Stephanie arched her eyebrows, "Overseas matters? That is quite wrong, Wake Atolla has been a part of Polar Svalbard since 2016 and was part of Polar Svalbard many times before then going back centuries. No. Polar Svalbard will not allow a League investigation inside its borders, especially without a representative present. I believe that the SNN took it out of context. Those were 62 people harboring and helping terrorists, by that measure they were terrorists themselves. To the military that was acceptable. We are attempting to send a strong message to calm down the pressures in Wake Atolla, if they cannot respond well to light force, then more is necessary. We do not wish to harm those who are more or less Svalbardians, but if they want to target their fellow man and the brave men and women trying to keep peace on the island then we will respond in kind."

Stephanie looked the Noronican delegate in the eyes, "We will not apologize to terrorists and we have told the international community to stay out of our business. If the League wants to help out a backwater like Wake Sud that is fine by us, but know you are helping terrorists. What is not fine is trying to step on our necks and tell us to let terrorists run rampant killing Svalbardians on Svalbardian soil."

Siubhan fought to suppress a smile. Her tone emulated that of a condescending teacher, "Honourable delegate, you misunderstand my point. My point is that Polar Svalbard is incapable of conducting itself with dignity with its overseas possessions as other nations would. Perhaps I should amend my statement, as by your definitions then, the Svalbardian military conducted heinous crimes against its own people. As a nation, we find that your attempt to defend your actions is horrendous, as there has been no concrete evidence to suggest your claims against these supposed 'terrorists'. It is unfathomable that you fail to understand that there exists such a notion as forcible coercion, in which civilians are forced to support terrorists to shield them. According to many cultures, it is considered the highest of insults to not shelter a person who asks for shelter, and I believe such a convention may be incentivised by the barrel of a gun. Whether or not there existed any terrorists within the village in the first place, it would be ridiculous and abominably cruel to tell the international community without a hint of remorse, that slaughtering innocents who were perhaps under unlawful duress by suspected terrorists, is laudable. It does not send a good message home to the average Svalbardian that if a criminal sought to force your family to shelter them, the military would respond by obliterating your entire family alongside the criminal. Such an act is unbefitting of a nation with supposedly free and democratic values, and to lash out with temper against the international community is further appalling."

Siubhan's tone turned cold, "Should an investigation be refused, the United Prefectures shall have no evidence to suggest that the Republic of Polar Svalbard is acting lawfully and shall continue to condemn it of acting with malicious intent against the people it administers. This sets a dangerous precedent for regional powers, especially a member of the MSTO. As Polar Svalbard has 'stepped on others' necks' in the past in the name of international justice, I find its domestic behaviour extremely alarming. Apologise and let a peaceful, harmless investigation take place, and the United Prefectures shall be satisfied."

Mason Tanabal stood up and burst out into laughter, that the new ambassador from Noronica had the gall to condemn Polar Svalbard for their actions in Wake Atolla. "Stephanie, the problem is you did it all wrong, you have to follow Noronica's example and when you need an overseas possession subdued you don't send your own military to do the dirty work, you call on an neighbor to invade the territory and then you can claim to be innocent of any atrocities that take place there. Noronica gave us the perfect example, they got the Doraltics to do the dirty work for them in Arvan."
Looking at Siubhan, "Young Lady, go back to your new masters and tell them their hypocrisy is laughable. Stephanie, you have Wellsia's support in dealing with the criminals that threatened the peace and tranquility of your nation.

Suibhan's eye twitched slightly as she heard the Wellsian's retort. "In the past, our two nations would have agreed on matters of foreign policy, but it seems that we are at opposite ends. Honourable delegate, I ask that you treat others within this chamber with the respect that they deserve, you will note that I did not resort to baser insults with our Svalbardian colleague. You will also find that your claims are baseless, as the current Noronnican State Executive has done no such thing. Your accusations are perhaps trained on the previous Prime Minister, who was arrested and tried for corruption and gross mismanagement. These statements are also saddening, seeing as the Wellsian monarchy expressed a fondness for the current First Prefect of the United Prefectures. Discarding the past regime for their mismanagement, the First Prefect has sought to rectify the situation in Arván by thinking of the civilians and their wishes to no longer be held between a game of war, seeking to end the hostilities over Arván with Dormill and Stiura and instead peacefully giving recognition to the Dormill-Stiuraian populace residing in southern Arván. I do not believe that the peaceful and prosperous coexistence within the Arvanan peninsula is any way comparable with the violent atrocities being committed within Wake Atolla. Let it be known, that the United Prefectures of Noronica does not condone terrorism in any manner, but instead recognises that the Republic of Polar Svalbard committed a massacre within a Wake Atolla village and expects to be granted impunity for its barbarity. Civilians who are forced into service by criminals are not criminals themselves, and a nation that does not recognise this, should not be privileged with the recognition of being a deciding power on international matters. Especially one that refuses to answer to the international community."

Siubhan nodded her gratitude to Thomas, "Thank you. I hope that other delegates come to agree that this situation will have dire consequences if not addressed immediately. The United Prefectures is also fully aware of the situation in Charbagnia and Kachee, and is fully prepared to support the new fledgeling French Republic with manpower and supplies from the Noronnican Zone to ensure elections safely take place."

"For God's sake, if we're to play this petty game of calling each other hypocrites, we will get absolutely nothing done. Unless these sixty-two people were duly tried in courts of law, convicted by a jury of their peers, then sentenced to death, then we have a war crime on our hands. How anyone can stand by and blindly wipe this—this atrocity away as an act of 'criminal justice' is astounding, and speaks much of that nation's character. Athara Magarat brings up a good point, too: even if they were all somehow justifiable targets, which is highly unlikely, it seems the press has already made a mess of the whole thing, and now the Svalbardian name is tarnished forever on the world stage. But, perhaps the assertions being made now by my nation and others are wrong. It is possible, I suppose. Perhaps, dear delegate of Polar Svalbard, there is a way for your nation to clear its name on the world stage. That way would be letting in inspectors to truly find out what the situation is on the ground in Wake Atolla."

Stephanie looked at her tablet and nodded, “Delegates I bring word from my government. We will allow a league investigation but only if they are escorted by Svalbardian military units. Just earlier today another convoy was attacked and four of our soldiers were killed. If it will show you just what’s going on on the island then fine, but we’re not having League representatives die on Svalbardian soil.”

Henry had been listening intently and glaring at the Svlabardian delegate, which she failed to notice. He was suspicious of how Stephanie was strongly defending the military's massacre of Innocents then her government caved in and allowed an investigation. However, he sat in silence, Enchanta already had the Modernists to deal with, they did not need international enemies.

Though not an issue that involves Havalland, Sebastian was keen to learn more about the inner workings of the league to further his own exploits.

Camden Zava shuffled his papers. The new Almorean ambassador was a thin, gangling person, who, if caught in a gust of wind, might resemble an inflatable tube man outside a car dealership.

"Almorea will support whatever investigation the League deems to be appropriate. But I must ask my Svalbardian colleague for an assurance that her government's military maneuvers are not intended as shows of force near the territory of Almorea's allies." As Zava leaned forward, his glasses slid off his nose and fell to the floor.

Stephanie turned towards the Almorean delegate, "I can give you total assurance that these maneuvers are not intended as a show of force. Its unfortunate that we are having what amounts to a domestic spat so close to New Totzka but we have zero ill-will towards our friends in Raedlon. Please do convey that to your president Zava, I'm sure friendship between Raedlon will benefit us all in the coming future."

Aside from a private message to Zava thanking the Almorea delegate for his support, Jayashri Nirupama had been silent throughout the debate over the Wake Islands. He was aware that back in Parazina the war-hawks and nationalists would be fighting with the pro-Raedlon peace lobbyists over the Totzka's approach to the crisis. With the president likely paralysed until polling date came through the debates within the Conselho Supremo and the Comissão Popular would likely run on for days. Eventually an aid slipped into the chamber to whisper something in the Totzka delegate's ear. It seemed the president had made a decision. Jayashri instructed the aid to deliver a message to Ko Talo'h, requesting an audience with the Wakeite delegate outside of the chamber.

No Talo’h received the message from the aid and instructed them to bring a confirmation back to their delegate. At that point he got up bowed to the assembled delegates stating that he would be back soon and walked out of the chamber.

Henry decided to ever so slightly switch the topic. "As most of you may know, the National Guard ambushed a Modernist compound very recently, although the compound was somewhat secluded some civilians were displaced. Many citizens are also fleeing for their safety. We wish for your government to welcome them with open arms", he glanced around the room and waited for a response.

"Oh that is unfortunate, but it is alright. We don't expect everyone in the Isles to run to our rescue. Just the ones who can assist us." He glanced back at his notes. He had been making a list of places the refugees might not be safe at. Polar Svalvard was out of the question since they just murdered some innocent civilians. He was on the fence with Menna Shuli, on one hand they weren't that bad, but the stunt the former delegate had pulled might make the government and people reluctant to help out.

Tarnajef received a text message on his smart watch, and prompted by it, began to speak. "Right, this may not be the venue for this type of negotiation, but the government of Brulafi is willing to send a representative to meet with a representative from the Enchantan government regarding the refugee issue... Unusual though it may be for a nation's government to ask for others to take on their people," he stated as he shuffled between PDFs on his knockoff tablet.

After meeting gaze with the Roendavarian, Thomas bowed at the Secretary-General and other delegates as he excused himself out of the room.

The young Roendavarian delegate slowly unfolded the note before quickly folding it back. Lord Marius nervously tapped his fingers as he thought about what he would say. It seems the inevitable has finally come. He thought as he met the Magarati delegate's eyes, finally making a decision. "Excuse me." Thomas MacArtair read the documents for the third time before clearing his throat. "Honorable delegates of the League, as you are aware, the Athara Magarati Federation of Hangates - in particular Second Tamuwan Hangate, Hangate of Khumbuwan and Mun Hangate - have been plagued by hornet-fungus complex in what we call the Hornet War."

"This horror that started in February has now claimed between 400-500 Magarati lives; with around 380 from Tamuwan alone. Half a dozen Thuzbek lives have been lost as well. Not to mention the countless livestock and wild fauna that have died in these seven months. It is great fortune that this horror has been sort of contained within our borders. In order to combat this threat, our scientists have proposed eradicating the host species Yak Maruwa hornets through gene drive. Other scientists have proposed genetically modifying the hornets to make them more resistant to the Ophiocordyceps magaratis subspecies. These hornets are natural predators of bees and quite aggressive even when uninfected; killing roughly 40 Magaratis every year before 2019. On the other hand, they are also food source for various species of spiders and birds."

"This is a great ethical question. Even though, 6 of our hangates are in favor of eradicating the host species as it is more quicker solution whereas the remaining hangates voted for long-term solution of genetically modifying the hornets to make them more resistant to the fungus. Both of these options carry such great ethical dilemma that my government seeks the support of the League before such measures are carried out. Nest removal, hive trapping and poisoned baits are short-term solutions that are not as effective against these infected hornets as much as against the natural ones."

"Honorable delegates, what is your opinion on this subject matter?"

Josh Tarnajef looked to the Magarati delegate as he spoke. "As you know, honorable delegate, the Brulafi government has been leading a combined task force of its own scientists that is dedicated to finding solutions to this fungus problem. Brulafi is more than willing to unite forces with Magarati scientists and officials to investigate, act, and solve this crisis as soon and as humanely as possible to restore the ecosystem to a more balanced state."

"Erradication of a species is something that we as another living creature must stay away from. But that depends on the context, on the scenario. If the goal is for the benefit for all living creature, human and animal alike, then only such erradication will be justified. Firstly, we would like to express our deepest condolences to the victim of the attacks, may they peacefully rest."

"In order to erradicate the species, we need to first analyze the impact of the erradication. As we know it, the ecosystem is intertwined and linked between its inhabitants, it is by nature, interconnected. By removing a species, it will surely give a great impact to the food chain, especially those whose diet included this particular species. Noting that you said earlier that this species is part of the diet of various birds and spiders, we suggests that we try to introduce more of their natural predators to drive down their numbers."

"On a more scientific side, the hornets can be genetically altered to be resistant to this particular fungus and to tone down their aggresion. The hornets created from this method can then be released to breed with other hornets in the nature to spread their genes. Over time, they'll be more resistant to the fungus and have their aggresion toned down."
