You can create a status quo when there are two or three powerful factions in balance with each other. The main threat is the lone pariah who's only strength is possessing WMDs.

Read out of character opinions and information and then makes IC posts based on it. It is like if someone said they would bomb your city if you moved your anti air to protect a base in OOC then you post IC that your commander suddenly thought he should leave his AA there just incase someone wanted to bomb the city.

Of course a much smaller scale than that.
