Why not just have a Defense Force for Menavolos instead and to be like, under the supervision of a higher country (not me)?

The Prime Minister is having a Meeting with the Minister of War then Suddenly a Relations Radar Specialist Barged in saying "Im Sorry for Interrupting Sir but you should see this." and he hands an iPad to the Prime Minister that displays the NPE and his Coalition turning RED on the Radar.

"Outrageous, I think we are screwed" said Prime Minister Marc Ombay.
"How should we tell the Empress? Shes still over at Genes." said the Radar Specialist terrified.
"How about we use MAD tactic? or Hit and Run tactic? How is the Armed Forces?" said the Prime Minister

"Still at the Menavolosian Polish Border Sir." Answered the Minister of War in Stress.
"You mean there is no..... troops.... at.... the.... NPE... Border?" said the Prime Minister.
"Yes Sir. We will try to divert our forces sir." Said the Minister.

"Wheres the Cheget Breifcase?" asked the PM.
"Still at Genes Sir" replied the MOW.
"May God help us all" replied the PM with Shock.

Thought I'd make it a little better, and not such an overkill.

1. Menavolosia will demilitarize its armed forces to a number of 300.000 both active and reserve troops.
2. Menavolosia will dismantle its nuclear weapons and will not try to build such a weapon in the future.
3. The coalition will not occupy more land of the sovereign state of Menavolosia.
4. Menavolosia will pay small amounts of money to the coalition for a total of 10 billion NSDollars.
