I'm for the civil war or Gulf of Sidra idea. Gulf of Sidra or some other type of freedom of navigation operation would be the easiest to pull off IMO if we want something simple (and Ardoki has volunteered to be the nation we conduct these operations against, so that helps).

West Aurelia has presidential and parliamentary elections on December 6 so an intervention in a civil war so close to an election wouldn't be a good idea politically... Of course, we could simply change the IC date of the RP to solve this in my case.

Also, we should decide how bad of a situation the war would be. I don't think any one of us would want to get involved in a Syria-esque clusterfuck... My personal suggestion would be based on the plight of the Rohingya people in Myanmar, where the IFC would intervene to prevent human rights abuses and bring the opposing sides to the negotiating table (no toppling of the regime; that went swimmingly in Iraq and Libya), although I also like Carloso's suggestion of something mirroring the CAR conflict (or perhaps something like Operation Serval).

OS and I have come up with two scenarios for the no-fly zone RP:

1. Jabiyya, which is a state controlled mostly by an Arabic minority that oppresses a tribal majority.

2. Midéane, a confederation of tribal groups set up following decolonization, causing ethnic conflict today.

Any other suggestions/critiques/improvements?

If we'd like to put/keep it on a map and try to develop it afterwards (post intervention there are so many interesting things that can go wrong, c.f. Iraq/Afghanistan/Libya) as cartographer and President in Panessos, there's a lot of handy third-world landmass to choose from? And if we want to involve any non-IFC friends they could be former colonial powers for scenario 2?

Assuming a population density in the region of 25-15 people per square km, Mideane and Jabiyya would have a population of about 10 and 15 million people respectively; assuming 50-30 people per square km, 20 and 30 million.
