As the votes and seconds were coming in for the resolution, the Deputy Delegate walked in and whispered something to Glass. After the Deputy began for the door, Glass spoke up: "It has come to my attention that Governor-General Hendriks will be making his way to the League. He wishes to see justice done to... him personally."

"What lack of propiety, what impetuosity!" murmured Edmond to the delegate next to him, indignantly. Sir Giles eyed Edmond suspiciously, nut reluctantly assented to let d'Orsaix speak. "His arrival would be rather premature," said Edmond, drawing out the word for several seconds, "considering the the resolution establishing anew the International Court of Justice is not even up for voting yet."

"Voting will now begin."

"Cantonos respectfully votes against." Yoon-Bum spoke into his microphone knowing resistance for what he deemed international overreach would be futile once the tally has been counted.

As the vote was coming to a close, a black van pulled up to the entrance of the Assembly, and out of the back emerged Governor-General Hendriks. He walked into the Assembly with a mug filled with a fine Volkegothic coffee with his Chief of Staff, carrying some files and a cup of the same coffee. "I heard of the vote," the Governor-General said, "and I'm happy the League came to this conclusion. Let's get that bastard before the Court."

Rodger leaned into his microphone, "Distinguished colleagues, I would like to express my deepest gratitude for serving alongside me as you have. It is with regret that I bring this important matter to the League today.

This is with great solemness that we consider the situation with respect to the Charbagnian Federation. A few days ago, this assembly passed resolution 8, the purpose of such a resolution being to re-instate the International Court of Justice which was designed to investigate and try those found in suspicion of committing War Crimes. Charbagnia has been found with what is considered by many to be Weapons of Mass Destruction, more specifically the chemical agent Sarin. There has been evidence that the previous Soviet Government of Charbagnia introduced a WMD programme in attempts to create Weapons of Mass of Destruction for offensive purposes. I say with tentative certainty that this included the research and testing of nuclear weapons. There is now intelligence suggesting this is rekindling again, with research and test facilities re-opening.

It has come to international attention that the Charbagnian Government or a third-party connected to them, (as they suggest) used the chemical agent Sarin against the population of Harelbeke, a city in the Federation which was briefly declared as the beginnings of a Socialist State. The rebels took control of the city by force admittedly, but there were at least two authorities killed under mostly defensive firefights around the city, most were incarcerated or surrendered. The response by this unknown force was to shell the city with rocket artillery carrying weaponised Sarin, and then proceed to brutally execute members or those thought to be connected with the rebels. This is in no way respecting human rights, nor is it the correct application of justice.

Here is what I propose, League investigators should be sent to the island to ascertain whether WMD testing facilities are still active and whether the agent used in Harelbeke was indeed Sarin. If found guilty of doing so, we should involve the newly created ICJ to request that those responsible for the use of such weapons should be tried by the Court."

His language was expressive and colourful, yet the leadership was insistent on getting League action in Charbagnia, therefore he needed to have a strong appeal.

Hambelton, who had sat through the previous vote without making any action in regards to it, nor speaking much in favor of or against the resolution to reconstruct the International Court of Justice, leaned towards her microphone, "I agree with the honorable delegate from Noronica that an investigation into the attack in Harelbeke at once and ascertain the situation present there."

She pauses for a moment as an aide hands her a piece of paper, "Unfortunately if such an investigation were to be performed, the United Estates will be unable to participate in them as it has dedicated uniformed services for a quote: 'Imminent commencement of military operations in the Federation of Balnik.' I apologize in light of this news and I hope I, as the Dormill-Stiuraian Ambassador to the League, can contribute to these efforts."

"Esteemed Noronican Delegate, and others estimable members, the situation has concerned the Ilse, which wishes for the welfare of Charbagnian inhabitants. It would be right and proper to start the International Court of Justice on a pertinent and flaming acto of war crimes against civilians," said Sir Giles.
