Well for me, once I actually get in this if everyone is cool with it, you would need only ask and run a government that, for lack of a better term, isn't evil since morality and justice are highly prized at all levels of my society.

I think ultimately it's up to each individual player how they'd like to roleplay. "Realism" isn't the norm, nor should it be. What should be the norm is that everyone can indulge in their wildest fantasies. That's the whole point of this game. If you want pure realism, go to Cyber Nations.

In the end, it's all about cooperation. You work things out with all players beforehand. That's all it takes to make for a good RP. Cooperation.

Millions of troops is feasible if done right. NS stats, realism, it's all irrelevant compared to the only thing that matters:

The happiness of players.

That's a gross misinterpretation of Ganosian policy. I'm afraid I'm going to have to insist you re-evaluate your stance on Ganosian policy. You should be glad that out of all the empires here, I'm the only one who hasn't said anything remotely imperialistic.
