Well you decide when you go to war, so when you want to go to war you could just say you have a larger military, or just say state militias that don't count as military. Plus 3.5 million allows you to have like 2.5 million infantry which could easily defend against an invasion, and launch a counter-attack.

Having 1.5 million troops in your nation would make you have a larger internal army than the US's entire army. Plus if a majority of our 71 nations have 3.5 million troops we'll kick ass.
