"I am redefining government?" Barburj raised an eyebrow. "Really?"

He grabbed his phone and within seconds was reading a dictionary definition of the term. "Government. Noun. The group of people with the authority to govern a country or state; a particular ministry in office."

He set his phone down with a clunk. "Unless you mean to suggest that we have all given up the rights of our nations to this," he waved his hand vaguely around the room, "then no, we are not a government. We are an intergovernmental organization, and I for one care about the difference. I care about matters of sovereignty. I care about the limits of allowing other nations to unilaterally make decisions for people who are not theirs."

He breathed deeply through his nose and let it out. "The situation with Charbagnia is intrinsically tied to this. The language we use and how we use it matters. It is meaningful how we represent ourselves, and I, for one, am fed up with you all viewing this organization as a hive mind of ideological unity. You have all claimed that my government is an authoritarian one with no respect for dissent or discussion? Look where we sit now, trying to rush to your blunt, moralizing end without considering the alternative because you don't like it. Trying to squeeze my right to voice my opinions on matters that affect my nation's interests and the security of my people. Who is authoritarian now?"

He stood uneasily, leaning upon the table until his prosthetic got used to the shift in balance. "You can consider this the formal resignation of Atnaia from the League of the Western Isles."

He turned and left the chambers.

"Ter Natiour support this resolution."

"Farewell, Mr Barburj." Garbuja Hang bowed as a last sign of goodwill to the Atnaian. "The last time I was here, I said the same things you just said. Our nation is as much angry at the League as yours is. Sometimes, feel the League was built to promote certain sets of ideologies or just topple governments that the elitist capitalists don't like. But the system must be changed from inside. That is what I intend to do this time..."

He stopped seeing that Barburj had already left the chambers.

"Regarding Charbagnia, I just received word from Hyolmo Hangma and the Divan that our diplomatic alternative was refused." There was a slight pause in his voice. "Delegates, we have no alternative than to carry forward this resolution. I am sure now that any further attempts at diplomacy with Mr Weinreb will be futile."

"I'm not sure which dictionary site the Atnaia delegate went to, but it's a shame he only made it to the first definition. He could still have been here if he could have gotten through the entire Merriam-Webster entry. It doesn't have to impact sovereignty."

Soup raises his head so fast, it was like lighting and smiled widely, pushes against the desk, stands up, "So this could mean war. A war to stop abuse. If there is war, Ter Natiour will aid only to give out humanitarian aid to both sides. If there is war, a safe zone should be established. But there should be a resolution that says all involved cannot claim any land because then it ll be a war for the wealthy, again.

Also who will invite Atnaia back?"

Augustia, who had been silent for many hours, was shocked at how the proceedings had unwinded. "It seems to me, delegates," said Augustia, "that if we cannot handle ourselves with tact and prudence, and are too busy sniping at each other rather than collaborating at the tasks at hand, then there is little much we can, much less, will accomplish."

Augustia looked over at the empty chair and extended her palm towards it. "You may not have agreed with Ambassador Barburj or his government, but the fact that some of you are either ambivalent or rejoiceful in his departure sickens me to the core. This international organization," Augustia made sure to emphasize that phrase, "does little good to anyone if its members feel compelled to leave."

"No one sends any invitation." Garbuja Hang's voice grew. "One day, they will themselves be here. I don't recall you sending an invitation to us."

"We are still mad at this League. We are mad that we are frequently denounced as a terrorist state despite our best efforts and warnings to other nations about our own citizens. We are mad that we still have to apologize for every single bomb SHOCK place, and most of them aren't even our citizens mind you, while nations who send missiles and invasion armies never have to apologize for families they displaced or innocent people they killed. We are still angry that the League has done nothing to support 60,000 refugees in my nation. 60,000 people fleeing your armies and missiles. We are still mad that you accuse us of doing nothing while we have a refugee crisis, the Ticking Flu and aftermath of a war to take care of. We are still mad that you kicked out the Aapelistanis from the League. We are still mad that you forget Athara Magaratis and Atnaians have suffered the most from SHOCK, SOAR and MLF; and their attacks were there before it happened in any if your soil. We are still mad that you rejected the Noronican proposal for aiding poorer nations. We are mad that this League is still far cry from what it is supposed to be."

"But for the sake of goodwill, we will set aside tgat anger and suppirt this resolution. But understand that some of us have huge reasons to be angry at you. And while we may not gave agreed regardibg Weinreb and Charbagnia, Mr Barburj's concerns are understandable."

Doustante, an aide who is supposed to be observing and is 17, looks at the Delegate of Corindia with outrage, she was shocked.
When she got over it, she spoke. "They won't come back, not until we change. By we, I mean this organization. If we, as Garbuja Hang and Augustia, start to do what is suggested and what the League was formed to do, we will be ten fold more successful."
Soup interrupts her with a voice of pure anger. "Shut up and sit down! Learn your place. The adults are talking. We'll listen to you when..." He cuts off as he remembers he is in public in front of an audience. "I mean, let the delegates discuss and please keep to yourself. "

"Garbuja Hang, you do not get to criticize a League which you decided not to participate in, nor do you get to criticize inaction when your government did not insist the League send aid. You do not get to blanket in all of the nations in this assembly when you refer to OUR armies and missiles, nor should we bear the fallout of a war we did attempt to assuage. We have not accused you of doing nothing - we have accused you of wallowing in your own misery while refusing to take the necessary steps to help yourselves out of the pit you've fallen in. If you want help you must ask those who are able to help.

"If you want aid, then you must humble yourself here. Do not make yourselves out to be an impenetrable fortress or make outrageous demands. Diplomacy requires two parties to actually speak with civil tongues. This goes for everyone in this hall, and those recently departed."

Robert de Monteils shocked even himself with how calmly he was speaking. He had something else on his mind. Ever since the news that the Corindi investigator had passed away, he had not been able to shake certain thoughts. After all, his brother was the Verdonian sent to Charbagnia.

"If we could please return to the task at hand..."

"That is truly a shame,"
Purnama sighed almost wistfully. Now he alone, it seemed, was in support of, if not the Charbagnian Government, a mild response to the crisis. With Barburj gone he would likely have to switch his focus to a harsher stance. He doubted that the voice of the smallest city-state would be weighed up against the giants calling for a war.

"He spoke with dignity, and he spoke a truth that many delegates here are unable to face. This league should foster peace, not take sides in civil wars. While I disagree with the blase exit and the exit in general, he has made a point. This league does not stand for peace but for a set of morals not uniform to every nation in the region. While I am sure that everyone agrees that what is happening in Charbagnia is detestable, we cannot get ahead of ourselves. Negarakita firmly stands in support of holding a meeting with their government and ensuring we get both sides of the story. A legal trial without a defence lawyer is a travesty and would be the hallmark of a dictatorship. Especially, in stakes like this, wherethe penalty to be given is death."

"Oh, so I need to have your foot on my forehead?" Garbuja Hang quizzed Robert de Monteils, the Verdonian delegate. "Perhaps you mistook me for one of those Khas-Kirati minorities who live in poverty within your borders and always ask for job, shelter and money. I am an Athara Magarati and in Athara Magarat, there are no beggars. We have one of the highest percentage of social and income equality in all of the Isles. My country does not need your pity or aid. We are in need to cooperation and trade."

"And you speak of civility." He now smiled. "Perhaps you could be civil enough to remember that I was there to witness this League kicking out the Aapelistanis and this very League rejecting my two proposals for solving the problems faced by 60,000 refugees in my nation. I try to be civil enough here. In fact, no other Athara Magarati wants this job. Which is why they send me and my goatee here every time."

"And there you go again with your double standards. The only one who made outrageous demands was Jrm Hangma. To most of my fellow countrymen, Miksolc Island is just another piece of rock. If your leader makes a mistake, then it's only his or her mistake. You do not want to be mixed with the militarists and warmongers and yet you generalize us. If my leader sends a threatening letter, then somehow all Athara Magaratis are responsible. Every time a crazy guy or lady who just happens to be with SHOCK blows up a building in the other corner of the Isles, somehow, all Athara Magaratis have to responsible. If you and the Miklanians and the Svalbardians have any anger about that letter then just phone Jrm Hangma and give her an angry rant."

"And you require civility, Your Excellency. Then I vote in favor of the resolution in a civil manner without delaying the process for anyone else."

Parkes sat in his chair, increasingly dissatisfied by the Athara Magarati's conduct. He was increasingly annoyed that they always had to be ethnic snowflakes constantly putting words in other people's mouths. He reflected on the meaning of being a CU Member as he watched one of its founding members acting like some outcast who is consistently blamed for the region's problems - blamed by themselves...

He calmed himself as he spoke up again, in response to the Athara Magarati.

"May we be civil and orderly in our voting procedures? Especially now, we need to follow the common custom of having no extended prose during it."
