They are essential if the enemy puts their ships in a line formation, they would perform some Wedge formation, divide the enemy into half, and the rest of the ships will focus fire on the other half and to the other half...But it's 4 into 1 I can't even imagine how horrible the formations are....

Especially when they put a large amount of coast under your control, and stop the enemy for wiping out one zone.

Declaring a state of total war would mean a sufficient amount of your land is captured straining resources. So to counter that you declare a state of total-war. Haven't seen a large amount of land taken yet. You still have WPT and Tangerine. Me taking the whole Saudi peninsula up to Jordan would be the time.
