Actually, since you set the price of leaving so high, you've lost people with jobs rather than ones without jobs. Specifically, white collar workers who could very well pay the fines. You've just lost a lot of important administrators, positions that require some good education and work experience. So now you just have a bigger unemployment problem...

Actually, Azens were not allowed to have jobs in my colony. Getting rid of them means more job opportunity for Malayans.
