Im trying so hard not to laugh since you're saying that to two people who actually made custom tech for their nations. I don't know if you have, but at the very least Cusc and Riysa have done research and made their own stuff. Im not sure what in all honesty what you have that would make them jealous at all.

Edit: "What do you mean by "given permission"?" Sorry. Didn't see that question. Anyways. Countries have their own sovereignty, meaning they hold territory. If say a military vessel, like a military hospital ship, crosses into their waters, that is invading their sovereignty. If you roll in without getting this said nation's permission, you are essentially invading that territory, which gives them the right to defend their territory by any means. They don't know if you're there for peaceful purposes - you could be military transport dock trying to dock and unload troops for all they know. That's why if you don't want your ship shot, sank, or boarded, it's best to receive permission to enter their waters if you're a military vessel.

If I were on the shoe of this, I'd probably board or sink the ship because I have no idea what it's purpose would be nor know why it'd be trying to enter.
