Thomas smiled; for he saw an opportunity for his nation. "Mr Warsap, I know not of League peacekeepers but we can provide them if your government requests them. As a fellow Argean nation, Athara Magarat will be there to help Enchanta."

The recent refusal by the MSTO to renew the Magarati Arms Limitation Treaty had incensed many in Athara Magarat and the Jrm Hangma administration itself was using loopholes to get back for this.

Athara Magarati government had allowed Thuzbekistan to dock their ships in Magarati ports; using the 'they requested assistance' loophole. Athara Magarat also had a nefarious image in Enchanta since the Nation-X Scandal by Power Beer. Enchanta for all its troubles, might be needed by Athara Magarat to counter the San Montagnan menace they both bordered and also there were those stupidly rich and powerful Magarati companies who wanted to establish foothold in Enchanta. And speaking of geopolitics, Enchanta sat right next to San Javier. If Enchanta took the bait and requested for Magarati peacekeepers, Thomas will have killed two birds with one stone for his country.

"First of all, I extend my condolences to the people of Enchanta in this troubling time. I want to see a quick resolution to this but to be entirely honest, I do not think this chamber has enough context to go ahead with the costly and logistically complex task of deploying peacekeepers. Who are the modernists and what are there demands? Has your Government conducted discussions with this group? Are they terrorists, a group of rebels, an unrepresented group in your nation or a banned political party or something else? My nation can't support peacekeepers being deployed if we don't know why exactly they are needed or to what extent they are required."

Thomas MacArtair looked at his aide who had a report in his hand. He had once been in this young man's position. The aide whispered in MacArtair's ears and the Magarati delegate simply nodded.

"Please forgive me for trying to take the attention away from Enchanta; or our newly arrived colleague." Thomas gave slight bows towards the delegates of Enchanta and Harnadesh. "I have just received reports that a Doraltic frigate tried to ram a Thuzbek corvette. Now, I would not say that the Doraltic and Thuzbeks are friendly towards one another; but this does raise serious concerns of possible friendly fires."

"As you all might be aware, honorable delegates. In industrialized warfare such as the conflict between Menna Shuli and San Javier, deaths from friendly fire are increasingly common. And as we all know, friendly fires are often under-reported but they do cause significant morale damage. Hence; I will be providing just two examples of friendly fire incidents on Magarati troops so as not to offend anyone. During the Second Arvanan War, a platoon of Magaratis were mistaken for some local terrorists and ambushed. During the Charbagnia War, Magarati troops on ground came under aerial strikes from air forces of other Allied nations."

"Perhaps there has been no friendly fire incident in San Javier yet. Perhaps it is under-reported. But there are higher and higher chances of it if more and more units from sets of different nations are engaged. The military forces around the Isles utilize anything from 'do not fire' targets in training to technological advances to change of tactics; but friendly fire incidents still happen. Any news media that claims that a modern war is without a single incident of friendly fire incident is ridiculous."

"Now, many of me fellow delegates may not like where this is leading to...An obvious way to decrease friendly fire incidents is to have lesser number of units present be deployed in the battlefield. But the League cannot dictate to its member nations on how many military units they can deploy, can we? It would be violating their constitutional rights for war; and not all of us are forbidden constitutionally or by a treaty against war. Hence, if we cannot agree on a ceasefire, perhaps we all can agree that the war in San Javier does not need any more players who are seeking to join it for their own various reasons. I ask, should the League not be discouraging its members from going to war; specifically one that was declared in front of us all? Perhaps there is no point in speaking to those nations that already have their military forces in San Javier; but we can try our best to convince those that are likely to join this war not to do so. Otherwise, we risk disrupting the balance of power, peace in the Isles and the innocence of our own soldiers and civilians."

Reid noticed the Ahnslen delegate's dismay. As MacArtair delivered a lengthy elucidation of Magarati friendly-fire incidents, he felt an urge to match the younger Callum's body language, but willed his spine to stay erect.

The San Javier business was becoming quite tiring for the ageing ambassador. The President had palled around with the Doraltic leader on world news, the State Department was issuing pronouncements in favor of the Thuzbeks, and Congress was voting support for the Mennans. As the mouthpiece of Almorea before the international community, Reid found it increasingly difficult to string together Almorean policy into coherent sentences.

As he pondered the "legal military authority" of the Enchantian leader's infant son, Reid could not help but let the ghost of a laugh slip through his pressed lips. He hated this job. But, perhaps, it could be a little fun sometimes.

"Although recent events in Enchanta are definitely worrying, and Roendavar wishes the leader of Enchanta a speedy recovery, we also support the Ahnslen delegate in inquiring the need for a peacekeeping force in Enchanta. We are not discouraging nor saying that Enchanta does not need them, we just need a reason for such. I, or maybe along with Roendavar, might be isolated on our point of view, but we ask the Enchanti delegate, have you tried to establish a dialogue with the Modernists and how sure is the Enchanti government that the Modernists shall attack? Have you explored any other options? Perhaps a solution without involving violence is the best way to handle this."

Lord Marius looked around the room, grumbling at the other delegates. Great. The hippies have spoken and some of these war-loving delegates smell fresh blood. No doubt the call for dialogue would be ignored. Nobody likes rebels after all but he grew up in a country where rebellions are usually dealt with words, as rare as they might come in this day and age of Roendavar. Still, it was his country's mission to advocate for peace. Visibly disappointed at the talks of war, he glanced at the small black envelope delievered to him by a Royal Agent earlier this morning, debating whether to open it.

Henry pondered a response before answering "We have not talked to the Modernists, but they have expressed their views very openly. They wish to dismantle the Equality Council as well as Rachel Alpin's rule. Not to mention, with Rachel being unable to rule, the number of Modernists has rapidly increased. We feel like an attack is coming in the near future and are trying to gather support in case of a war. Also, just for clarification, the Modernists are an armed resistance group who will go to extreme lengths to ruin Enchanta." Henry knew what was really happening. Even if the Modernists didn't attack , Rachel's temper might lead her to declare war. If that happened, the Isles would see a new side of Enchanta, a ruthless and merciless side, and that would ruin the country's reputation.

Henry was shocked. "How did she figure it out?" He thought. Enchanta was in fact a dictatorship, however the Equality Council was meant to give the illusion of a democracy. Only the government was supposed to know that. He hesitated then replied "We are not suppresing their opinions", he said a bit too defensively "Enchanta is a firm supporter of peaceful protest, however these people are using violence to express themselves and pose a threat to the nation"

An aide whispered into Henry's ear. "Ahem, it saddens me to report, Hopeworth has been tear-gassed by the Modernists and hundreds have died. It seems as though they are trying to spark a war, however we shall try to dissuade them and settle this peacefully. And on that note, would anyone like to send peacekeepers to keep the nation stable?", he flashed a fake smile, he hated lying to his fellow delegates, but he would rather die than ruin his nation's reputation. War would be coming, and no one would be able to stop it.

"Advocating for foreign peacekeepers doesn't necessarily speak to dissuading a violent group of people, let alone what appears to be an absence of any meeting with them. We will not and cannot send in peacekeepers to respond to the situation as it stands."

"As I have stated before, only Rachel and her son have military authority. Her son is only an infant and she is recovering in the hospital. Even though Richard Harelm is currently running the country, he would need written permission to use our national forces. To the Anhslen delegate, we have not had discussions with them for the safety our government staff. We do not know what these Modernists are truly capable of, however the supposed leader has recently been detained by the military so we might discover new information."

"My government confirms that we have successfully established our foothold at Pueblo Ignacio. The People's Freedom Coalition has yet to comply with our requirements to cease conflict, namely taking responsibility for their part in funding rebels within my country, and in fact have yet to reach out to the senate at all. We plan to continue, with the aid of our foreign allies, to pursue what methods are needed to achieve our goals in San Javier. I will remind the League that we have no intention of this being a war of conquest and will withdraw as soon as it becomes clear that the current government of San Javier has ceased their support for warlords and criminals."

Reid turned away from Mipax at the sound of an approaching aide, who fumbled within the pocket of his jacket for a small white envelope. The ambassador couldn't help but let out a long sigh, his features visibly deflating with the escaping air. He knew what it was, even before he saw the embossed federal seal.

The Senate of the Federal Union summons you to compear and give testimony on Wednesday, April 17, 2019, under penalty of the law outlaid in...

Reid kicked his chair back and stood up, holding Severi's eye but, really, addressing the whole chamber.

"I apologize to interrupt my fellow delegate's line of questioning, but I'm afraid I must, as they say, hit the road. As some of you already know, my nation's legislature has seen fit to call me to testify on the Almorean response to the crisis under discussion. I expect to be sitting here again by Friday," he said, with a sarcastic expression of joy. "My aide here will be operating this laptop-" he pulled one from his attache case- "through which the Deputy Secretary of State will observe floor debates in my absence."

"I bid my fellow delegates good day." Reid turned to leave. He knew in his heart that he would never return to the League chamber.

Francisco Aguas strode into the chamber with a chip on his shoulder. He was a giant, large in stature and personality, and held a degree of contempt for all things formal and ceremonial. He was, very likely, a poor choice for a representative to the League, and an even poorer diplomat in the first place. Before La Revolution, he was a fisherman's union boss out of Westilla, known to crack a few knuckles and ribs to get things done. Now he was Illa's premier voice-box to the region.

"La Republica de Illa requests an audience with the League of the Western Isles," spoke Aguas, as he marched down the aisle to the pulpit. "Illa Isle is a sovereign nation and seeks recognition of that fact."

Augustia tried not to squirm in her chair. She had received an intelligence report this morning warning her that this event was likely to take place, but not advising her on the appropriate reaction whatsoever. It was typical VEO negligence. For now, she would remain silent and contemplate her next move, eerily eyeing the I.D. guards and their potential to shut this down if necessary, but it was a card she didn't want to have to play. The I.D. was still deeply indebted to Vancouvia, maybe even more so since their VACES was signed, but an impression of impartiality and independence was strategically necessary.

Stephanie had a sharp intake of breath. Well this is a shit situation. For Stephanie the situation in Illa Isle had been on a back burner as for the past little while it has been a gray area, but here it was, rearing its ugly head. Polar Svalbard had not recognized Illa Isle independence, but that didn't mean Stephanie didn't want to hear them out. For now she'd have to wait for someone else to recognize their ability to speak.

Henry had been listening attentively, until a message showed up on his E-Pad. His face became pale and a somber look formed on his face. "The Modernists have attempted to assasinate Oliver and his father and war has been declared. Enchanta is now divided", as upset as he was he wouldn't dare cry in front of his fellow delegates.
