The hallowed halls of the League's main assembly are a place unlike most on earth, if the pocket dimensional physics-defying reality of our present situation can indeed be considered a part of earth. Here, even more so that in the bays, islands and plains of the archipelagos, the fluxes of time and space are so potent, so alive, that they take a mind of their own. Each heartbeat, worldlines are danced between by butterflies of existence. Faces change, bodies are replaced, and yet, all is has it ever has been. A delegate from a long forgotten, then remembered, then forgotten again nation named Bhumidol did shoot a rogue delegate from a nation whose name has slipped from the mind of this weary observer. Fragments of memory of an Eastern Union of Socialist Republics being banished forever still reside within certain delegates, tho of course that even never happened. All that is always has been. This worldline, drawn together by the convergence of millenia of butterfly wingbeats, is the only absolute reality for those not blessed, or cursed, with the gift to see the bigger picture. Perhaps that is why they are hallowed halls, beatified by the ringing of myraid voices lost to time and space, yet still resounding in worldlines distant. A thousand, nay, more, realities all perfectly contained within themselves running parallel to each other as they race towards the only true absolution. The wheel turns. Brief existences spark up and are snuffed in seconds, minutes, hours, days. The Buddha laughs, cries, smiles, holding out his hand to those who truly seek to escape this infernal cycle.

Let us take this man sitting here, Mr Kusumoto Saburo. Though to the observer, he has only recently arrived in the building, representing a nation which only materialised in the past week, he knows himself to be an experienced diplomat. The Kusumoto family are from Ōmori prefecture, and made their livelihood spinning the traditional fabrics of the region. His father, Kusumoto Jiro, was determined that his sons receive a more refined education and so arranged for them to board at the Misayama College, itself run by Ahnseln missionaries. Saburo did not adopt Christianity, though his younger brother Masanori would, and instead immersed himself in the world of Gaelitic culture. At university, he concentrated on international politics, achieving solid A grades if not excelling, and soon entered the diplomatic service, putting this on pause to serve in the Imperial Utonese Army during the Nankai War. Returning from his combat experience a pessimistic man, Saburo struggled in the foreign ministry, held in place only by his medal for bravery. Slowly but surely, Saburo worked his way up the ranks as a senior policy advisor, but his dilligent approach saw him enter the ambassadorial corps. Several brief stints abroad, and he was nominated to represent his country at the League. He relished in this position, as he though he doubted the effectiveness of the league he could not ignore its potential as a tool for peace.

Saburo sits intently in the chamber, his black suit immaculate, ears listening to every word given to him by the interpreter speaking in his ear. His Japanese and Ahnseln are flawless, though with a slight accent in the latter. He also speaks Sanggaric, and though his English would be good enough to get by on a holiday, he does not speak it out of fear of losing face. No need, of course, when immediate translation is available. He sits, as he has been doing for this entire session, and waits for the next discussion topic.

“Dear Honourable Delegates, my Union presents you with a rather taboo proposal: the dissolution of this League. It has been known that my Union is suspicious on the activity of this League, and acknowledges it is not alone on such opinion. Opinion that is, clearly, justified. This League is not perfected to the state it should be, it needs more defined measures for its actions, and more defined limits to such actions.
The proposals for the creation of crimes of the competence of the League, despite not being approved, clearly upset the Union of Thromsa. The previous Government intended on proposing a reformation of this League, and now I present on behalf of the Executive Committee currently governing the Union, a Resolution to dissolve the League of The Westerns Isles.
We do understand that The Western Isles require a body for the maintenance of International Peace, for the cooperation between nations. A body that actually fulfils the objectives of International Law. A body that protects Human Rights.
And that body is not the League in its current form. With that said, we propose a creation of another body, or the reformation of this same League. My Union is keen on improving International Law and raising it from the ashes that remain of this League.”


Resolution no. 24
Dissolution of the League of The Western Isles


The League of the Western Isles,
Recognising that the activity of the League of The Western Isles has been ineffective in all of its history.

Acknowledging that the People of The Western Isles finds no actual trust in the system of International Relations and International Law created by the League of The Western Isles.

Acknowledging that the external Resolutions of the League of The Western Isles are not enforceable, nor are they limited by any treaty of accession therein.

Recognising that The Western Isles requires an international organisation to better perform the offices of guarding International Relations, International Peace, International Law, and Human Rights.

The League of The Western Isles resolves the following:


  1. Dissolution of the League of The Western Isles
    1. The League of The Western Isles, hereinafter “the League”, instituted by the Second Charter of the League of The Western Isles, hereinafter “the Charter”, is dissolved.
    2. The dissolution hereinunder is effective with the creation of another international body, or with the complete reformation of this League.
    3. If such body is not created, the League is dissolved at the moment of such international consensus of no reformation nor creation of another international body.
    4. The Charter is revoked effective on the dissolution of the League.
    5. Paragraph 3 does not impede the maintenance of the League as-is, if such is the international consensus.
  2. Destiny of the Charter
    1. The Charter revoked pursuant to Paragraph 4 of the previous Section is void, having no legal effects, rights, or obligations thereinafter.
    2. The dissolution of the Charter does not impede the maintenance of the Resolutions adopted, according with the following Section.
  3. Destiny of the Resolutions
    1. The Resolutions adopted in the Assembly of the League are effective, if they are external, creating international, public, or private rights or obligations, shall function as treaties between the nations that compose the League at the date of its dissolution.
    2. The Resolutions adopted are amended on their names as hereinunder:
      1. Resolution no. 3 is named as the “Treaty on Maritime and Aerospace Borders”;
      2. Resolution no. 10 is named as the “Treaty on International Security regarding Drug Smuggling”;
      3. Resolution no. 21 is named as the “Instrument regarding the Treaty on International Security regarding Drug Smuggling”;
      4. Resolution no. 22 is named as the “Treaty on the Recognition of Ecocide”; and
      5. Resolution no. 23 is named as the “Treaty regarding Cooperation on the matters of Natural Disasters”;
      collectively hereinafter “the Treaties”.
    3. Any member of the League may denunciate their participation in any of the Treaties, informing all of the other members, until the dissolution of such League.
    4. The Treaties herein named and maintained do not impede their revocation by their Contracting Parties or their general reformation by such Contracting Parties.
    5. Until the dissolution of the League any country that isn’t a member of the League may accede to the Treaties by informing the Secretary-General of the League, to which the other members may oppose.
    6. Any agency created by the Treaties are to be maintained as independent international agencies, and are not dissolved by the dissolution of the League.
    7. The Treaties may be maintained as instruments of another international body, or the reformed League, and such agencies created therein and made independent hereon may be integrated thereon.
    8. Pursuant to the dissolution of the League and as this Resolution may be effective thereafter it shall be named as the “Resolution dissolving the League”.
    9. Any other Resolution shall be considered revoked with the dissolution of the League.
  4. Destiny of the International District
    1. The International District shall function, upon the dissolution of the League, as a condominium of all the members of the League collectively administered by the Secretary-General.
    2. Such condominium shall be maintained until a definitive option is met, that may recognise the self-determination of the native peoples of the International District.
    3. The International City may function as a condominium even after recognising the self-determination of the native peoples of the International District, pursuant to the creation of another international body, reformation of the League, or its maintenance.
  5. Destiny of the workers of the League
    1. The workers of the League are dismissed with the dissolution operated herein.
    2. Notwithstanding that they shall hold preference on the work posts of another international body or the reformation of the League.
    3. The option for such preferences maintains the time they had worked for the League, for any purposes of promotion or salary.
    4. The members of the League agree to give preference, as possible, to their nationals working on the League, on their working posts.
    5. On the case of workers with no nationality, or that are nationals of the International District, members of the League may opt to give them preference for their working posts, instituting a permanent residence for them.
    6. The previous Paragraph does not create any form of obligation.
  6. Destiny of the assets of the League
    1. Any asset of the League shall be returned to the member that entered it to the League.
    2. Any asset that has been given to the League by one of its members that has been spent, used, deteriorated, or disappeared, does not give the right of such member to reclaim compensation for such.
    3. Any monetary assets that are not resolved pursuant to the previous Paragraphs shall be divided by two thirds to equal parts to the members of the League, and one third to equal parts for the benefit of the condominium of the International District and the International City.
    4. Any non-monetary assets that are not resolved pursuant to Paragraphs 1 and 2 shall be maintained on the benefit of the International City.
    5. If another international body is created or the League is reformed such assets of the League shall be maintained to such new international body or the League as reformed.
  7. Creation of another body or reformation of the League
    1. The States of The Western Isles may create another international body or reform the League.
    2. For that purpose they shall have a meeting following the adoption of this Resolution.
    3. Such meeting may be held on the International City, on the premises of the Assembly, or by held on another city of The Western Isles.

The Estral delegate finished reading the resolution and muttered under his breath, This is much better written than usual. Nonetheless he straightened his tie stood up and knife handed towards the Thromsian delegate, “Delegate if your nation is so unhappy it didn’t get its way with previous League items then why don’t you and it piss off and leave instead of burning the house down with you in this tantrum? The league in Estral opinion should be used almost entirely towards regional security. While we don’t agree with most of the other nonsense that goes on in this halls we have yet to throw our toys out and try to ruin an institution like this. We have reformed before and we can again. Writing a whole dissolution just to make a new league is going to be a huge waste of time and probably cause me a huge headache. Do us all a favor, rip this in half and take a vacation or something.”

Saburo's expression could only be seen as one of genuine dismay with the current proceedings unveiled in the league. The resolution, despite its writing in academic language, was a farce, a last ditch attempt by a dying world of unilateralism to claw its way back into reality. It would fail, there was no doubt about it. That said, there was a definite place for critical discussion of the league's charter and mission. Ideally, one that reiterated the essentiality of multilateral global diplomacy. However outlandish the proposal may have been, it had a place at the table. To be discussed in a civil tone, have its merits and flaws evaluated objectively, and to be cast off into the dustbin of history with, hopefully, the topic of league reform on the table.

What did not have a place, however, was any form of vulgar language. The Estral delegate's remarks were highly improper, especially for a hallowed hall of international diplomacy. They broke protocol, broke decorum, broke any and every level of respect for the place, the time, and the people present. Ambassadors are, after all, the proxies of their respective nations' heads of state. Anything which would be improper to utter in front of the various presidents and monarchs of the isles was grossly out of place here. Saburo shook his head solemnly, allowing a scowl of disapproval to make itself visible on his forehead even if just for a moment. When the preceding speaker had finished and the room was quiet again, he spoke.

"This delegate is appalled by the lack of decorum shown in this room by people who are, by all diplomatic convention, direct representatives of their nation and their head of state. All those who are represented here are experienced delegates, who should know better than to allow feelings towards a resolution bait them into anger. You are not here to flatter your ego, you are here to listen and to serve your country. So when a motion is put forwards to the floor we listen, we debate in civil tones with respect, and then we vote. If one has emotions which would make them unable to fulfil their duties, they should step out before they tarnish the reputation of their nation with vile language and improper behaviour. It is not about us, the delegates, ensuring that we avoid a headache, it is about multinational diplomacy and we are but servants ensuring its good function. This is our duty. A safety engineer cannot just ignore his duties because he is tired, similarly, we as diplomats cannot shirk from our duty to peace and dialogue."

He allowed himself to catch his breath before starting again, this time addressing the resolution itself.

"As to the piece of legislation put forwards to the league, it does in fact have its merits. The league's charter is vague, and often used as a cloak to justify violations of human rights in the defence of the chimeric value of state sovereignty. This delegate is openly in favour of efforts to reform the league in order to make it more effective in its role of preserving peace and stability within the isles and defending the rights of all its people. This resolution, however, is not the right way to do this, and threatens to leave the league in a state of flux. It is too far-reaching and sets a dangerous precedent for a return to unilateral international relations. This delegate would therefore invite the delegate to withdraw the resolution, and would be happy to meet with them and any other delegates interested in reform to this body in order to discuss such matters in a forum more open and less time constrained than the debate floor. Thank you."

"Well, the Honourable Estral Delegate sure seems bothered with this proposal... however thou should really read the fine print. This resolution predicts four outcomes: the status quo, the reformation of the League, the dissolution of the League with a creation of another body, or the dissolution of the League without the creation of another body. My Union has in multiple internal occasions expressed its disregard for this Assembly, and the work of it, and this has been expressed on this hall already. This clearly does not mean that we are not interested in creating a void of an international body. If such is the consensus of the Nations of these Isles, sure we'll back that majority, even if we shall not agree with it. However, I must say that my Union is extremely appalled by the quality of international law in the Isles, and a reformation of the League, a complete overhaul, a serious reformation, not a kindergarten one, will surely promote the quality of international law and international relations of the Isles, all with mind on Human Rights.
This proposal is not automatic. I urge for you to better read Section 1(5) or even Section 7. It is clearly implied that the maintenance of the League is assured if there is a consensus on such maintenance, but that the reformation is the preferred step.
And it is not a huge waste of time to think about the betterment of International Law, International Relations and, above all, Human Rights, in the Isles. And I assure you that I find your advice on taking vacation a perfect one. I would love to be in beautiful snowy and Christmas decorated Pacifica at this moment. I even extend an invitation to your Republic to visit and enjoy a Winter vacation there!

From the enlightened words of the Honourable Utonese Delegate I believe my Union is extremely available for a meeting concerning the reformation of the League, however I do think that since this proposal implies a consensus on any actual change, even after it is effective, under a supposed approval, my Union is not available, at the current time, to withdraw the proposal."

”The Honourable Jerigan Delegation seems to have not heard what I had previously stated, nor has bothered to actually read what has been proposed to this Assembly by my Union.
This is one of the problems with the League. It simply shows it’s wrecked state. The Sovereign States of the Isles send inexperienced delegates to this League, who prefer to give a blank opinion moved out of internal party-aligned politics that have no actual international substance or even relevance! I do apologise for the allegations but it is the only logical explanation to this behaviour that is, indeed, a constant on this Assembly.
I will, however, summarily repeat what I had said: my Union does not want to end International Law, International Relations, International Cooperations, or International Human Rights Protection. The Union of Thromsa wants to improve it. What is such international law and cooperation that is so deer to this League that is such a baffoon to the States of the Isles that want to show off internally that they work externally?
And my Union is not ashamed, nor are its Sovereign People, nor the Democratic Organs of its Government. They are, indeed, proud of such a move in order to the bettering of the League.”

Ambassador Nejmud Alpaa watched the Thromsan delegation speak as tensions visibly grew within the hall. After a beat of silence, he stood up and spoke.

“While the Scaedic delegation agrees with the sentiments of this proposal, specifically the desires to expand international law regarding human rights, we worry about the message it sends to those nations with outdated notions of absolute sovereignty. Would it not make the League seem weak, and with it any future international body we establish? What absurd notions would they gain by seeing nations that voluntarily formed this organization also dissolve it? I don’t wish to poison the well or beg the question by stating this I simply think it’s worth considering. At this time, we remain on the fence about this proposal but are open minded.”

Ambassador Bruno Mascarenhas was stressed to the point where sweat had formed just below his curly hair. He had been taken non-stop phone calls outside of the Assembly Hall and was in constant contact with government officials from Uprea. This resolution was far beyond anything he could have imagined.
"Bold statement", he thought to himself as he rushed to write down the telephone number of the Minister of the Interior, who he should have called about two hours ago.
As a lawyer he was used to plan his strategies and go in a courtroom prepared for every single eventuality. But this. Nobody could have seen something like this coming. While he did feel a little offended by the statements made by the delegate of Thromsa, it was nothing that could shake his confidence or made him question his abilities to represent Uprea in the best way it was possible. He knew what he was capable of and the international reaction to the previously passed resolution no. 23 he had constructed had shown that.

"As a country, Uprea has held its law above everything else. And in these modern times change is something, one has to embrace in order to survive. As such we appreciate the move to better the League and make way for an overhaul, to improve the quality of international law and give more possibilities to the League to enact its laws and resolutions upon its member states. As of right now, I have to agree that there is no way for the League to control if any of its resolutions are being amended in the member nations legislation, not to mention act upon member nations openly displaying their fight against the amendment of League resolutions into their own legislation."

He paused for a quick moment.

"There are, nevertheless, a few points that are worrisome.
First of all, I understand that the Union of Thromsa has nothing but the bettering of the League in mind when presenting this resolution before the League. This being said I worry about the fact that, should the League be dissolved, the interim period be a time where no governing body is standing above the member nations of the Western Isles. While I take it previous passed resolutions stay in place as so called "Treaties", there is no way a new resolution can be amended until a new league is formed. This brings up the problem that, should a situation arise that requires immediate attention, there is no possibility for the international community to handle said together.
Yes the League, in its current status, has limited capabilities to act upon a problem, but it is still a body that stands above the member nations. Sort of a last reserve if everything else fails. I would not support the dissolution of something this important, without having an alternative first or at the very least, ready to go once the other one is gone.

Secondly does the process of forming a new league, not only sound like, but with definite certainty will be, a bureaucratic nightmare that will take a lot of time. Meaning the worrisome interim period will get stretched out even more. Especially in times like these, where tensions are already high and many nations look to their neighbors and see them butting heads with other nations. I understand that this resolution does include, that there may be held a meeting on the construction of a new or reformed league, following the passage of this resolution as written under paragraph 7 number 2,3.
When exactly this meeting is held or if there will be a new or reformed league after such a meeting is written in the stars. No one can predict the outcome of such a meeting and can therefore not guarantee the formation of a new league especially when nations disapprove of a league with more capabilities for the enactment of its resolutions.

Thirdly, should there be a formation of a new league, or should the league be reformed in such a way, that it has more capabilities of enacting its resolutions upon its member nations, one has to implement, that nations are not automatically part of the league and can not be forced to abide by its laws, if they do not want to. As a nation in the Western Isles, I believe its the right of every nation to create their own legislation.
While the implementation of basic human rights should, of course, be something that is to be marked mandatory, resolutions that do not have the implementation of human rights or other rights one considers essential to a modern legislation, as their core content can not and should not be forced upon nations that do not wish for them to be a part of their legislation.
I understand that this is a point one should make, when actually constructing a new league, but I wanted to mention it since the creation or reformation of the League is, as I understand and the delegate from the Union of Thromsa has pointed out, a major point in the currently discussed resolution.

In conclusion, Uprea supports the effort by the Union of Thromsa to improve the quality of international law and the intention of the bettering of the league. Although, with how the resolution is constructed, we can not support the unfortunate creation of a time frame where there is no overseeing body to turn to in times like these. At the current time the Federal Republic of Uprea remains undecided on the topic."

Ms Calavī Ulerh cleaned her glasses for the fifth time in twenty minutes. They weren’t dirty and she wasn’t nervous; it was a tick she had developed gradually when she was a student, but although she was aware of the fact that she did it, she had not been able to get rid of it. Ms Ulerh was thinking of two things at once: the first was the fact that not all of the possessions she needed had been shipped to the International District yet, as her appointment as Nhoor’s Ambassador to the League was put forward by a week, which meant that she had had to prepare in haste; and the second thing was the reason that her appointment had been put forward: the resolution nr. 24, tabled by the Union of Thromsa, to dissolve the League of The Western Isles.

“We thank the honorable delegate of the Union of Thromsa for submitting this resolution, and for the honorable delegates of Aizcona, Utou, Jeriga, Scaedia, and Uprea for their comments on it. The Dominion of Nhoor at this point has just one question about article 7.1 of the proposed resolution, which states that ‘The States of The Western Isles may create another international body or reform the League’. For any reform of the League, wouldn’t the League in its current state be required to be still operational? I’m sure it’s just a question of semantics, but as far as we understand, dissolving the League and creating a new body – based on the current League or not – constitutes a new body by default, in which case one could not call it a reformation of it, which means that this resolution cannot be adopted as such should we merely wish to reform the existing League.

“The Dominion of Nhoor also would like to underline the fact that if this League decides that it is possible to dissolve this League and create a new one that would be a mere reformation of this League, the intermediate period would constitute a time of uncertainty, not only for the state of existing international agreements forthflowing from this very League – in its resolution, the Union of Thromsa has decently tried to solve any potential uncertainty that may arise, we agree with the Uprean delegate that e.g. amendation and other urgent modifications of existing legislation could become complicated – but also for the League’s staff: if it is clear that the League shall be reformed but that in order to do so, the existing League has to be dissolved first, the whole state of affairs of the International District will be put in disarray until the reformed League becomes operational – without even a clear guarantee that this will happen. It may therefore, in our opinion, be preferable that the current League remains operational until such time that its replacement has come into being.”

"The Union of Thromsa takes in kind marks the opinion of the Honourable Scaedic Delegate.

I will however collectively answer to the points marked by both the Honourable Delegates from Uprea and Nhoor. The question of an intermediate period is solved by the proposed Resolution, however we do recognise that from the amalgams of proposals we did left out an express meaning of it the joint interpretation of Section 1 paragraphs 2 and 3, the ratio legis of Section 1(2) is that the dissolution of the League is taken by the effective creation of another body, meaning that the League would be dissolved at the same time the new body would become effective in its work. We do understand that such interpretative problem may be an issue to certain Delegates here present, and therefore the Union would present the following amendment to our proposal:"

Amendment to the proposal for a Resolution no. 24

Section 1, Paragraph 2 shall read as follows:
"The dissolution hereunder done is effective at the initial activity of another international body, or the reformation of this League".


"Regarding another point presented by the Honourable Delegate from Uprea, the Treaties as set forth in Section 3 become effective acts of international law as any other treaty would have been construed, and such is clearly stated in Section 3, Paragraph 4, the Contracting Parties are not impeded to revoke the would-be "Treaties", nor their reformation in any form, being able to call for negotiations, conventions, acts, proposals, or any other form of change, additional acts, interpretative instruments, among others, to said Treaties as it is done with any other Treaty currently in force in the Isles.

This proposal does not make the dissolution mandatory, it predicts and arranges for four different outcomes:
  1. the dissolution of the League with the creation of another international organ;
  2. the dissolution of the League without the creation of another international organ;
  3. the maintenance of the League as-is; and
  4. the maintenance of the League as reformed.

The Union of Thromsa is highly happily ready to reform the League, or to create another body of international law. We do not mean the end of the League, but if such is the consensus of the Isles, we respect such consensus and shall abide by it, and the same is said by the maintenance of the League as-is".

Ambassador Bruno Mascarenhas listened to the words of the Ambassador to Thromsa. He could not with full confidence say he liked what he heard, but with his statements listened to and responded to in an adequate manner, he was content.
The main problem he had with this resolution had been dealt with in the amendment, but it would still take time and a lot of phone calls to say with certainty how Uprea would decide in this issue.
With the Assembly quiet, only interrupted by whispers of the different delegates, he stood up again:

"I want to thank the Honorable Delegate from Thromsa for addressing the shared concerns from different nations represented in this League. With no further questions or comments on this matter, the Federal Republic of Uprea calls for a vote on this resolution"

"The period of discussion for Resolution No. 24, Dissolution of the League of The Western Isles, has elapsed. The chamber now moves into the voting period for Resolution No. 24, along with its amendments by the principal author. ALL LEAGUE MEMBER NATIONS CAN NOW DECLARE THEIR VOTE. All declarations of support or dissent before the voting period must be restated in order to be counted as a vote. This voting period will last until May 20, 2022."
