Mr O̦cenharemedy sighed and replied calmly: "Well, Segentova nor the Alteran Republics nor Athara Magarat had a right to invade the Central Canal Authority but there we are. The Canal is of significant international importance and these three nations have proven that they cannot be trusted to deal with its matters. These three nations have shown that they have no issue operating on territory that is not theirs so as far as my government is concerned, the international community has every right to protect their interests in the Central Canal Authority; if this means that demilitarised zones be installed on the territories of the nations bordering the Central Canal Authority, so be it. As far as the government of the Dominion of Nhoor is concerned, this is a recommendation, not a proposal; if anyone here has better ideas to ensure the neutrality and stability of the Central Canal Authority, I urge them to bring them forward."

“I have to agree with the Nhoor delegate, if we cannot reach a satisfactory conclusion here where I would like this to end then we will have to be a bit more forceful, Demilitarized zones and an international force guarding the CCA, we cannot take acts of aggression too lightly, if they do not pull out and discuss things here civilly, then we as an international community will have to force them out, Havalland is very willing to cooperate with league forces in the event that this happens. To the Magarati delegate, I hope I made things clear don’t make a stupid choice it is you against the league here, I don’t want a war but if you keep this up we could see one where you are horribly outnumbered” Sebastian said taking his seat once more.

"We have given up claims on on territories that were historically ours to begin with. Giant corporations from Alteran Republics and Athara Magarat in particular had always helped the CCA's economy. We gave the CCA more than two weeks to hand over known terrorists. We had warned the CCA countless times in the past to stop providing asylum to Magarati criminals and terrorists escaping our jurisdiction by crossing the border. We have already mentioned our desire to withdraw our forces once the threat has been neutralized. We have not imposed any naval blockade on anyone. The Estral claims that we are somehow disrupting their precious shipping lanes are also baseless. I do not know about the governments of fellow Coalition members but the Magarati administration is willing to compensate the future CCA government for the damages done. We have stated that the League is free to send its own peacekeeping force in the Yellow Zones."

"The League is free to send its investigators to look after alleged violations done by the Magarati military. I assure you that you will find no wrongdoings and neither will you find any chemical weapons. The Estral delegate has told us all of an amusing tale about we attacking our own citizens with a missile loaded with sarin gas. Investigators from the League, Noronica and the MSTO itself have not found any weapons of mass destruction in Magarati hands while the Estral intelligence somehow has proof which the Estral delegate has not provided yet; which is to be expected when such accusations are baseless. The League and neutral nations can send as many investigators as they want and we will do everything possible to help you; but I do caution you not to waste your time on Estral hoaxes."

Eustakio kept a warm face on while doing a great job not to smile, "Delegates, delegates, lets not all be so hostile to each other now. I believe we're on the path to solutions. As to what the delegate from Nhoor has said, while the Estral position is with most of what you have stated, we will not go for a DMZ within the borders of these three nations. That to us is a step too far, and firmly out of the reality of what the League should be doing and likely can do as we would then be infringing on their sovereign territory. As for what the delegate from Havalland has said, we must not be so openly hostile. It should still be the goal of this League to get Segentova and the Alteran Confederation to cooperate with us. I hope that is also what you are hoping for delegate." Eustakio said as he nodded to the Segentovan delegate.

Turning to the Athara Magarati delegate, "Delegate, that threat your nation gave to the CCA should have been handed to the League to resolve. The CCA went with the correct option of staying neutral, although it should have sent word to the League on what it should do. That is why the next government that should be formed there should be more beholden to the League. If your nation had come to the League I believe this all could have been resolved sooner. None the less, no your nation has not imposed a naval blockade, but! Nobody wants to ship through a warzone within a CCA that is falling apart and being held up by another nation. If you cannot see how that affects international trade, then it is my belief that you have some studying up to do. I'm glad though that your nation is already willing to compensate the CCA for all the damages caused by your nation invading and kickstarting all of this, we will be sure to outline that in any resolution made. And as for your 'yellow zones' the League will send Peacekeepers to every zone when it does send peacekeepers."

Eustakio took a breath, "As for the investigators we will definitely have to send them. It is interesting how you flip between rebels and citizens when it suits you best. Nonetheless though, we do not have definitive proof, per my earlier statement, but all the signs we did gather point to the Athara Magarati government as the operator of that Sarin gas attack. And if you didn't take a look at the packet that was given to you on the information that our intelligence community gathered then it may be a good time to do so. Either way now is not the time for this discussion, I believe it will be a better discussion when the League is able to capture the leaders of the rebel coalition in the CCA and can interrogate them."

"Oh, the international communities intersests? Please. Do you forget that we, bordering the CCA may have a bit more of a vested interest in the stability of the CCA? Of course you don't It's like talking to a brick wall with you, why won't you listen. For goodness sake PLEASE listen to me. I think there are no few nations more qualified to deal with CCA matters, everyone else here seems to miss the point entirely, spillover would be catastrophic. The situation has forced our hand, and we have acted out of a kneejerk reaction more than anything else. Is it difficult for you to comprehend how a nation might want to secure its border when the territory next door is collapsing into anarchy and everyone and their mother is sending in troops? Maybe the Nhoorian delegate should entertain this train of thought for a second, you all should."
Hugos glasses had almost slipped off his nose after this rant, he fumbled for a bit to push them back up, then fished a cloth-handkerchief out of his coat pocket and wiped off his forehead which was running with sweat at this point. He took another sip of water and turned to the Estral delegate.
"Thank you, Monsieur. This is what I've been saying all along. We are a functioning democracy with independent institutions and respect for the individual rights of our citizens and the rule of law, not some backwater dictatorship. I've been saying all along that we would be happy to be cooperating with the league. But cooperation, monsieurs, does not include thinly-veiled threats to m nation and its people. Monsieur Eustakio, I believe you are one of the more reasonable persons in this room, what do you propose we do?"

Eustakio nodded his head, pleased that the Segentovan delegate seemed to be possibly open to what his government was thinking, "I'm glad to hear that your government is very open to cooperating with the League. It is the Estral position that we should be seeking a peaceful ceasefire while the League's nations decide whether or not they wish to commit to a peacekeeping force. Ideally we would be able to have the CCA and the rebels come to the diplomatic table in order to hopefully come to some form of agreement, ideally one that will either root out the rebels from Athara Magarat or bring them to the diplomacy table as well. It is our belief that Athara Magarat being in the CCA is an immense destabilizing force and that as soon as the League is able to establish a more firm peacekeeping operation that Athara Magarat should pull out of the CCA. Ideally it is the Estral hope that the CCA can be restore to the status quo, with more League tie ins and with minimal impact to shipping in the north of Argus. Also it is a side hope of Aizcona that the League can interogate or be able to talk with the Khumbuwani rebels from Athara Magarat in conjunction with an investigation in Athara Magarat. None-the-less that can be a later focus, for now it is imperative that we are able to restore peace and security in the CCA."

Now, as you may be aware, though they do not speak for my government... there are certain...more radical elements in our nation that wish for us to take a more... shall we say...involved stance in the affairs concerning the CCA. Though this body may believe otherwise, I want to assure you all, again, that this has nothing to do with official policy. Let this be clear, my government only seeks peace... but, as you know... sometimes one must break a few eggs to make an omelet, yes?"
Hugo pulled a pen out of his coat pocket and started nervously fielding with the cap. He looked up and nodded at the estral delegate.
"Now, I want to tell you all that while it is not our wish, as a nation to meddle in the Authority, I do believe many of my countrymen would feel safer knowing it istheir boys that are fighting the good fight and keeping the border safe. So, I do know while this body may have issues recognizing its legitimacy, that that for the foreseeable future may tolerate the Alteran-Segentovan presence in the area until a more workable agreement can be drafted and put into action."

Minister Jei-Lim Askoa walked silently into the hallowed chambers, having been sent as the new Weinamese delegate by Mamma Mei. Askoa took her place at her designated seat and began to unfold her laptop, pad, pens and all her other implements she brought with her. Adjusting herself after a moment, she crossed her legs and listened in on the current conversations before signalling her arrival to the nearest official.

After the last round of vigorous debate, Hugo had been burning his head in some thick dossiers an assistant had brought him, completely oblivious to what had been going on in the assembly in the meantime. Suddenly it occurred to him to lift his head, acknowledging the new delegates something occurred to him. It was like his brain was a machine and someone had just turned it on, so Hugo took to the floor. "I see we've some new members, i propose we take the rest of the day off so they can get up to speed on everything and i can go down to Stromboli Forever and get a bite to eat, because all this arguing has left me absolutely famished."

Maoilios sat, silent as ever, still dressed in a manner that almost mimicked his nation's flag as he watched the rest of the League. He had been given little command beyond keeping The People's Council out of the worlds affairs, the stark nation's silence on all matters an apparently calculated move. Though of course he would publicly never comment on his own thoughts, he did deeply question the logic of his instructions. Many new states had risen around his rain-soaked island home, and yet there was to be no comment. No diplomacy. Only the ever cold shoulder that Nezaeva often displayed.

Green eyes flicked to the sight of another delegate, calling for a break. Maoilios could not help but hum aloud. A break was all he had been on for months now.

A senior bureaucrat with an impeccably neat suit walked into the centre of the chamber, followed by his aides who promptly set up a lectern.

"As the Secretary-General's term of eight months has elapsed, it is time to elect a new Secretary-General. Mr. Whitford has elected to not stand as a candidate for this upcoming term. To that end, we thank Mr Andrew Whitford for his service and acknowledge that he will be remembered as a man fiercely committed to ensuring that the voices of all nations are heard. Over the past months, he has become a close friend of many in the background who allow the League to function including myself. We wish him all the best in his future endeavours.

The League now calls for nominations from member states as to who the next Secretary-General will be. Member states have 48 hours to put forward a candidate, and after that will have seven days to endorse their desired candidate. This endorsement will automatically act as a vote for the candidate."

He then folded up his paper and returned to his seat towards the back of the chamber.

The winds of time blustered through the much-hallowed halls of the League of the Western Isles, the dharma wheel turned. All was in a permanent state of flux. Nothing was permanent. Debates rang out between nations long lost to the memory of time, who had never existed, for nothing ever had. Thaksin and Fabien yelled angrily across the tables then flickered out to the non-existence they had always been. Racist caricatures aplenty, Italian, African, all began and ceased to begin in the same blink of an eye. Maitreya laughed. As though he had always been there, which he had ever since his tenure began in 2018, Narayam Rana Khadkha rose to stand. Maitreya blinked. Nothing had changed, all was as it always had been.

"The delegation of Bhikkustan would like to make known it nomination of Dr Teriya Tham Gyatso to the position of Secretary General of the League of the Western Isles. Dr Gyatso has an esteemed career both as an academic in Kharnam University's Department of Peace, Conflict and Development Studies, but also as a worker in the field of diplomacy. She has chaired meetings surrounding peacemaking in the north Bhikkustani conflict, and has worked with a diverse array of non-governmental organisations across the isles. As an academic, she is not tied to the Bhikkustani government and will therefore serve with the neutrality required of this position."

He sat and waited on a response from the chamber.

"Shanzie will not be making any nominations at this time. We hope that all nominees will be as effective and diplomatic as our previous Secretary-Generals. We hope nominees remember what the League is meant to do and its role in maintaining and restoring peace. We hope that all nominees place that goal above their nations own interests, regardless of their previous position or place of birth. The league of TWI must always be lead by a leader willing to accept that we are all part of one community and that the shared goal of equal and equitable peace is one that transcends nations, borders, and old squabbles.

Hugo came back into the chamber, still holding onto half of a stromboli in one hand, and a bottle of soda in the other, his suit smelling suspiciously of cigarette smoke as if he had smoked half a pack. He walked over to his seat and sat down, getting briefed by an aide while finishing his lunch. "What now? A new secretary-general? Did you know about this? Please tell me we have a candidate prepared" The aide nodded and pulled up a file from her briefcase. Hugo studied the file for a few minutes, skimming through it. He then turned his chair to face the podium and took to speaking. "We, the Segentovan delegation would like to nominate our own Prof. Alexandre Darcy Paquet. Professor Paquet is a respected member of Segentovan society, in addition to his career at the University of Toulon, where he has been a mainstay in the departments of Anthropology and Civics, he has also been an active participant in the public debate, and written numerous essays and treatises on various topics, on subjects ranging from parenting to religion and philosophy. Prof. Paquet has also served two terms as MP for Nouveau Toulon in the parliament of Segentova. Personally, I believe there are few people better qualified for the role of Secretary-General, the Professor brings to the table a long career with much and varied experience as well as a wide set of skills that make him ideal for the position". After he finished, Hugo sat back down in his chair, curled up the Stromboli-wrapper and proceeded to finish his soda.
