Because we have high stakes in Bhikkustan, Mr Barbury. And possibly we are trying to escort the Khan to our nation.

Ramesh smiled. "I apologize again to all delegates present for our recent ill-spoken words. Of course, we have never acted against anything the League stands for." Father, I am lying again.

"The general public in Athara Magarat are extremely worried about the situation in our fellow International Sangh Defense Pact member Bhikkustan for we have cultural and trade ties that we do not have with any other nation." And Bhikkustan is our gateway for sending Athara Magarati products to other communist nations.

His face then turned serious. "Individualism is a word that does not suit Athara Magarat to be blunt though we do have national interests. The word Nga means I as well as demon snake in the Kham language. Almost everyone works for the society. Ours is a place where we work for everyone else, helping each other. That is why we have joined the League, a union of nations for regional peace and stability, helping each other. Now that the conflict between Taziristan and Upper Norseland has cooled down, it seems reasonable to move our attention to other conflicts taking place in the League."

Ramesh the Catholic man with goatee smiled again. His usual fake smile. "Like I said earlier, we are with the League in everything to be done. Please forgive our rash comments of late. Of course working for regional peace and stability means working above our national interests which we are knowledgeable about. Let's see what other nations have to say. I take back my resolution and rash decisions about sending a separate force, my dear friends."

"My point wasn't that we shouldn't turn our attention to Bhikkustan," Barbury replied. "My point is that any and all activity proposed by the League should be followed by all members of the League who are not directly in a position of conflict of interest. Compelling action should be tied into resolutions, not deliberately avoided. Yet you keep offering the choice to simply ignore the League's mandates. It asks for the League to be ineffective. Begs for it. Be decisive or don't be anything."

Carrying a stack of papers in his hand, Tomas entered the chamber and quietly asked the Oster who replaced him to move aside. He sat down and laid the papers. He waited for the discussion to decay a bit and cleared his throat aloud to get the delegates' attention.

"Excuse me, delegates," he began, "I return now from several briefings with officials from my government. I have been asked to present the League some interesting information regarding the war in Upper Norseland."

He took a few of the papers and handed it over to the delegates to his right and left. He took a few more papers and did it again. "These are more copied. Please pass them around."

He waited for the majority of the delegates to have the documents in front of them before he continued.

"I thank you for your attention. Please read the documents I handed over - they contain shortened and unclassified versions of several intelligence reports written by my government. The issue is the severity and consequence of the Taziristani activity in Upper Norseland."

He waited a few more minutes before he spoke again. "Delegates, as you can see, we have reason to believe that Taziristan is committing genocide in Upper Norseland. 600,000 people, mostly civilians, have been killed by the Taziristani forces within a few weeks, in a brutal, disproportional and unjustified assault against the people of Upper Norseland. It included starvation and gassing of urban centers and refugee camps, rape, torture, and death by immolation."

He paused for a moment to let the words sink in. "This has been led by the Taziristani General Nadir with the silent support of the Cleric's Council, and it must be stopped. The view of the Oster government - and it is my own opinion as well - is that this League should forcefully remove Taziristan's forces from Upper Norseland. In addition, the government of Ostehaar has ordered to cut all trade ties with Taziristan. This includes suspending the transfer of supplies and equipment for the Taziristani nuclear power plants, built by Ostehaar. I encourage all other members of the League to act similarly."

Barbury folded his hands on his lap and adopted a sad expression. "By god," he said. "We knew things were bad but...I never would have guessed. We need an immediate response, given the new information..."

"Ummm" Eser looked over the reports, the unnamed sources, the primary and secondary accounts. In all, it was outright, undeniable proof of genocide by any definition of the word. "I need to call my government."

Stephanie's eyes grew cold, her hands a bit shaky as she struggled to control her rage at what these barbarians had done, she stood up and turned to the Taziri delegate, "You asked if the League had teeth? Well let us show you them. I move for the League to form a coalition against the nation of Taziristan and remove them from KUN by force, along with an occupation of their homeland. If they are going to commit genocide, then it is obvious their government is unfit to stand as equals with the rest of our nations. I know that the Consul Bellum will be more than ready to send the Svalbardian First Fleet to clean this filth out from the region's waters, all we need is permission from the League and a little help."

A loud bang erupted from the desk of the Keomoran delegate and when the others turned to him they saw him shaking with fury as he struggled to contained himself, and his hand closed into a fist and bleeding.
"This is the last straw," he said, calm yet his eyes alight with a murderous rage. "Alum Bathin-gar!"
He rose from his seat before moving to the center.
"I agree with Stephanie, we should, nay must act."
Yin turned to the Taziri delegate, approaching him before stopping a few inches from his face.
"We allowed your government to act with impunity but no more. Your people reap what you sow," he whispered before speaking louder,"now is the time, not in the name of morality but the assurance of peace. We cannot allow any nation to exterminate another people or culture. Our decision here decides the future of the Western Isles. Unless we are going to diddle with out fingers again." He spat on the ground.
"But if the league refuses to act, then the Coalition of 6 shall act. And believe me, we shall not show mercy. We shall cleanse Upper Norseland from the invaders and insure Taziristan shall never pose a threat ever again "
With that he returned to his seat, before using his knife to carve the wood out of his desk.

Lijaka stared at Yin, filled with disdain. "The purpose of this League is the maintaining of peace! Your Coalition of Six cannot act without the League's permission, if it does then you will be standing against that aforementioned purpose. While I agree these actions are unacceptable, we cannot act too rashly! Let us think this over very, very carefully. Taziristan must be punished, that much is clear. However, we must be cautious. Do not let your anger cloud your judgement. An invasion of the Taziri mainland would come at an enormous cost. Perhaps it is the right action however. We must choose which nations will handle this carefully. I will not let yet more atrocities be committed."

Lijaka turned to Yin in particular, locking eyes with the ambassador. "Dispel your anger. Your words sound remarkably similar to those of the Taziris as they prepared their invasion."

"Atnaia is already close to Taziristan," Barbury said. "We have forces nearby, and can help in the application of just such a coalition. The costs to us would be negligible in comparison to the alternatives. Furthermore, you know that we only operate with the coldest of logic applied. Unlike the Keomorans, we don't rush into every dangerous situation without thinking of the costs."

Lijaka smiled. "Well said, Barbury. I think Atnaia would be a good candidate for the punishment of Taziristan, perhaps even the best candidate. I feel that it may be the time to admit this, although if you listened closely to my predecessors ramblings you would already know. Skaitsya sent soldiers to aid Taziristan in it's invasion. However, this was done before our nation joined this League. I am willing to accept punishment for our part in the invasion, but I assure our troops had no part in these atrocities. We will be fully willing to use our troops to drive out the Taziris in the KUN and help that area recover."

"We must think long-term, however," Barbury said, raising a finger. "Simply removing the regime could cause a power vacuum which would attract equally as dangerous rulers. What we need is reform, as I have suggested before. Occupation and removal of the disease is only a first step. We must think rationally about what to do once we get there."

"Yes, I agree with Mr. Barbury, it would be best if the League stays after the invasion in order to reform the government of Taziristan. But I believe that must come second to this coalition. We must act now and strike while the iron is hot."

"I agree," Barbury said. "With the permission of the League, I will contact my government to begin mobilizing forces before Taziristan can pivot its defense. We can draft a resolution once an invasion is underway."

He turned in his seat. "I was suggesting some form of League-administered oversight of Taziristan once this is all said and done, yes."

"We are not rushing into this. I don't think we are even going to be a part of this. I have been recalled, and Keomora shall withdraw from the league. Do not worry our forces shall not enter Taziristan or Upper Norseland. We will leave them to their fate."

Resolution 15: Offensive Coalition in Response to the committing of Genocide by Taziristan
The Assembly of the League of the Western Isles


Appalled that the nation of Taziristan, in its already illegal war against the Kingdom of Upper Norseland, has committed major acts of genocide and rape against the populace,

Recognizing the League's main goal which is to keep peace, as best as it can, within the Isles, and to get the international community to work together,

Adamant that these grievous acts must be punished in order to bring peace to the Isles,

Therefore mandating;

1. That the members of the League will form a coalition in order to remove Taziri troops from the Kingdom of Upper Norseland, clear the seas and skies of both Taziri ships and aircraft, and to occupy the Taziri homeland in order to check for more KUN citizens, destroy their military capability, and remove their current government of which will be rectified with a future resolution,
2. That all member nations cease all trade with the nation of Taziristan and any nation that helps the rouge nation,
3. That the nations of Atnaia and Polar Svalbard shall lead the efforts as outlined in operative cause one, Atnaia leading the ground efforts and Polar Svalbard leading the efforts at sea, members in the coalition should defer to plans by them to make this operation work smoothly,
4. That the nation of Taziristan loses its voting rights in the League,
5. That the highest ranking officers and the major leaders of the nation be brought before the ICJ to be tried for their involvement in the genocides,
6. That a resolution be debated upon on how to reform the Taziri government so that one may be in place once the Coalition war is over.

Eser returned, his eyes wide, his hands shaking. In the other room, he had dialed his phone until he ran out of numbers, but to no avail. Now, having calmed down a bit, he took his seat and looked to the Oster. "Tomas, I told you that you knew. No worries though, since all I get when I call my government are hold tones." Eser swallowed and turned to the rest of the delegates. "I understand your anger and it is matched by mine, but I am still a representative of my government. As such, I would say leave the planning of this action to your generals and I'd like to discuss this oversight."

Eser shifted slightly in his chair. He hated the conversation. "I would like the league to think carefully about its response. The government is committing this genocide. It's undeniable and it sickens me. But the people didn't. Hell, half of them can hardly read and write. Theyou didn't get to choose the leaders or their people on charge of the military. Thus war is the result of a few, not the many. I beg of this league to remember that when it wages it's war against us. Also, I request that the nations of Ostehaar and Atnaia to take oversight of the occupation."

He turned to Barbury. "Sir I do suspect you will take the burden of the occupation as Ostehaar will be very far away. I beg your nation to treat our people well and to not hold the citizenry responsible."

He turned back to the league. "I resign myself to your decisions as I'm afraid I can do nothing to stop you, nor do I believe that I would want to."
