"I have a suggestion. Don't blanketly define peacekeeping to just San Javier as it restricts future movements. Say something like 'Defines peacekeeping within San Javier as...' et cetera." April spoke into her mic.

"Also, San Montagna..." She switched off her mic and cleaned her glasses. "I'm not making a statement on the record, but good Lord," she whispered in the ear of the Oster delegate she was sitting next to.

Yoon-Bum would raise an eyebrow in pleasant surprise at the participation of the Landaonese delegate. "I believe the amendment to the resolution put forth by the honourable Mr. Dong addresses the necessary directives for successful humanitarian operations in San Javier. I also will take this time to commend the Landaonese delegate on his exemplary participation and use of proper diplomatic etiquette worthy of such an institution as this one -- surely a few other delegates can learn from a man that walked in here a few hours ago." Yoon-Bum would bow his head slightly in respect to Mr. Dong then turn his gaze at the buffoonish San Montagnan delegate -- rolling his eyes a bit too obviously.

Stephanie smiled at the Landaonese delegate, "I am very much in favor of this resolution, with the revision suggested by the delegate from Verona. Once that is in I will certainly second this resolution."

[Landao]

Ambassador Dong nodded. "Of course, our definition of "peacekeeping" was solely for the purposes of the proposal, but the addition suggested by the Honorable Mrs. McLaughlin is completely valid and will be added to the end of clauses I and II for clarification. If none of the assembled delegate wish to voice any further concerns, I shall put this resolution to vote."

Proposal: Stability and Health for San Javier - Final Draft
The Assembly of the League of the Western Isles

Noting the current period of instability in the San Javier archipelago and the rapid spread of the Ticking Flu;

Further noting the will of all nations to help the citizens of the San Javier islands to stop the destruction of the disease;

Recognising the time has come for the League to step in and secure the situation before the Ticking Flu can take more lives;

Hereby:

1. Defines "peacekeeping" for the purposes of this proposal as actions meant solely to assist San Javierians in gaining access to basic medical treatment and preventing unnecessary deaths from disease or injury.
2. Defines the "legitimate government" of San Javier as the Presidental Republic of San Javier and it's affiliated organizations for the purposes of this proposal.
2. Urges the creation of a multinational League peacekeeping force composed of both military and and civilian personnel.
3. Denotes the mission statement of the aforementioned force as solely to distribute vaccines to healthy individuals and assist in the treatment of infected individuals, as well as in other peacekeeping efforts.
4. Limits the time frame in which the peacekeeping forces operate to either until Ticking Flu cases are no longer at epidemic levels in San Javier or the legitimate government requests the withdrawal of the peacekeeping forces.
5. Prohibits:

1. League forces from engaging in combat unless in self defense.
2. Assisting the legitimate government in any combat operations in any form unless it directly assists San Javerian citizens in gaining access to basic medical services.
3. Any violations to the mission statement or the time frame in which the force is allowed to operate.

6. Requiring violations to any of the above clauses to be punished by disciplinary action or the removal of the offender(s) from the peacekeeping force, and in more serious cases where international law is violated, the suspension or revocation of the charter of this peacekeeping force by the decision of the League, and the extradition of the offender(s) to face the International Court of Justice.

April switched her mic on again. "Excellent! I'm glad this resolution could come together. I also would like to second this resolution."

Severi cleared his throat, "With the necessary amount of seconds we will move into voting proceedures."

"Polar Svalbard votes in favor of this resolution."

[Verona Beach]

"Verona Beach votes Aye!" April spoke into the mic. She leaned back in the chair, writing a note in her papers.

[Cantonos]

"Cantonos votes in favour", Yoon-Bum would say into his mic as he scribbled some words on his notebook meant for his superiors back in Javana.

[Ostehaar]

"Aye for Ostehaar," Tomas said calmly.

[San Montagna]

"Sure for San montagna"

[Belle Ilse en Terre]

"Belle Ilse en Terre abstains," declared Sir Giles.

"Covonant votes aye" expressed Ashur.

Ellery Hambleton, a long time diplomat for the United Estates and the most recent mission to the League has arrived modestly late to the recent vote. Preparing for the new administration is a challenge for anybody but she quietly moves towards her seat with her team in tow as a proper diplomat should. "The United Estates, with regards to its own mission in San Javier, respectfully abstains."

Severi tapped his gavel, "With a vote of 11-1 this resolution passes. Please pass this information on to your respective governments, so that my office may coordinate efforts in San Javier."

[Polar Svalbard]

Stephanie nodded, "It might be time to move on to the appalling behavior of San Montagna."

[Ainslie]

"What specifically?", Parkes remarked solemnly.

[Verona Beach]

"To the honorable delegate from San Montagna, if you keep this behavior up..." Alice stood. "Honourable delegates, forgive me. I'm sure you'll understand."

An elaborate series of hand gestures and Italian words flowed from the red-faced redhead.

An exposed forefinger and "Permetti una parola"- meaning 'Can I have a word with you?'
Two finger guns pointed at the feet area with "Ti faccio un culo cosi"- that one was 'I'll kick your ass!'
Then, a hand swiped from under the throat, outwards towards the delegate. That one was without words, but it meant 'I don't give a **** about you.'

"Mister Chairman, I fully accept being discarded for undelegate-like behavior, but I feel it is deserved from his actions. Thank you."

A muttered "Vaffanculo" (that one was F*** off) and some choice Veronite words including the local favorite "sandpisser" were said by the delegate to herself as she sat, completing the sudden ensemble.
