Honestly NPE, can't you just let Azen be free? You can make Azenyanistan a Singapore-sized state if you really don't want him to be free. And he will constantly be thankful for existing as a Singapore-sized nation.

A lot, surprisingly. Even Hong Kong can fit several million into an area that small with decent standard of living.
