"I must agree with Mr. Barburj. It would be rather pointless if the ICJ couldn't try individuals for war crimes. My understanding is that trying war criminals is one of the ICJ's primary reasons for existing. The man responsible should certainly be tried. If a reconstitution of the ICJ is necessary, than let us focus on actually doing that, rather than on bickering about the specifics of the current ambiguity. Because that it very much an exercise in futility."

[Verona Beach]

"I believe at this point I should voice the opinion of the government of Verona Beach, which is to streamline any bureaucracy found in international bodies the nation resides in, and to- and I quote from a memorandum- 'Gleefully support the use of impartial international justice systems and to go the extra mile to aid them.' Thusly, I say that Verona Beach fully agrees with an ICJ trial for the offending parties."

"Well then, fellow delegates, let us gather our three judges and bring justice to the Isles. What say you to that?"

[Athara Magarat]

"Very well, we agree to that." Jrm Hangma said. She was in hurry to return to her people already. "Anything else that I am required here for?"

The she muttered to herself. "It is a sad fact that one of our tribes and an ancient language will now become extinct due to the mistake of this man...it seems the revived Dura language and culture will be done for.."

(OOC: if anyone has the time to whip up an ICJ resolution that'd be great. You could easily cobble together the original ICJ resolution and articles 8 and 9 from the old charter, not much needs to be changed. Would also allow us to approve the trial of individuals as well as nations)

[Tianshan]

Sheng Hongying stands from his delegate chair now, making an official introduction, “Greetings, delegates from all over the Western Isles. I, Ambassador for the Republic pf Tianshan, would like to give our warm thank for the invite as Tianshan is seekinnalliances, but most importantly seeking economic partners for each individuals benefits. We the Republoc of Tianshan is happy to negotiate from other nations.”

“Now, regarding to Athara Magarat’s provincal ambassador, I’d like to give support for its nearby-extinct language, the Dura language and it’s culture. We are happy to send our encouraging students who have petitioned this issue, and was taken into National Assembly.” He pauses for a second, looking at the woman, “And finally, Republic of Tianshan, is happy to send it’s students who are keen to speak and learn the language of Dura. So in short, Dura willnot vanish from us. They will continue.” Sheng Hongying, then sits down, lifting a glass of water, to drink. One of Tianshan’s guards, whispers to Sheng Hongying, “Well done Delegate, that was amazing speech. I’m sure our citizens who are very keen of Athara Magarat would love to learn the Dura Language and jt’s Culture.”

"Non Sequitur, Mr. Delegate. That's Latin, also a nearly extinct language."

Barburj chuckled at the comment. "I never saw the practical application of trying to protect dying languages. If students wish to study them, they will. Languages die because the cultures that they are central to are evolving or passing on. It's one thing if genocide is the culprit, the same as overhunting of a species is a tragedy when it leads to extinction, but a slow, natural death...well, you're just delaying the inevitable. It's like life support. Eventually, things will run their course."

[Yinhe]

Raymond stood, deciding to throw his ideas into the fray.

"We in Yínhé strongly agree with the statements of Tianshan. It was merely 100 years ago that the Confederation' central government tried to eradicate Manchu as a language, and it was only through fluke that we maintained our culture."

[Atnaia]

"There is a critical difference," Barburj tapped the table once with his knuckle. "No one tried to kill the Dura language. It passed on naturally, the population that spoke it natively not handing that on to their children. It was an extinct language for 200 years. People may study it all they want, but treating it like there is an organized attack against it is ridiculous. Atish is merging with English, experts expect that the Atish tongue will be wholly pidgin by 2025, yet there is not a single Atish person who will cry over it. Because that is progress, that is evolution. Languages change, cultures change, tradition is only meaningful in as far as it does not impede progress. What we are witnessing is a group of people bereaving what their act of necromancy brought back. Why is this an issue that is being brought before the League? It isn't our job to police the evolution of culture."

[Athara Magarat]

"Delegates, please. I assure that our nation can handle this language issue. I am sorry that my tongue slipped and I said it." Jrm Hangma spoke. "Now would anyone please come with an ICJ resolution or whatever you call it? Our delegation could have done it except we are not in the League anymore."

[Miklania]

"Thank you. Now can we please get back to task?"

[Dasko]

Tramer Contie had finally arrived after an uneventful plane ride. His delegation busily preparing to ready the President, and make sure the nation's entrance to the League was as smooth as possible. The exit swung open with an inaudible creak; the stairs were set in position; the camera crews had started filming. Yet, the President was nowhere to be found! This moment broadcasting to many televisions around the nation. The delegation rushed around the airplane to find him. This embarrassing moment couldn't be extended any longer! The stairs moved away; the door shut with a loud creak; the cameramen were ordered to stop.
Tramer Contie made his way down the stairs, with deep blue bags under his eyes. He had enjoyed a very nice, and prolonged, nap, and apparently his alarm clock had not been preset to the regional timezone. He waved to the cameramen with a sheepish smile on his face. He walked across the red carpet, to the presidential limousine. It was waiting, with its door wide open, held by the chauffeur. It would be another few minutes of driving, and he would arrive. He got in and the car zipped away.

Although he had been thoroughly embarrassed earlier, he was due to make his introduction in a mere five minutes. He had already prepared his short speech, practising it many times. He found this place to be a break from the divisive policies at home; the tax protests, about to lose control of the Kupian legislature, and more recently, United Dasko's departure from the Coalition... He was tapped by an assistant; it was his turn.
He entered the room full of staring faces; all interested in what he had to say. Tramer Contie tapped the microphone, and began.
"Greetings, I am very pleased that this honourable institution has accepted Dasko into its ranks."
Several delegates started jotting down some notes; some continued staring.
"We are ever so excited to step onto the international stage. Dasko has yearned for this moment; a moment of international acceptance; a moment of national maturity. We have now achieved it. We stand by world peace. We hope we can find allies who adhere to this message. Yet, in this world of uncertainty, we shall not shy away from war. Whereas we will make enemies, we hope that few will resort to war. We aspire to add to this institution's prestige. We shall not fail you."
With that Tramer Contie continued delivering his speech, centring around democracy and civil rights. When, after ten minutes, Tramer Contie finally finished, he stepped off the stage, and out to the hall, with applause trailing right behind him.

Resolution 8: International Court of Justice
The Assembly of the League of the Western Isles

Noticing the new Charter of the League of the Western Isles effectively renders the International Court of Justice invalid,

Desiring to re-instantiate the powers and function of said court,

Hereby:
1. Creates The International Court of Justice, which shall be seated in the International District.
2. Mandates whenever any case shall come before the court, three members of the League - not including any nation representing either the defense or prosecution - shall be chosen at random to provide one judge for that particular case.
3. Defines the jurisdiction of the court to include disputes concerning the interpretation of a treaty, any question of international law, or the existence of any fact which would constitute a breach of any international obligation, or the extent and nature of the reparation to be made for any such breach.
4. Includes the prosecution of individuals for violations of international law, including war crimes and crimes against humanity, as also in the jurisdiction of the court.
5. Allows nations to bring matters before the court other than those listed above.
6. Mandates the members of the League agree that they will carry out in full good faith any agreement made in mediation or decision handed down.
