WHATISOMNI?

The OMNI Declaration [Operational Maritime Network Initiative] is a treatise establishing a codified set of principles and protocols adopted by signatory states called the Operational Maritime Network, an arrangement between participatory merchant and naval warships to enforce a newly-established prohibition on the trafficking of human slaves and the decreed goal of eradicating piracy and terrorism from international waters. Through a combination of diplomatic pressure and force projection, OMNI states seek to eradicate the immoral conditions of piracy, slavery and terrorism by taking a proactive stance in concert with like-minded states. This Coalition of the Willing forges a sacrosanct, bilateral partnership aimed at bolstering one another through mutual assistance and cooperation, so that the Doctrine's aims and ideals might be realized.

WHATDOESOMNIDO?

Signatory states to the OMNI Doctrine participate in a three-pronged strategy identified as PIR [Persuasion, Intervention & Response], pronounced as 'Peer'. OMNI seeks to utilize all possible means to help eradicate the insipid institutions of piracy, slavery and terrorism from the high seas by instituting an official Watch List, identifying state sponsors who partake in these activities. Through persuasive lobbying efforts, OMNI seeks to remedy these appalling conditions through international pressure and economic boycotts. Failing diplomatic or economic efforts however, OMNI signatory states coordinate with one another in the utilization of naval vessels to stop and search flagged vessels of known sponsor states, and to seize vessels conveying 'contraband', or militarily respond to any aggressive act against inspection teams or vessels.

Interested parties who approve of the mission and goals of the OMNI treaty organization are encouraged to donate monetarily to the cause, and to diplomatically support our efforts to rid the world of tremendous evils. Those states who feel strongly about our mission are further encouraged to petition the Coalition of Willing States for inclusion as a verified signatory state to the OMNI Doctrine, provided below at this link. Interested parties should submit an application, espousing their desire to uphold the Doctrine and to participate in this most-momentous endeavor in the annals of world history. The principles of organizational governance, including our planned operations and the prescribed measure for admission can be found in the official OMNI Doctrine provided below. MISSION STATEMENT
We, the signatory states of the OMNI Doctrine, do hereby pledge our service to the eradication of human trafficking, drug smuggling, gun running, piracy, and state-sponsored terrorism from the oceans and seas of the Earth, to valiantly defend human rights and dignity and to serve as the vanguard of the good and noble peoples of the world who seek to forge a future borne of hope, and not tyranny or persecution, that liberty and justice may resonate through all, and for all, until the very last of the world.

ARTICLE I: THE COALITION OF WILLING STATES
Section I. The signatory states to the OMNI Declaration shall be hitherto considered the Coalition of Willing States who shall endeavor to enforce through all means prescribed the protocols established hereupon. The classification of requirements for participation as a full participatory signatory state to the Doctrine shall be prescribed according to the noblest of traditions of due process and equitable adjudication of all petitions received henceforth.

Subsection A. Member-states who act in league with one another as signatory states to the OMNI Doctrine shall be formally vetted by the admissions council of the treaty organization, and found to be purveyors of good conduct, that which would demonstrate a national prohibition on the trafficking of human slaves or other illicit materiel, and the refraining from engaging in any and all punitive acts against other sovereign parties—their persons and real or intellectual property—which may be construed as acts of piracy or state-sponsored terrorism.

Subsection B. Member-states who act in league with one another as signatory states to the OMNI Doctrine shall be expected to petition the treaty organization via official application for formal recognition as a member of the Coalition of Willing States.

Subsection C. Prospective signatory states to the OMNI Doctrine shall have their petitions for acceptance formally vetted, with each petition judged according to uniform standards of expected conduct and protocol enforcement, under penalty of expulsion, diplomatic and economic sanctions, seizure of real property and other remedies of recourse.

Section II. Signatory states to the OMNI Doctrine shall be vested with the full and total provisions guaranteed to member-states of the treaty organization from the inception of their state's petition as an accepted request. Signatory states shall be absolved from honoring any and all conditions of the Doctrine prescribed herein due to episodes that are established prior to a signatory state's acceptance as a member of the Coalition of Willing States.

Subsection A. The conditions for acceptance as a signatory state preclude those nations who seek military assistance or a punitive military response to aggressor states already engaged in the prosecution of a military action prior to a state's acceptance as a member of the Coalition of Willing States.

Subsection B. Any attempt to misuse the retaliatory protocols of the OMNI Doctrine for personal gain or offensive military actions against a non-sponsor state shall be condemned, and result in either the censure or expulsion of the offending state.

ARTICLE II: DIPLOMATIC AND ECONOMIC SANCTIONS
Section I. The signatory states of the OMNI Doctrine shall, through the material support of the treaty organization, authorize an official Watch List of aggressor states who are found to sponsor any illicit activity hitherto condemned. The utilization of the Watch List shall be such to lobby foreign heads of state and other multinational organizations to suspend any and all economic ties with the condemned states, and to utilize any and all legal diplomatic means available to prosecute all known sponsors of illicit enterprises in absentia to see appropriate remedies.

Subsection A. The following state-sponsored activities shall be considered illicit, and prompt a varying degree of response from the signatory states to the OMNI Doctrine: any conduct which may be construed as an act of piracy against the real or intellectual property of another party or state while in international waters; any conduct which may be construed as an act of terrorism against the persons or property of another state or party in international waters; the trafficking of illicit narcotics and substances or weapons—including weapons of mass destruction—with the intent to sell or distribute to known sponsors of piracy or terrorism; and the transportation of humans for the purposes of forced labor, indentured servitude or sexual slavery.

Section II. The entries added to the Watch List employed by the signatory states to the OMNI Doctrine shall be vetted by the membership for the purpose of ensuring a fair and equitable review of all potential cases. The manner prescribed to adjudicate entries onto the Watch List shall be remedied by a consensus of a majority of sitting signatory states.

Subsection A. Entries onto the Watch List may be classified according to one of four labels: a State of Concern, for those states which are suspected of conducting illicit activities mandating further review; a State of Warning, for those states whose illicit activities have been documented and observed by one or more signatory states; a State of Censure, for those states who have committed flagrant activities against human nature, requiring necessary recourse to remedy; and a State of Quarantine, for those states whose actions are so aggressive or grievous against the international community to warrant direct confrontation and intervention.

Subsection B. The administering of an entry to the Watch List shall be judged according to a general consensus as to the severity of potential infractions, in order to provide an appropriate response in the prescribed measure stated hitherto.

Section III. Aggrieved states who wish to challenge their listing on the official Watch List of this treaty organization may formally petition the collective of signatory states for a redress of grievances. The redress shall be mandated to occur no later than fourteen business days following the formal petition of the treaty organization for an appeal.

Subsection A. The appeals process shall consist of an informal inquiry heard by no less than three volunteer delegations from among the signatory states, whose purpose shall be to collect and weigh evidence presented to them by the aggrieved party. The ad hoc council shall then recommend an official course of action to the collective of the Coalition of Willing States, who shall retain the prerogative to uphold the listing, remove the aggrieved party on appeal, or submit the case for indefinite review, until such time as a majority consensus can be reached.

ARTICLE III: SEARCHES AND SEIZURES
Section A. The signatory states to the OMNI Doctrine shall be vested with the authority to conduct searches of flagged vessels belonging to states on the Watch List known to support or conduct illicit activities. This authority shall be supported by the principle of military cooperation and response addressed hereafter in Article IV.

Subsection A. The manner prescribed for conducting official searches shall be thus: a flagged vessel or vessels of the naval forces of a signatory state shall radio or otherwise-signal any flagged vessel of a known state as identified by the Watch List to halt their progress and prepare to be boarded by an inspection team. The inspection team, if given safe conduct aboard a vessel, shall search the vessel for contraband hitherto identified, and to seize any illicit cargo found in conveyance by the ship.

Subsection B. Should a ship fail to heed repeated signaling, the signatory state's vessel(s) are permitted to fire upon the ship in a manner that shall disable the vessel, and to take care in towing the disabled ship into the nearest friendly port, where an armed party shall then carry out the search as prescribed hitherto.

Subsection C. The commanding officer of the signatory state's naval forces present at the time and location of the search shall have the command discretion to impound the flagged vessel, including the incarceration the crew of the ship, or to allow the ship to continue its conveyance following the search.

Section II. The signatory states of the Coalition of Willing States shall be obligated to seize any illicit materials, stolen property, or captive humans from a search of flagged vessels, pertinent to the prescribed conditions assessed in Article II, Section A, Subsection I. No flagged vessel may be permitted to continue in their conveyance with illicit materials still held aboard.

Subsection A. The signatory states to the OMNI Doctrine retain the right to request material support in conducting searches and seizures from other signatory states, and to help assist in the repatriation or sheltering of captive humans freed from bondage from the treaty organization and/or any volunteers from amongst the Coalition of Willing States.

ARTICLE IV: MILITARY COOPERATION AND RESPONSE
Section I. Any persons or vessels of the naval forces of a signatory state that are fired upon during an official inspection by a flagged vessel of a known sponsor state portrayed on the Watch List, its crew, or the military personnel of said state or its allies, shall require a military response from the signatory states to the OMNI Doctrine. The means to which a military response may be prosecuted shall be construed herein:

Subsection A. Any and all available naval vessels or military personnel of the signatory states within range of the epicenter of the inspection site will be authorized and mandated to provide immediate materiel support to the injured parties belonging to the Coalition of Willing States.

Subsection B. The signatory states to the OMNI Doctrine shall convene a formal hearing, whereby a majority consensus shall be determined on an ad hoc basis to decide the level of military response needed to remedy such aggressive actions, and to conclude any alteration or change in the status of the sponsor state on the Watch List.

Subsection C. According to the prescribed method hereupon, the Coalition of Willing States may, in response to most heinous atrocities committed by sponsor states of the Watch List against signatory states to the OMNI Doctrine, convene a special hearing to purpose for a general resolution for a full-scale military mobilization of the treaty organization against the aggressor parties, including the necessary remedies pursuant to the prosecution of such a military operation as deemed necessary by the consensus of the states.

Subsection D. Signatory states who are otherwise-engaged in military actions against other parties extant from the OMNI Doctrine, or who have certain outstanding treaty commitments with potential target states may petition for a general consensus on a recusal from participation in any wide-scale mobilization of OMNI signatory states.

To whom it may concern,

The Republic of Commonwealth Caribbean, or CARICOM, is a somewhat new nation located in and around the Caribbean Sea. The CARICOM Treaty was recently formed and combined member nations into a large political union/state. The Treaty had a few simply put objectives: To promote economic prosperity, To promote general Caribbean welfare, and to provide for the common defense of the member states. Unfortunately, however, due to the lack of a strong military, terrorist activities and organizations in the region have popped up and caused a stir of trouble. The most notable organization is an actual state which threatens CARICOM and the entire region. I plead that, upon submission, the application to join OMNI will be accepted so that CARICOM may contribute to the international community further and so that the terrorist activities in the region are quickly put down. However, please do not look at this as a request of intervention, for that is not the intention.
