Ivan looked for a moment it was good that what he stated was diverted in his opinion. "Its not fully agreed on, the proposal needs to be gone through specific aid agency and the ministry of foreign affair to agree on this." he turned to Callum "i got a meeting in a few minutes, let me excuse myself. Ill bring this matter up and if my side will agree on this, i expect that a more official meeting between us will happen if all goes well." He smiled and placed all his papers in his case leaving the plate to be taken by a busboy.

Van Adrichem sat at his desk, quickly typing up a resolution he had on hand several months back, but never used. The aim was to focus on condemning the Thuzbek government directly while also condemning the President and Administration of Samudera, he never believed that the Samuderan government as a whole supported the actions of the administration. As for sanctions, he was not entirely sure where the League stood, but decided that encouraging or even demanding its members as individuals to impose sanctions and embargoes would quiet those who'd fight the League had it enforced the sanctions itself.

League Resolution to promote International Peace
regarding the intervention of the People's Republic of Thuzbekistan and the Federated Islands of Samudera in the crisis in Orsandia


Acknowledging that there is incontestable evidence that the aforementioned nations have illegally intervened in the conflict in Orsandia,
Concerned that this intervention will empower other groups, both state and non-state, to covertly support rebellions in other sovereign states,
Aware that the League has a responsibility to maintain international peace,


The League hereby resolves to:
  1. CONDEMN in the strongest possible terms the Government of the People's Republic of Thuzbekistan,
  2. CONDEMN in the strongest possible terms the President of the Federated Islands of Samudera and its sitting administration,
  3. RECOMMEND to the members of the League to establish both primary and secondary sanctions against the People's Republic of Thuzbekistan and the Federated Islands of Samudera,
  4. DEMAND that the People's Republic of Thuzbekistan and the Federated Islands of Samudera immediately cease activities that would be seen as supporting terrorists operating in Orsandia and any related theatre of the conflict in Orsandia,
  5. CONSIDER the deployment of League Peacekeepers or the League Anti-Terrorism Unit at the conclusion of major operations to assist in the maintenance of stability in Orsandia.


He looked at that last line, he understood that had the possibility of interfering with the affairs of the Republican Armed Forces but sending League Peacekeepers or the Anti-Terrorism Unit might grant peace of mind to those who would want them there. Even then, he could probably recommend that Dormill-Stiuraians be sent, accomplishing the same task with a bit more red tape than Dyson would prefer, then came the knock at his door.

"Arae! It's Callum, the Ahnslen delegate..." he stated as he cautiously opened the door. He stood there in front of the delegate, not wanting to overstay any welcome he had. "May I apologise for the theatrics in the chamber, Ainslie has a pretty strong mandate against league endorsed sanctions... so what are you up to on this evening? The weather is terrible out there, so I can't blame you for being inside."

"If you don't mind me asking, what's the resolution about? Perhaps I could help out a bit so we can have the first 'early mark' we've ever had since Year 6?" It had been approaching 2am and Parkes had been sitting in his office on the phone with Ainslie in order to keep in the loop with the chaos of presenting anything meaningful to the Parlai. He noticed that the light in the Dormill-Stiurians office was still on, and thought it would be good to check on him and see if he's alright.

"To make things short, this resolution condemns the Government of Thuzbekistan as a whole and the current administration of Samudera, alongside recommending sanctions be levied against both on an individual basis, and suggesting that the League sends peacekeepers once things calm down. I am not entirely sure on that last one, however, I've already caused enough of a stink for the President that if I went and neutered his plans for Orsandia after the war ends, I might as well walk out of here and never show my face back home. What did you want to help out in?"

"Looks like you've got this covered." Callum said as he lightly laughed, hoping to not appear like he's mocking what appeared to be the overworked diplomat. "In Ainslie we have a saying "don't kick the firewasp nest without letting someone know first". It has an... interesting context and direct meaning. Essentially the expression states that it is best to let you know that Ainslie will likely object to the recommendation of sanctions against almost any state by the League. As for the peacekeepers, do you think it's worth getting the League in on it? It sounds like stuff is pretty tense back home... I'm pretty sure I could convince the government to deploy ARSF personnel to Orsandia if you'd like that instead of League peacekeepers or as well. We've been a relatively neutral party up until now."

"I'll have to speak with Dyson personally on that matter, assuming he doesn't yell my ear off for that stunt earlier. Back to the business of sanctions, the League must act on a unified front, or at least its members should, if we are to dissuade the Thuzbeks and Samuderans from perpetuating this war. This is expensive enough as is for the United Republics, imagine how much they are already sinking into this affair including their distance and initial secrecy. News from Thuzbekistan has already suggested that their government is not as capable of handling a suddenly shifting economic environment with that whole automated farming fiasco." Van Adrichem stopped for a moment, staring just past the Ahnslen and began to think.

"You know, this resolution could use a sponsor aside from the expected Osters and Orsandians. Ainslie is well respected throughout the Isles, endorsing this can give it a lot more weight."

Callum looked over at the resolution on the computer screen and read "RECOMMEND to the members of the League to establish both primary and secondary sanctions against the People's Republic of Thuzbekistan and the Federated Islands of Samudera,".

His eyes couldn't possible deceive him - it was exactly what he expected. He knew this would pass if it made its way into the chamber, so compromising would likely be the best course of action.

"I could vote in favour of everything but 4. Perhaps the wording could be changed to 'ENCOURAGE to the members of the League the consideration of implementing sanctions, whether primary or secondary, against the People's Republic of Thuzbekistan and the Federated the of Samudera and to review these measures regularly to ensure effectiveness'. I could convince Whitty [Andrew Whitford - head diplomat of Ainslie under the foreign minister] to get behind this resolution if wording was made similar to that."

While these sanctions will be dropped eventually, it must be a unified effort by everybody involved, or against anybody who would support them by not joining the sanctions." the Dormill-Stiuraian rubbed his eyes, it'd been a long week for him and wrapping this up will give him much needed sleep, "I won't gut that clause as much as you are suggesting, but I will see if I can close up any loopholes in the language you suggested. Anything else?"

I'd be interested in seeing what the wording of the clause would be if loopholes were closed up. Other than that, there's nothing else to speak of. You heading off to bed? After a few minutes of pacing around his office thinking over what Callum told him, Van Adrichem began to formulate a new version of that fourth clause. The comment that the resolution should "give nations the opportunity as per a resolution to not implement sanctions" did not sit well with him, it wasn't right that he should simply allow a nation to not impose sanctions for any number of reasons their foreign ministries would love to use. He could only think of the Weinamese and how much they would probably love the chance to enhance trade with their two communist allies and circumvent the sanctions. Of course, he thought, if the majority of the nations in the Isles follows suit with the resolution, then nothing from the likes of Weinam can make a reasonable impact. I could also tell Clément in Arnton to suggest that Gaeltic navies start performing inspections of ships sailing through our waters, that could also slow down the progress of non-compliant administrations.

Another knock on the door came, it was his intern, a young Mennan man, about in his early 20s. He had been surprisingly useful in teaching the Dormill-Stiuraian some of the intricacies of Mennan culture and language, for instance, Van Adrichem knew the man was a vêkivêv'at of the Nâvi Vuvwav tribe, and he had learned some Mennan words in his time here. "Vishê", he had learned it meant "Thanks", a useful tool to use both here and whenever he had a Mennan diplomat to speak to. He returned to his computer once more and began to edit that pesky fourth clause.

He rubbed his forehead, not sure what this can do for him. Not soon after, another knock on the door roused him.

"Come in, whoever it is out there."

"Guess it was nothing.", he answers to himself, finishing the edit, printing the resolution, and packing his things to return to the Assembly halls.

The League of the Western Isles is one of the most frustrating places a Thuzbek may find themselves in. Not officially a member and, even worse, internationally renowned for its historical actions, a Thuzbek delegation is always watched carefully. Guards double checked ID's, diplomats of capitalist nations gave them sideways looks, and any delegate seen talking to a Thuzbek was likely to be mistrusted. This is why Sarmul was here instead of a delegate. Businessmen such as himself somehow found it easier in the International District. Still, he was nervous as he approached the office of the Ahnslen Ambassador.

Callum eyes were straining as he continued staring at the computer screen. Late nights in the International District seemed to be a relatively normal pursuit as he saw the Dormill-Stiurian again walking down the corridor. He flicked over to Arendai International for a minute, watching the seemingly boring subjects that the agency was covering. One story caught his eye coming out of Thuzbekistan.

"Ecirés... absolute ecirés.... you have got to be kidding me... why do we negotiate with these people", he muttered as he motioned for an aide who was about to enter his office to leave.

"It is not us whom you have committed wrong against. However, your missile program and your political situation appears to be more of a reason that you would come to us rather than the people you really should be negotiating with. Regardless, it seems like the sanctions are doing what they are meant to, although their reach and spread seem a bit punitive at best. I'm not sure exactly what I can do, considering that you don't even seem to be representing the Government you normally live under. We'd like to know more about which sanctions are hurting your lower and middle class, we'd be happy to see what we could do on that front. We would also like to request help in finding places in your nation where we can process Thuzbek migrants, as our facilities on Gresswell Island are less than ideal."

Parkes was unusually cold and unpassionate as he spoke the following words

"The interest of humanity may bring you here, but it really does not seem like your Government shares that belief with you. Human Rights are a reflection of the interests of humanity and the Thuzbek Government do not seem to regard it very well considering your people were left needy and vulnerable whilst your Government pursued a political agenda. As your people know better than anyone, the Ahnslens are always willing to negotiate and compromise regardless of a Government's political belief. We do ask one thing though - a foundational respect and enforcement of human rights. Give us guarantees and a framework going forward that would ensure the protections of these universal and inalienable rights and we can come to the table."

He remembered this quote from one of his university textbooks - forget that - he probably even learnt that one in High School. He hardly knew an Ahnslen who didn't get this idea... it's why the centrists have been in power for decades...

"Ainslie does not take well to threats which are clearly incongruent to international norms. May I remind you that these Thuzbeks are on Ahnslen soil as a result of the hospitality and respect for the basic rights of man that our nation has, and they would not be fleeing your nation if it weren't for your own Government's disrespect of these principles. It is hardly migration - it's abandonment from a Government who does not pursue the basic assurances it must deliver under natural law.

I am hardly in the mood to be lectured on inaction by someone who seeks to be representing a Government which has turned its nation into a ticking time bomb to pursue a reckless and selfish diplomatic agenda. The ideology which has been dominant in your nation for so long claims to protect the lower and middle classes yet they have been left most vulnerable. Even your own state media alludes to a Government ignoring the will of its people in order to achieve little diplomatic gain.

Your threats are going to get you nowhere, Mr Sarmul. My offer still stands regarding getting more information about the impacts of the sanctions and negotiate a lifting of whem where appropriate. However, you and your Government must start meeting the basic and reasonable standards we expect of all nations."
