That makes sense, but the problem is that that eliminates both of the available European communist countries (macedonia and serbia), and USSR went specifically out of his way to state that Yugoslavia broke up. You also mentioned the cause of the rebellion as a war between NATO and BRIC, which simply hasn't happened in the RP, leaving no reason for it to occur.
Not even mentioning that this all occurs in 2020 according to your factbook.

I could accept this if the rebellion was occurring right now, and you had yet to reestablish the whole of Yugoslavia, but I can't accept a complete reconstruction of all of Yugoslavia's territory without explicit permission from USSR.
