Government of the Lesvan Presidential Republic in exile

Ari Paticim was a younger diplomat of a newer generation, who succeeded the older predecessor Agen Vopal. Paticim has already led his first vote, which was on the amendment to Resolution 31. Having "broken the ice", motivated by the advice from given by predecessor Agen Vopal, Paticim now felt like he clearly knew what he was doing as head of the delegation of the Republic of Lesva on behalf of the internationally recognized legitimate government-in-exile.

Despite being younger, Paticim currently shared the resentment for the Federation of Balnik as a country that the government-in-exile was confident helped in the coup that ousted the government-in-exile from power in Lesva, as well allied itself with the Throngist regime and the current Scadi regime in Lesva. However, Paticim did not seek to demonstrate that resentment towards Balnik, when the Balniki representative spoke. Instead, Paticim looked at the Balniki representative speaking and listened all the way to the end, without making any negative facial expressions. Paticim thought to himself - "the people there are nice, it's Chernobog's regime that is a problem."

When time finally came to vote, Paticim stood up and proclaimed:

Government of the Lesvan Presidential Republic in exile

As Nosa Gevin was recently transferred presidency of the Government of the Lesvan Presidential Republic in exile (GLPRIE) by his father Puicu Gevin, the new young President promised to carry on his father's legacy. However, those around the young president also believed that his youth made him more flexible and open to proposals that the stubborn and hard-headed Gevin Sr would not have been open to.

Minister of Foreign Affairs Conti Suazena advised new young President Nosa Gevin to initiate an international League-mandated investigation to guarantee that there were no biological weapons being manufactured or no capability to manufacture biological weapons for the Scadi regime in Lesva, inherited from the Throngist regime. Nosa Gevin was sceptical, but decided in favor in the end.

Back in the International District (ID), Ari Paticim, the likewise young Ambassador of the Government of the Lesvan Presidential Republic in exile to The League of The Western Isles, received instructions to have delegation draft a Resolution calling for the investigation into potential biological weapons, if the current leadership of The League gives the green light.

Resolution 32: Investigation of Alleged Manufacturing or the Capacity to Manufacture Biological Weapons in Lesva

- Stating that an anonymous online activist and hacker group The Underground leaked the so-called “Fever Papers”, which suggested that the intelligence agents of the Throngist Republic of Lesva at the time had acquired virus samples from the laboratory of Lesvan doctors on a medical mission in Kravato, who were tasked with helping to combat the Sapli Fever outbreak in that country.

- Recognizing that the investigation and the Final Report by the Commission on the Fever Papers, a body of the internationally recognized Government of the Lesvan Presidential Republic in exile, has concluded that during the Throngist Period in Lesva, some officials of the one-party dictatorship at the time had used the acquired virus samples to manufacture a biological weapon that was used for a political assassination, specifically of the then-First Secretary of the Throngist Movement Party of Lesva Taica Berislavic, who was infected with Sapli Fever and passed away, having been nowhere physically close to the zone of the outbreak. The investigation concluded that was a deliberate action by some hardliner Throngist officials from Berislavic’s own circle and not a coincidence.

- Reaffirming that the outcome of the investigation and the Final Report by the Commission on the Fever Papers was not the only conclusion that Sapli Fever virus samples were used to engineer a biological weapon by the one-party Throngist regime in Lesva at the time. A key witness in the story, Dr. Gavi Salda, who was part of the Lesvan Throngist Republic’s medical mission in Kravato at the time and possessed valuable information as a key witness, was arrested in Saela on accusations of foreign espionage and cooperation with terrorist groups. Since the fall of the Throngist dictatorship in Lesva with its’ subsequent relocation to Najimam first and then its’ present-day capture and resettling on the island of Cane Islo, the dictatorship of Marshal Iuna Scadi that had overthrown the Throngists, has released Dr. Gavi Salda and had sent the doctor as an envoy to Kravato to pass down an intelligence file to the government of Kravato, which was from the Throngist archives and confirmed the conspiracy as true – Lesvan Throngist Republic did use virus samples of the Sapli Fever to create a biological weapon for the assassination of Taica Berislavic.

- Realizing that this admission by the present regime in Lesva about its’ predecessor having created a biological weapon, does not negate the fact that Lesva under the current regime still possesses the capability of manufacturing biological weapons, which the current regime may have inherited from Throngist predecessors.

- Emphasizing that, as noted by officials from North Oscota and Arvento, the manufacturing of nuclear weapons is in violation of international agreements and creates an international threat to the safety of all countries if this type of activity is not contained in at least one country.

- Admitting that Lesva did create and use a biological weapon during the one-party Throngist rule and this was revealed by the current post-Throngist leadership of Marshal Iuna Scadi, with lack of legitimacy itself. The revelation creates a precedent and requires for Lesva under de facto authority of the leadership of Marshal Iuna Scadi to be investigated for hypothetical manufacturing of more biological weapons or a remaining capability to manufacture biological weapons in the future.

Hereby,

• Calls for The League of The Western Isles to create a special body or organize an investigative mission on biological weapons in Lesva.
  
  
• Requests that in case of the passage of this resolution, an accompanying follow-up resolution be adopted to appoint geopolitically neutral countries with no official biased foreign policies in favor or against Lesva to lead the appointed body or investigative mission on biological weapons in Lesva.
  
  
• States that after the investigation is completed, The League of The Western Isles searches for mechanism to make sure international rules regarding biological weapons are upheld in Lesva by the current leadership of Marshal Iuna Scadi.

“It feels as though there have been some oversights in this resolution that may threaten its support or likely success. Firstly, it is unclear whether the regime in Saela would accept such an investigatory team on its territory - let alone allow them to do their work unhindered. This is especially when considering that the team would effectively be set up because of the initiative of a government who wishes to overthrow them. Practically speaking, there is a very real chance this resolution if passed is an obvious candidate to be a sheet of paper that does not do anything.

Further, it is rather unusual to suggest a follow up resolution be created as an obligation of a resolution. it is the position of Ainslie that the creation and passage of resolutions are not contingent on previous resolutions, nor is the introduction of resolutions a necessary consequence of passing one. It feels that this clause has been introduced for the sake of expediency, where it would otherwise be logical to draft and debate on the structure of the investigatory team as a part of the resolution creating it.

The resolution also appears to ask a question that has an answer to it. Disputes about a regime’s adherence to international law is a matter for the International Court of Justice and this Chamber. The ICJ is to apply the law to a given scenario, whilst this Chamber is to create and enforce such obligations.

There is another more practical fear that I must raise. It seems hasty to support a resolution drafted by a government in exile that attempts to modify the behaviour of the de facto leadership. It is quite possible this Chamber could be turned into a place where rival governments attempt to gain control or power over one another. That never has been the goal of international law, and this resolution appears as though it could set a precedent if not properly managed. It seems unwise to allow this Chamber to be a place where domestic politicking is litigated in front of the international community.

We find it difficult to support this resolution until these concerns are addressed, which indeed may not be capable of being satisfied.”

[Verska]

Mr. Alim Ihsan Jan, the Verskan diplomat to the League, paid close attention to the resolution drafted by Ari Paticim. While the Verskan diplomat is aware of the claim regarding biological weapon in Lesva, the truth on that matter eluded him and his colleagues back at Verska. Truth to be told, Ihsan received a note a couple of days ago from Halis Gazi, the Verskan Minister of External Affairs, to support resolution that make the biological weapon held to international standard.

That is, if the resolution does not infringe Verskan interest or foreign policy.

"Ambassador Ari Paticim, it is to my knowledge that the resolution you are proposing will ensure any biological weapon in Lesva is upheld to international standard" Mr. Ihsan speak with rather low voice. "That is as long that the current leadership of Marshal Luna Scadi persist."

Now, he start to speak more loudly, inflicting his words with heavier North-East Verskan accent. "It is exactly this matter of leadership that burdened us with a question, what will be of this proposed resolution if the leadership changed?"

"Moreover, as spoken by the ambassador from the Unified Electorate of Ainslie, the success implementation of this proposal is unclear. It seems that any investigation team or special body will be nigh impossible, as the effectiveness of it is based on Marshall Scadi's willingness." Mr. Ihsan cleared his throat with a sligth cough.

"While the intention of this proposal is noble, the crux of the problem lies on the agreement of a third party and the possible leadership change in the future. Verska is willing to support this proposal if the problem that has been mentioned can be solved." Mr. Alim Ihsan Jan concluded.

As he sat down on his chair, worry still run on his mind regarding the biological weapon. Any investigation team, no matter how neutral they are, possess an ability to took sample of such weapon back to their home country... whether it is intended in a test tube, or unintended in the unfortunate carrier of such biological weapon.

It does not sit right with Mr. Ihsan when this proposal came. But he knew that it is better for a problem of this scale to be brought up and discussed. If each nations vies for this biological weapon, an investigation team can deter such competition. Or perhaps not.

Mr Jordon Godwin stands up I am now going to speak about this resolution.

As I said before that Scadi’s Wants will definitely violate International Laws. However it has to be noted that the Throngist Regime has got a bad international reputation after they committed such terrible atrocities against the Lesvan People. Let me be honest the current situation in Lesva is terrible and sad but Iuna Scadi is not going to fixing it. Most Lesvian civilians have called his moves a hypocrisy. We will strongly condemn the acts of the Scadi Regime as if the biological weapons are made it will come with big consequences. Wangano will join North Oscotia and others to condemn the building of these weapons as a threat to human life. However originally as stated by the Lesvan President Republic in exile that there was actions taken by The Throngist Government to kill leaders with the Biological Weapons. Wangano sees both sides are wrong in this situation and will fully recognise and support the Lesvan Presidental Republic in Exlie.

Government of the Lesvan Presidential Republic in exile

Ari Paticim stood up and declared:

"Fellow international representatives and colleagues,

Your arguments have been noted and we appreciate them. It is apparent that we come across an obsticle here or several and that brings genuine questions to me, on which I would like to consult with you. I feel like the conclusions we come to and the advice shared here will benefit the international delegations in formulating and drafting future resolutions.

Yes, we cannot ensure that the Scadi regime in Saela will cooperate and that is why I want to hear your opinions, if you may share them.

We have a genuine terrorist group holding Lesva hostage and I say this with no exaggeration, because that is what Scadi's Underground Brotherhood militia is and that applies to the regime they have established with their military junta first and now their "direct social democracy." Another terrorist group the Throngists, which Scadi's terrorists ousted, have fled to Najimam first and now they are settled on Cane Islo after capturing that island. A third terrorist group, the National Socialists, are holding a large portion of the region of Acean under control and the cherry on top are the Balniki so-called "peacekeepers" present there as well.

Now, we have established that in total there are three competing de facto terrorist groups holding different parts of Lesva under control, while the legitimate government remains physically ousted and exiled outside Lesvan borders. Our resolution does deliberately only focus on the Scadi regime as the one holding the largest part of Lesva - 90% of the mainland. And, the Scadi regime is the only one of three so far trying to internationally establish itself as the de facto leadership of all of Lesva.

The original point, that I was trying to get to, is this - if we have terrorists holding a captured country hostage and they may possess biological weapons in their disposal, which could also hold the rest of the Isles hostage, then how can we possibly imagine that we can get them to cooperate? Are there actual opinions out there that there can be any good will from that side? Our resolution did not want to propose any radical penalty measures towards the Scadi regime, because we were not sure those measures might garner a lot of support at this time and we thought it could harm the overall resolution, if we included those measures in there. However, I and our delegation now genuinely wonder - how can you get the Scadi regime, a terrorist organization, to cooperate with the investigation that we are calling for in this resolution? That would be my general question. Thank you."

After finishing the monologue, Paticim sat down.

"Ideally a delegation who brings a resolution to this league would have the answers to such a fundamental question, or would otherwise withdraw the resolution until they do. This Chamber is not a place for governments who have no de facto control to try and get the League to litigate domestic issues on their behalf. The wars of rhetoric and messaging that occur in the Lesvan media is the right place for that. It is rather clear that the international community does not want the current state of affairs in Lesva. That is clear because you are standing here, not someone else.

However, here we discuss and debate solutions. We cannot become a government for governments who at least from what we see here, have no solutions or anything approaching a solution to a problem they wish to raise - particularly one that necessarily will require the League to impede on a nation's sovereignty to such an extent as is needed here. This Chamber cannot become a crutch for a government-in-exile. Respectfully, doing so harms the legitimacy of your government and also of this Place.

We have made clear what our concerns are as the Ahnslen delegation and we have received no response - all we have learnt in response is who your regime believes are terrorists and who are not. We are well read in on your nation's history, and its politics - particularly us Ahnslens who unfortunately have a front row seat to a distressing rollercoaster ride. This League should not, without a good enough basis, have a ticket bought on our behalf to that rollercoaster.

I would also like to remind the Lesvan delegation that it is by resolution, not right, that you sit here. Your legitimacy and your participation is dependent on your ability to look like you are able to govern. Fellow delegates, the fact that this government-in-exile needs such hand-holding is troubling.

There is nothing to show for the words and the attempts at stirring emotion that this delegation has brought us."

"I concur with the concerns of the Ahnslen and Verskan delegations," ambassador Nazajev spoke. "It is clear that the resolution submitted by the delegation of the Lesvan government-in-exile is without any real substance. It is entirely unenforceable, as it depends on the goodwill of a dictator to a body that has embraced a rival organization with open arms. I am all for the continued representation of the Lesvan government-in-exile in this body, as they represent the potential for a free Lesva, but you should not bring your domestic squabbles to this floor, as the Ahnslen ambassador stated earlier. This body is not a place to constantly war over the legitimacy of one Lesvan government or another. This is not a League concern. The enforcement of appropriate restrictions is, as the Ahnslen ambassador said, best left to the ICJ. If you wish to bring your concerns over potential chemical weapons in Lesva, I suggest you take it there."
