Yes, Caracasus could invade. Mind you, even if the people voted in favour (which isn't exactly unlikely given the recent events) and the soldiers voted in favour of their platoons joining the war... and everyone continued to be in favour of the war throughout - Caracasus would be stuck persecuting a war in Oehiton - that's not a great idea. There's also no guarantee at all that things would improve at all, they would most likely get worse. At present, Oehiton regime isn't exactly well liked by the people - it's oppressive and foreign mercenaries never go down well as defenders of a sovereign nation. Actually invading Oehiton could galvanize the people behind the regime.

Caracasus isn't the kind of nation that goes in for that. Wars Caracasus gets involved in are either defensive - defending allies against agressors or utterly unwanted agression or they are against a foe so completely evil that there is no choice but to fight them. And even then, war is the very last resort after everything else has failed.

An aid camp has been bombed, and many people are dying as of now. I think there should be an last resort already. Oehition has been destroyed, and people are dying.
