Mister Tarnajef of Brulafi sat forwards in his chair again, happy that his nation had so far escaped a stray attack in the frenzied combat of this belligerent League session. Clearing his throat, he then spoke into the microphone. "The Socialist Republic of Brulafi would like to welcome, albeit belatedly, the nation of Harnadesh to the League's hallowed chambers and to express sorrow for the civilians hurt by the situation currently developing in Enchanta." He hoped to himself that his intentional ambiguity on the latter point wouldn't come off as callous. "It is imperative for the people of Brulafi to note on their behalf, however, that Brulafi also shares deep reservations about sending any of its troops into a volatile political situation without the controls on exported information being loosened a little by the Enchantan government so that others may know what goes on in that now divided nation."

The doors in the back of the hall opened and in strode a well dressed and well groomed man. The man's skin was of a darker tone than the Svalbardian delegate here and his thick dark hair was drawn up into a man bun. Ko Talo'h made his way to the podium in the center of the room and adjusted his glasses whilst he cleared his throat. "Delegates of the league I am Ko Talo'h. I was sent here by the government of Wake Sud, as the world calls us, in order to ask for assistance. Our nation is being unfairly accused of causing the current instability in Wake Atolla and is being punished for a crime we did not commit. Ever since the war in 1998 our nation has been poor and has not been able to recover to what it was. Because of this many of my fellow countrymen go out to neighboring countries, especially Polar Svalbard, in order to seek work so that they can support their families at home. Along with that what industries we do have are paramount to the survival of our nation. With the sanctions imposed by Polar Svalbard we are looking at a bleak future."

"Ever since that war my nation has not tried to pursue an active foreign policy agenda and has stayed away from foreigners. While that may not have been the right decision it is the decision our fathers made to try and keep us from harm. That did not work. Our biggest trade partner is also our historical oppressor. They continue that oppression now, they continue it because their father's fathers hated us and so they do too. They fearmonger over the fact that we had free elections that they did not like. They accuse us and punish us because they believe that us and all our brothers across the Zazchey Archipelago are the same brand of evil in their eyes."

Talo'h shook his head, "We are hopeful that the international community will help us, either by forcing Polar Svalbard to stop these sanctions or by sending aid. We know how bad this can get, and that is why we are trying to stop this now. Even now many families are caught off guard as accounts that supported them are frozen by the Svalbardian government. Please, stop these oppressors from continuing what has happened for millennia."

Henry cleared his throat, "The first attack of war has been made, our troops ambushed a Modernist compound last week. Martial law has also been declared on the nation." He thought over what the man had said "Mr. Ko Talo'h I hope that the situation in Wake Sud gets better, however since Enchanta is in a war, we cannot do much in aid. I sincerely apologise"

Matthieu Porcher's arrival at the International District has been anticipated for several months now, ever since his nation gained the slightest semblance of recognition by the international community he has advocated for gaining League membership, and although the process would work, he was confident in the assurances from his Doraltic partners that the United Republics would support and even author a resolution to grant the French Republic of Charbagnia membership in the League.

However, given that French Charbagnia had no recognition in the League, even finding a suitable seat from which he could conduct business was a challenge, until he finally found Roger Van Adrichem, the Doraltic Ambassador who was in the middle of writing down notes when the Frenchman approached.

"Mr. Van Adrichem. It is a great honour to finally meet you after all this time.", bowing and shaking his associate's hand.

"Mr. Porcher, I am glad you are here, please take a seat. I was wrapping up some notes on the last few statements before you came in, feel free to speak whenever you like.", Van Adrichem responded, gesturing towards the microphone in front of the pair.

"Merci," the Charbagnian responded, sitting down and leaning into the microphone, "Good day to you all, honourable ambassadors of the League of the Western Isles, I am truly humbled to be among you all today, even if my nation is not yet a member."

We do not much say in that matter now. The Magarati Federation hopes that the French Republic of Charbagnia and Wellsia-backed five-men council led Kachee come to peaceful solutions on this issue." Thomas said what many in Magarat now felt; that they no longer had any say in the matter and that the Doraltics and Charbagnians better not declare war on Kachee.

Porcher reeled in anger for a brief moment at the mention of Wellsia's activities in Frébonne, "It is a regrettable situation in the north, but I do share your hope that the Wellsians can come to their senses and permit the French people of Frébonne the chance to reunite with our newly established Republic. However, that can only happen if the Republic is given its equal standing in the League to negotiate from. That is why I am here today, to appeal to you, esteemed and honourable members, to give our young nation a chance at life we have won with blood and steel."

Ko Talo'h took a seat with a deeply saddened look as no one took his people's situation seriously. He had to take a moment to think about what was happening. As he was sitting down though he did manage to catch a sight of the Svalbardian delegate with the biggest smirk on her face before she got back to listening to what others were saying.

As Callum listened to the Athara Magarati and Doraltic delegates, he furrowed his brow.

"It is Ainslie's position at this time that the differences between the Kachee territory and French Charbagnia is not reconcilable. We do however move to support the young nation's ascension to observer-state status within the League, following the precedent that Keverai has set."

"While French Charbagnia's membership in the League is welcome, it is our belief that we do not have any say in these matters anymore. Kachee is now backed by Wellsia and more militaristic than ever. Whereas the French people in mainland Charbagnia and Kachee want to reunite. One can only imagine where this will lead to in the future. We had devised the near-perfect solution where Kachee would have joined Charbagnia as a highly autonomous region. It would have a been a win-win scenario for everyone involved. Then this had to happen..."

And then Thomas turned to the elephant in the room. "Delegate Ko Talo'h, I am extremely sorry to say this but the First Wave peoples are not signatories of the Arun Valley Protocol. Do you understand what this means? This means that they are members of their respective state than a 'nation with a nation'. Which means, this is a Svalbardian domestic affair by the very definition and that Delegate Stephanie is right at the moment. And neither is the Svalbardian government a signatory of this protocol. Which furthers solidifies the point that this is a domestic affair and the League cannot interfere until anyone calls for a resolution and it gets full majority."

"In fact, I have to question you. Why is Republic of Wake Sud not a member of the League? Why are the First Wave peoples not a signatory of the Arun Valley Protocol? You cannot just snub everything at other times and then claim you suffer from injustice only when it comes down upon you."

"May I remind the Athara Magarati delegate that groups who didn't sign your nation's highly controversial Indigenous charter are not automatically left by the wayside - there remains valid reasons these groups would not sign the AVP, especially if First Wave peoples did not want to get involved in a document spearheaded by political agendas. Wake Sud operates as a State of The Western Isles, led by indigenous peoples who chose of their own accord to not come under that agreement due to whatever reservations they had for it. They have made it abundantly clear that they did not want to participate in foreign affairs or in the multi-dimensional chess game of international diplomacy yet they have been brought into it due to an instrument being used against them and their people.

As for Wake Atolla, we must establish whether it is legitimately and legally under the control of the nation of Polar Svalbard and recognise that at the very least. In the case of Wake Sud, I believe it is of merit to explore the options made available to us through International Courts."

"Since there are those wanting to ascertain the situation on the ground in Wake Sud and Wake Atolla here in this League's hallowed halls, perhaps the creation of a multinational, League-sponsored fact-finding mission is in order to ensure that the esteemed delegates receive the full picture on what is going on.

"Also, for a brief change of subject... Welcome to all the new delegates of nations in the League, and let Brulafi be the first to apologize that your welcomes are all so bittersweet."

And what did we all say when these non-League nations and groups like Lortiks sent their representatives to the League? The proof. No offense to the delegate from Wake Sud but what legal proofs has he brought forth to us that we have already started making a fellow League member Polar Svalbard guilty before even proven?"

"And we get that many nations or groups out there see the AVP as something beneficial but thay does not justify why the Republic of Wake Sud has snubbed League membership till date."

Ko Talo'h was taken aback by what the delegate from Athara Magarat had said, "My people have tried to stay out of international politics for exactly the reason that you bring up. Just now you are trying to politicize our situation to fit your goal. This isn't about whether we are indigenous or not now, that issue has been fought for three thousand years, it will not end here. The issue is that my nation will suffer horribly from what the Svalbardians are doing. Please delegates, think past your goals and help us."

Stephanie keyed on her mic, "I find myself in agreement with the delegate from Athara Magarat. This is Svalbardian business."

What Brulafi proposed for this situation is perhaps the best option available–the closest thing to a neutral party, one that can truly establish the facts of what is going on for the League here assembled. While it is undeniable, of course, that the issue of Svalbardian national sovereignty is at play here, it is also the case that a group is before us demanding help from what they classify as some sort of foreign takeover. The Socialist Republic of Brulafi wishes for it to be recorded that this proposal is not a condemnation of Polar Svalbard. It is intended to determine what is happening in the Wake Islands: fact-finding, not witch hunting."

"In 2016, the Svalbardian military launched Operation Whiskey Alpha and incorporated Wake Atolla into their nation. With the election session on Wake Sud, protests broke out in Wake Atolla and Dorlec Mountain Range region over Svalbardian treatment of First Wave peoples. On May 30th, three Svalbardian soldiers and seven civilians died in a bomb blast. One can only assume that this attack was carried out by extremist First Wave groups and I do not know myself how much this is true but our sources believe that SHOCK was somehow indirectly involved in this incident. Two more days later, four more Svalbardian soldiers died after their military convoy was hit by an IED. It is after this incident that the government of Polar Svalbard, through Consul Bellum Zeltargo, announced sanctions against Wake Sud; whom they accuse of having links to these attacks. Starting on 3rd June, Polar Svalbard launched military raids against suspected insurgent bases. A day later, this man who calls himself Keolamauloa Kailikea declared himself the leader of the First Wave Retaliation Group (FWRG). His messages are eerily similar to the ones that SHOCK's so-called Speakers used to broadcast. Even the script sounds like something out of the SHOCK guidebook for its recruits: descendants of the First Wave peoples should rise up against their Second Wave oppressors. We in Athara Magarat believe that SHOCK and its affiliates are either directly or indirectly responsible behind this and we are committed to rooting out terrorism from the Isles and thus stand along with the Svalbardian government on this case even if we may disagree on a lot of other things. We are strongly against any forms of terrorism; not by matter by whom or what their justification is. Our War Against SHOCK is ongoing and if my fellow delegates might remembers, we removed Illa Islanders from the list of Arun Valley Protocol signatories after they were found guilty of backing terrorist groups in Illa Isle."

"In fact, Delegate Ko Talo'h, this entire issue of Svalbardian sanctions speaks more about the failure of your government to diversify its trade than anything else. Your nation is not a landlocked country surrounded by behemoths nor is your nation Thuzbekistan; which has been sanctioned by most of the Isles governments. If you can bring proof that your nation has no connections to these incidents and can convince the leaders "

Your concern surrounding SHOCK is warranted, yet this rhetoric you speak of seems hardly isolated to that group - with no definitive intelligence I fear that we will reach hasty conclusions as a result. We share your desire to destroy SHOCK and as a major representative for Indigenous people we do share deep regret in standing by and allowing such ideology to fester. However, we cannot let fear or possibilities which are based on speculation guide our actions - it will only fuel and arm the ideological weapons of our enemies."

"If both Polar Svalbard and Wake Sud are in agreement, perhaps we ought to see where the Brulafi proposal leads to." Thomas shifted the attention back to the delegate from the socialist nation. "Mr Neumark, perhaps you should be the one to table the resolution forward. However, we first need to see if both parties agree to this. In the meantime while Mr Neumark prepares his resolution, perhaps Delegate Ko Talo'h would like to submit the proof of Svalbardian wrongdoings as you claim?"

Siubhan Wayne smoothed her skirt, her oath of faithful conduct still running through her mind. During the time of the Overlordship, a senior diplomatic official would be gifted a small ceremony surrounding their oath to faithfully act in the stead of the monarch. She was instead granted a swift meeting with the First Prefect and then she was almost thrown onto a plane to the International District as first light broke over the capital. She was thankful that the First Prefect at least gave her the grandeur she had dreamed of as a young diplomat, with a smile that did not quite meet his eyes. She knew the seriousness of her position, she presented a new Noronica, and her young leader wanted progress. She was unsure whether she was honoured for what she had been instructed to convey next, however.

"Noronica extends its grief and deepest regret for all people of the Wake Islands on this day, and we find that it is our duty to offer our protection to those innocents that are stranded between the ruinous political aims of others.
