Part of the Sclorini Doctrine:
Unrestricted Allied Monopoly of Space
Allied Monopoly of International Waters
Respect for Allied Nation's Sphere of Influence
Equal division of the world between Allied Nations into Spheres of Influence

This doctrine however, will respect the sovereignty of existing countries. We will allow some other nation's satellites 24 hours to be decommissioned. Also, exceptions to this rule may be made in terms of certain circumstances.

However, there is much evidence of Capala Sword spies in the lower levels of our governments. They also have no direct contact as they are sleepers. We have also picked up more traffic between the Bovine Conglomerate lately.

Dear Alberto Sclorini,

We in Gallifrey have great concerns about your new 'Sclorini Doctrine'. We are saddened that, although we have both pledged an alliance as the United Greater Pandorica Alliance, that we have not been consulted before this motion was passed. We hope that Gallifrey can be granted an exception. However, know that if you do decide to shoot down our satellites, it would place Gallifrey in an unfavourable position. Our satellites monitor the populace demographics and also help geonavigation systems. Shooting down our peaceful satellites would amount to a hostile action. We will not stand for that and encourage your 'Allied Nations' to stop infringing on the rights of other nations.

I hope that you decide to grant Gallifrey an exception. If you do not, we respect your decision, but there will be consequences in terms of our relationship.

After extensive deliberation, we have decided to grant an exception to Kasterborous Gallifrey for the Sclorini Doctrine. They should, however, decommission any military satellites that they have. Other nation's will be allowed to send up commercial satellites, but they are all subject to prior inspection, and may be shot down without notice if they are not granted an exception.

"No. Not until we gather what Wardomia and the Allied Nations are planning first. I shall send Sclorini another message." Pertwee said.

Dear Alberto,

We currently have no military satellites in orbit. However, we had planned on sending one up. We cannot, however, guarantee it's decommissioning if the Allied Nations already have military satellites. This is for the safety of our nation. Until we get a reply, we are not decommissioning the satellite scheduled for production.

"This is terrible news..." Emperor Orose Khan had called for an emergency meeting of the Supreme Government following the announcement of the Sclorini Doctrine. "The man is drunk with power."

Binwin nodded solemnly, "aye, be that as it may, we've still got some good news. Production on tha Thor EMP is complete, m' lord."

The Emperor paused, "since we're not at war, perhaps we could develop the Helios Beam before Magnetically shielding all our equipment. But we do need an edge in the space race. Minister Ignia, are starships beyond our technology? Or are they possible to create?"

"Erm, I have no idea, sir. Theoretically, building a starship is possible, the problem is finding a sustainable fuel, air and food source."

"Contact your board and put it to vote. If they can build one, build one. We'll worry about crewing it when one is built."

We will be taking down both the military satellites we have sent up... for now at least. We request that East Niphilate allow our communications satellites remain in space.

In a press conference today, Heartliver Colon has condemned the move by Sclorini.

"It's a travesty! This move destroys everything the Confederation stands for! If Wardomia monopolises the weapons, the rest of the Cyberius is doomed! Smaller nations will not be able to defend themselves. I call for Wardomia and the Allied Nations to abolish this immediately! It's a disgrace!"

Prime Mnister Benjamin Duxbry and King William II were seated on opposite sides of a table their fats slopped down over the armrests. On the table befre them was the focus of their meting. Well, it was supposed to be.

"But that's all after a good pint or two," Will said, dividing a massive bottle of beer between two massive mugs.

"To surviving the year!"

They clinked glasses, and before long, all the beer had mysteriously vanished.

It was a while before the two finally got down to the subject matter. A 2016 to-do list, hastily compiled by Parliament after they realised it was a good idea to have one, after Kasterborous Gallifrey published theirs. The goals were unanimously agreed on, but as usual, there was much discourse over how exactly it was to be accomplished.

1. Improve the economy
2. Reduce tax rates
3. Reduce carbon emmisions
4. Forge economic ties with other nations
5. Experiment with sustainable infrastructure (farming, energy, public transport, healthcare, the likes)


"Huh, seems easy enough to me. All we have to do is order them to do it for us." Ben grinned. "Pour me another tot."

Will motioned for more, and soon another five empty bottles were lying on the table.

"Heheh, look, Wardomia wants space now, eh? Tell you what, "We'll arm all our satellites. Blow them all up to kingdom come. Here, cheers to our space arms program." He slurred his words and emptied more of the yellowish liquid onto the paper than into the mugs.

"To victory!"

And through the 21st window of the 4th storey of Marblehill Palace, two very drunk men could be seen chuckling away.

OOC: William II seems to have forgotten that the Random Empire does not actually have a space program, or missiles at all, much less satellites in space armed with missiles.

A new year, yet another one, had come. Pertwee looked up at the sky. His rule was numbered. The Gallifreyan National Elections of 2016 would soon approach. Vice President Tom Baker had recently been gaining favour. Pertwee clenched his fists. Perhaps this was all for the better...

The Imperator rubbed his chin, with a brief amused chuckle. "Wardomia has made such an audacious, brilliant power move. I supposed we shouldn't get too involved- we might make an enemy too many if we did. However, we should back them up as much as possible, for now."
Lord Tarwam gave his report, "The first three products from ArchAngel have been completed, sir. However, due to using several design variations, there are slight power differences." He passed a document to the Imperator.
"Put the Golden Raptor in the Red Sky Fleet. The Albatross can go into the First Patriotic Fleet. I guess the Chemical Corps would be delighted with the Deadeye Raven."
This was an expensive project, more than Behemoth and possibly more than Damocles. However, if things went well, this would be able to sustain the Imperium's naval and air power for the next half, possibly full century.

Revolution Square
Acting Director Malek walked around, wistfully looking at the displays being set up. He thought back to earlier, simpler days. Kraan and him were once just boys, playing in the Malek estate. His father was a minor nobleman, and Kraan's was his gardener. They had all been so happy then...
Either way, he was certain that someone would try to sabotage the event. As such, he had to take every available precaution.

To prevent camouflaged or false flag spy satellites, we re-iterate that ALL satellites DIRECTLY ABOVE Krasbourn must be relocated. In addition, to prevent espionage or x-ray devices being used, paint with extremely high lead content will be provided to all participants. Following the recent trade agreement, between the two nations, the Isle of DarkSlide and the Khan Empire deepened diplomatic and military ties.

It was revealed to the press that Marko Enterprises, the Khan Empirean entity behind the highly successful Juggernaut armour had won the bid to supply 800 suits to the Isle of DarkSlide.

10 prototype units have already been delivered, with regional military experts widely believing that DarkSlidean military will modify the designs to become a remote drone platform.

The remote Juggernaut, codenamed Juggernaut DS, will be on display at the New Year Expo.

A massive navy formed off the coast. Within a day, Spasticasia was completely blockaded. The Capala Sword would soon be no more.

"We wish to clarify that the Allied Nations have military satellites in space. We will, however, put only communication and surveillance satellites above Kasterborous Gallifrey. We hope that we have clarified the situation."

As long as the Allied Nations continue to have military satellites in space, Gallifrey does not see the need to remove its own. We hope that you understand this. The safety and security of our civilians is our first and foremost priority.

New Years Weapons Expo
The expo had been delayed by a day due to a sudden snowstorm, but now the show could finally start. Lord Tarwam went up to a podium and began presenting the Imperium showcase.

"Many assume weapons technology is a tool of war. I disagree. Weapons technology makes victors. Weapons technology is a master of war. Today we celebrate human ingenuity and spirit, and come together in the knowledge that, we won't have to use these against each other in the near future. Maybe."

He grinned, and a few chuckles came from the sides of the crowd. Much of the tension seemed released now.

"Presenting the Imperium's latest flagship- the ArchAngel class hybrid aircraft submarine carrier, the Golden Raptor!"

A great shape descended from the clouds. Even from the ground, it was apparent that it was vastly bigger than any airship before it. Its shadow blotted out the sun from half of Krasbourn.

"The Flying Church tested a new form of gas- one that provided more lift and was far less flammable than the one used in Behemoth. For this reason, we could afford better engines, and hence bigger ships. The Flying Raptor's main engines run on liquid oxygen. You heard me right, rocket fuel.
It also carriers aircraft and submarines. Yes- submarines. These beauties can launch, resupply and transport basically any non-nuclear submarine in our arsenal. For this reason, the Flying Raptor is perhaps the greatest airship for supportive capability in existence.
Do not assume that this beauty lacks guns, though. It has space and weight capacity for five times as many guns as a Behemoth. Once it travels to Krasbourn Airbase and joins the Red Sky Fleet, guns will be fitted and will be the single entity in the sky that possesses the most weaponry."

Lord Tarwam gave a wide grin, before revealing the second part of the Imperium exhibit. A platform raised, and a bizarre tank appeared. It appeared to resemble the Quanta 22 but flattened, with an extremely long cannon.

"This is the Quanta 22-CC "Buzzard", the single greatest armoured vehicle dedicated to the effective, efficient use of chemical weapons. With its low profile, when camouflaged it can hide from bombers and strike aircraft alike. Its emitters can create quickly eliminate any infantry that try sneak up to it. After all, you may be able to hide behind cover from a machine gun, but you can't dodge gas.
However, where the Buzzard truly shines is in tank combat. It has far greater range than most tanks, and can fire special chemical shells. Unless tank crews want to constantly wear hot and humid protection gear in an already sweaty and cramped environment, they have two options. Leave the tank, or die in their own personal gas chamber."

Lord Tarwam smiled at the slightly awestruck audience. This was the purpose of the expo- to show off strength. He hadn't even neèded to reveal any of the more secret features on either vehicles yet.

New Years Weapons Expo

The Guard Duck Android stepped up to the podium.

"As far as armour goes, the Khan Empire reigns supreme. Ladies and gents, I present to you the Juggernaut Armour!"

A hulking machine strode forth. It had a distinct humanoid shape, but it was far too huge to be considered form-fitting for the pilot.

"The Juggernaut Armour has been specially synthesised to withstand bullets of any calibre, electricity, extreme temperature, radiation and explosions. It even has its own ventilation system to protect the pilot from harmful gasses."

The machine moved about 1 km from the stage and the audience before demonstrating its defensive capabilities.

"The Juggernaut Armour also has mini-guns mounted on its wrists, can punch with 100 kilo-newtons of force and move at a sustained speed of 50 km/h for a full hour. Our brother nation, the Isle of DarkSlide has developed a remote variant of the suit turning it into drone. Their representative will elaborate later."

The Guard Duck paused while the Suit marched itself off the podium.

"Next we have the Thor EMP. This device is meant for wet weather combat. When it is raining, the user can activate the EMP to discharge negative pulse which negatively charges most metallic equipment. Due to storm clouds, lightning then arcs down striking and frying any electronic systems. Any biological lifeform in contact with the electrocuted equipment then gets shocked to death."

A field demonstration followed with the use of dummies.

"Finally, we have the Helios Beam. A series of Fresnel lenses designed to magnify the sun's heat into a fairly deadly laser. The beam can set all flammable material on fire and can quite easily burn someone to death."

New Years Weapons Expo
The Imperator glanced over to the Khan exhibit. Fot some time, that nation had been hiding under the radar. This was certainly an impressive entrance- a walking tank and near assured victory during rain. He could only be grateful that the Imperium was not located near the tropics. Either way, this was a clear challenge. He would have to note this down as a likely strategic opponent.

New Year's Expo

General Kolt stepped up to the podium.
"Ladies and Gentleman, We present the K-S 56!"

A massive behemoth rolled onto the exhibition field.

"This was developed by Wardomia and Mordenfell, over the space of a year, with some funding contributed by Solendor. The armour is made of a new material that renders it practically invincible. It can withstand a direct hit from a heavy bomb or shell. Fully shielded from EMPs, with complete WMD protection and a lighting rod, The K-S 56 can only be defeated if it runs out of ammunition. It has a top speed of 40km/h. With this weapon, even a Quanta 22 cannot scratch our tank forces. It may cost a pretty penny, but our workers have very kindly volunteered to produce the tank pro bono as indentured workers. This wonder material is called Sclorium. It is reflective, and can withstand the heat from a nuclear blast. The K-S 56 can even dig it's own trench!"
"You may doubt this. So, here is a demonstration."

Wardomian soldiers surrounded the tank, firing lasers, anti-tank guns and artillery pieces directly at the top armour of the tank. The tank shrugged them off, one by one.

"We have developed a missile weapon. A cluster MOAB that can be launched from space. It can destroy even a K-S 56, albeit after repeated tries. With this in space, no one will dare to mess with the Allied Nations, not unless they want their population centers turned into rubble."

"For years, Wardomia has had a third-rate army. Now, with the help of Mordenfell, we have reached a new level of technological innovation!"

The Emperor's grin faded as he viewed the Wardomian tanks. They had somehow figured out how to magnetically shield their tanks. This did not bode well given Wardomia's increasing hostility and decreasing tolerance for foreign might. He mentally went through the demonstration, and soon came to the conclusion that, short of the tank running out of shells, the only way to destroy this thing was via sabotage. The Emperor furrowed his brow at that. Wardomia would be extremely cautious with the entrance of foreigners given their increasing paranoia... He made a mental note to order Minister Zechariah to send some sleeper agents into the Fortress.

Pertwee frowned. Sure, neighbouring countries would ridicule Gallifrey. However, this would be done in the interests of greater national security.
Tancredi smiled. If the president was in favour, that would be an excellent plus.
Pertwee looked up. "Tancredi, you're a genius! This shall be such a huge facade! This will mask our existing technologies, while boosting the regional peace and sense of security! Send Peter!"

A representative from Gallifrey stepped unto the stage.

"Gallifrey is weak. We have aways been pacifist. We present to you: our latest weapon... the spoon!"

"The spoon has immense power. It is, however, also virtually harmless, which is why it would be the perfect weapon. Believe me, this weapon cannot kill, cannot wound, cannot maim. But I'll tell you what it's good for... Eating!"

The audience laughed. Surely this was a joke?

"No, believe me, this is no mere lowly joke. Listen. Just listen to me. For too long we have followed what is mainstream. For too long we have been hapless in the face of danger due to competing demands in various locales and aspects. Overshadowing of the majority! What a travesty. It's impossible. I hate it. It's evil. It's astonishing! What we need, what the region needs, is an idea! A symbol! A symbol of aggression, yet serene peace of within, of divine providence and intervention, of unique and eternal prosperity and a temporal, chronological, historical, archival significance!" Capaldi paused for special effect.

Gallifrey War Council

The War Council was listening in.

"It's working! Capaldi is a genius, his speech is hilarious! It sounds great, such expression and passion but it's really nonsense!" Tancredi was clutching his sides.

Capaldi took a deep breath, smiled mysteriously and continued. "In this period of turmoil, in this... this era of despicable happenings, we need something. We need a tool. Not a weapon, but something so simple. Something domestic. Something that could be least expected and hidden. Hidden in plain sight. And now- the question is... what is this miracle, this panacea, to the disease of destruction and chaos? What is the solution required to push back our boundaries and escape from all this peril that surrounds us? This looming doom which impedes all progress! We need something unexpected, small, tiny, and useful." Capaldi gazed at the spoon.

"Now then. If you think that because I am unarmed, I am weak, then you understand very little. If you have any part to play in the chaos which has enveloped the Cyberius, then you understand nothing at all. So for your own sake, understand this: We are defended! This is my spoon! Let it not be said that the cowards who have monopolised various industries be put to shame. Let it not be said that increasing cacophonies and discrimination has plagued the Cyberius. Hope is within yourself! Hope is within... a spoon!"
