Dominic's aide's phone buzzed. She checked it, then stood up and discreetly exited the chamber. His phone buzzed a second later. The Coast Guard's representative had arrived. Moments later she reentered the chamber, a thoroughly tanned man in a well-pressed dress uniform in tow. Dominic turned to greet him.

"Doctor Clarke, I presume?" The officer said, extending his hand.

"Indeed, Lieutenant Commander. Please call me Dominic." He replied as he shook. Upon closer inspection, the officer's tropical tan was doing a very good job of hiding the fact that his face was flushed. State had probably made it very clear to him what the worldwide consequences of his report could be. No pressure. Dominic had already read an advance brief. Some people were not going to be happy in a few minutes. "Shall we get this over with then?" He asked rhetorically. He turned back to face the chamber and waited for an opening in the conversation. He didn't have to wait long. The Coast Guard dress uniform was a simple affair. Miklanian military uniforms in general were fairly conservative with the use of badges and ribbons as well, and at a distance could be easily mistaken for a ordinary double-breasted suit. But the white hat tucked under the man's arm was rather distinctive, and had already drawn the attention of most of the delegations.

"Honorable delegates, may I introduce Lieutenant Commander Martin O'Reilly, of the Miklanian Coast Guard." The room went truly quiet. Dominic stood up and gestured for the officer to take his place behind the Miklanian delegation's microphone. O'Reilly adjusted it upwards, choosing to remain standing. He cleared his throat before starting in a soft north eastern accent.

"Honorable delegates, as you may be aware, the Miklanian Coast Guard has been present in Menna Shuli for the past six months, assisting and training Mennan Port Authority Police to ensure the protection of oil and other exports that are vital to the Mennan and international economies. The Miklanian Coast Guard has been involved in four Visit, Board, Search, and Seizure, or 'VBSS', operations pertaining to potential drug trafficking from San Javier. On all four occasions, multiple tons of opioids were recovered. The Miklanian Coast Guard was not directly involved in the disputes with MV Rayo. However, we do have access to port traffic control records. MV Rayo first made radio contact with Mihêkallu Port Authority at 18:20 on 14 February..." He then proceeded to play the full transcript of radio communications between the ship and traffic control, which managed to diffuse much of the nervous tension in the room, as it is difficult to be tense when one is also struggling to remain awake. Probably in an attempt to keep everything as thorough as possible and avoid the accusation of omitting information, the Coast Guardsmen who had compiled the report decided to include many audio transmissions from the time frame that did not have anything to do with the Rayo itself. It took about five minutes of talking before they got to the part where the Rayo was allowed to come alongside and drop anchor. Nothing was vaguely interesting until the transmission from the port authority at 05:03 the next morning.

Port Control: "MV Rayo, Port Control, permission to unload cargo is denied. You are requested to submit to police inspection before you may unload."
MV Rayo: "Port Control please repeat your last?"
Port Control: "MV Rayo, you are a San Javierian flagged ship are you not? You must submit to police inspection."
MV Rayo: "Why? We were cleared to unload and have already moved thirty-two containers ashore."
Port Control: "MV Rayo, belay unloading immediately. Your cargo must be inspected for illicit goods before you may unload. Police are on their way to conduct the inspection. You will cooperate with them."

O'Reilly stopped the recording there and resumed talking. "There were no further radio transmissions between MV Rayo and anyone else between then and 15:46. Officers of the Pride, Menna Shuli's top law enforcement agency, arrived on site to inspect the ship's cargo. One crew member was ashore at the time, and there was an altercation. The details of the altercation are unclear. We do know that the crewmember in question returned to MV Rayo, and the Pride inspected the containers that had been unloaded. RMCG asked the Pride liaison at the Port Authority if they required our assistance, they said no. Port Control attempted to make radio contact with the ship again at 15:46."

He went to restart the recordings when Dominic leaned over. "Could you jump around to the salient bits this time?"

"Uh, yes sir." O'Reilly replied. Fortunately for his presentation, the messages were recorded as individual tracks and named by their timestamps, so he was able to select the appropriate ones while retaining a professional appearance. "This is where MV Rayo requests permission to leave the harbor." He queued a track.

MV Rayo: "Port Control, Rayo, we are requesting permission to raise anchor and depart."
Port Control: "Negative MV Rayo. You will surrender your cargo for inspection and your criminal for arrest."

"MV Rayo did not respond, but did not make an attempt to raise anchor. The Pride attempted to forcefully board the ship from shore at this point, but were repelled by the crew with firehoses." He paused, considering playing more recordings, but after a brief glance around the room decided against it. "Port Control attempted to make radio contact with MV Rayo hourly throughout 16 and 17 February, but received no response from the crew. By the evening of 17 February, there was a considerable law enforcement presence ashore. Offers for RMCG assistance were accepted by Mihêkallu Port Authority early on 17 February, but were later rejected by the Pride, who had assumed on-scene command of the situation from the Port Authority. This is the final exchange from MV Rayo before she was boarded. MV Rayo transmitted at 19:22.

MV Rayo: "Port Control, this is MV Rayo, we are departing."
Port Control: "MV Rayo you do not have permission to depart. There is traffic in the harbor. You must remain alongside or you will be fired upon."
MV Rayo: "We are departing."

"At this point the Pride conducted a boarding assault from shore and from small boats operating on the other side of the vessel. Crew members on MV Rayo attempted to use their firehoses again, but were unable to stop the boarding party from the water side from scaling the ship and reaching the deck. The Pride officers used shotguns with rubber bullets to suppress the crew on deck so that the remainder of the assault team could board. They pursued the crew into the accommodations block. The crew attempted to use the anti-pirate gratings to block access to the Pride. The Pride were able to open the gratings with tools, and began clearing the superstructure. According to the assault team, shots were fired by a crew member, which elicited the use of lethal force in return. Two crew members were killed, including the one alleged to have fired on the assault team. One Pride officer was injured by gun fire. Based on evidence made available to us, the wound corresponds to the firearm allegedly used in the incident. Multiple other firearms were discovered aboard ship. Many of these firearms are military pattern rifles and pistols that fit within a serial number range known to have been in the hands of multiple paramilitary factions in San Javier."

O'Reilly ignored the murmuring that broke out throughout the chamber. "The remainder of the crew were apprehended quickly. There were many minor injuries among them but none that required hospitalization. The injured Pride officer was taken by ambulance to the nearest hospital. After the raid, the ship was inspected. Containers located on decks 3 and 4, the lowest on MV Rayo, were found to have contained illicit drugs. RMCG officers and personnel were permitted to view the containers in question. After all the containers above them were removed, the ones containing drugs were removed. About six metric tonnes of opioids were removed from three containers. The drugs chemical composition is consistent with previously apprehended examples of opioids imported into Menna Shuli from San Javier. Additionally, unknown documents were burned in three trash cans in the Master's cabin, the crew mess, and on the bridge." With that the Coast Guardsman regathered his notes into a neat pile.

On Government: Checks and balances and ways of stopping things from happening are the only things that provide a stable government and a stable society.

On Democracy: It is a very neutral thing. It can be the best way of ensuring a reasonable government, or it can lead to genocide in the name of 'the people'.

On NSG: I believe the technical term for you people is "malformed conscience".

On society: Until reason and science become cool again, the "enlightened" who profess both but practice neither will continue to gleefully chip away at the bedrock of human society.

Ortiz frowned. "This makes no sense," he stated. "The timeline you presented does not match either the timeline that my nation has put together from the communiques from Captain Montenegro, not does it match the timeline provided by Hitap Mipax. I will state that it proves my point that the Pride were accomplices to the situation from the beginning. Secondly, it also proves my point of the violence of the police present at the altercation; previous reporting stated that they utilized batons and hand-to-hand techniques, when these records reveal they utilized shotguns from the start. However, both the Mênnan timeline as presented and the timeline that my nation has established agrees that the initial altercation occurred on the eighteenth in berth. Now, to be clear, much of what my nation has pieced together comes to us second hand, as we have been denied any opportunity to communicate with the crew, who we do not even know the status of. Furthermore, you are stating that shipping containers were removed from the ship before restrictions began being enforced, meaning we have no way of knowing whether the drugs you have found were on the ship during the actual international journey. They very well could have been introduced on the Mênnan side as a plant."

He glanced around the room. "This information invalidates much of the Mênnan story, that much must be blatantly clear to everyone."

Mipax waggled her fingers. "I provided only a brief summary from initial and obviously flawed reports. The Miklanian information is clearly more thorough and obviously reveals that the Rayo was, in fact, smuggling opioids. I state again, the only question at this point is whether the government of San Javier is complicit. Which, if I can judge from the tone of Colonel Ortiz, seems obvious."

Ortiz slammed his hand down. "Slander," he stated with the boom. "The Miklanian story undermines the entire narrative presented by the Mênnan media and their delegate here in the League. In addition, the records that my nation have pieced together, which are in the dossiers we can provide you all now and I beg you to have your intelligence agencies verify are not doctored, reveal that the declination based on the port traffic were never fully received. The port authority's message ends at 'you do not have permission to depart', with no follow-up warning or description of port traffic."

Lieutenant Commander O'Reilly weathered the blast. "Media statements that the final incident occurred on the 18th are incorrect. I am not entirely sure how that error came to be, but we have noticed it in Mennan and international media. It might have to do with the timing of the press briefings, which took place on that day. The incident most certainly took place on the afternoon of the 17th. Colonel Cortez, drugs were not recovered from the containers that had been off-loaded from the vessel before the inspectors arrived. The containers in question were deep in the hold of the ship and were not extracted until some hours after the raid. It is highly unlikely that multiple tonnes of material were transported down into the hold with multiple levels of containers still above them. As for the question of ship traffic at the time, a packet of supplementary materials should be delivered to all delegations soon. In it are print outs of the harbor management computer. At the time that MV Rayo attempted to leave for the second time, there were in fact multiple ships transiting the entrance lane. The channel into and out of Mihêkallu harbor is narrow, and it is one of the few viable deep water ports in Menna Shuli, so it is usually quite busy. At the time of the incident, three large vessels were occupying the channel, MV Shagan Lee, MV Shagan Martin, and MV Doctor Leckie. Additionally, there were multiple container feeders, lighters, and tugs between the Rayo and the lane. She would have caused a massive disruption and likely multiple collisions had she attempted to depart at that time."

Ortiz shook his head. "From the beginning, this League has seemed to presuppose support for the Mênnan narrative. Fine, it is the prerogative of the members of this League to do so. The People's Freedom Coalition does not back down from the version of events we have put forward. However, no one here can deny that the crew has the right to speak with representatives of their government and to, at the very least, be able to communicate with their families. If you all wish to back the Mênnan stance, do so. But we demand the right to communicate with our people."

Mipax cleared her throat. "We are willing to do so, on a simple condition. Your government must admit to complicity in smuggling drugs to warlords in Mênna Shuli, thereby funding their operations. Furthermore, you must immediately cease these activities and denounce the warlords."

Ortiz clenched his jaw. "We will do no such thing," he said.

"You will not denounce criminals and terrorists? I'll remind the League of what these warlords stoop to, including kidnapping of foreign nationals, torture and the use of child soldiers..."

"We will not admit to something we are not doing," Ortiz shouted. Again he slammed the table with his palm. "The People's Freedom Coalition are not complicit in the smuggling of drugs into your nation."

Mipax swallowed. What was about to follow was her government's choice. Not for the first time, she felt bitter about being their mouthpiece. "Colonel Ortiz, you can return to your government with the following message. If you admit to being complicit in the actions of the Rayo and similar ships, sever ties with Mênnan warlords and admit culpability for all wrongdoing, we will allow you contact with your people. If you do not, my government is prepared to pursue military action so as to eliminate the threat that the aid of rebel groups within my nation represent. Mênna Shuli is prepared to go to war over this."

Mastanaba’al sat up quickly when he heard Mipax’s delivery of the Mennan ultimatum. Both countries shared Coral Bay with Wellsia and San Javier was not overly far from Mashriq Island. He leaned back and sent a text back to Hadst.

Stephanie's eyebrows arched at the mention of war and the outburst by Ortiz, "I believe we are being too hasty are we not? I'm sure that the Southern Sea would not like to see war come." Turning to Ortiz, "Colonel Ortiz, would it not be best just to admit that your nation is in the wrong here? To bend the knee may be better than to lose the head. This league is founded to attempt to secure peace and security in the Isles, and while your nation has floated under the radar with its instability, war benefits none of us. Polar Svalbard has neither love nor support for your nation, thus it is our belief that this should be settled outside of this league between your nation of San Javier and the nation of Menna Shuli. It is your nation's choice on whether you shall work on improving yourselves, or start a fight with another nation."

Stephanie leaned back and started to drink her cup of coffee that he assistant had grabbed for her not long ago. A war here will not be good for Polar Svalbard, especially if Menna Shuli starts to have unrest or worse, has problems stemming directly from the war. While discussions were going on on whether Menna Shuli would actually declare war, such a statement would definitely raise ears back at home. Menna Shuli is an ally, but how far should Polar Svalbard stick its neck out for this nation?

Ortiz leaned back. "The Mênnan delegate just threatened my nation with war, and it is my behavior that gets lambasted? My nation will not admit to wrongdoing that we did not commit because we were strong armed by interventionists. Frankly, the Mênnan threat is absurd. My nation will not bend to terrorist actions and, as far as I see it, that is what the Mênnan government is pursuing. They have taken hostages and are making demands under the veiled threat to the persons of several Javieran citizens."

He stood up. "If the League will not see reason or support compromise, then the People's Freedom Coalition has no choice but to call the Mênnan bluff."

He looked at Mipax for a response. She gave a half nod. "So be it," she said. Ortiz nodded, saluted the room in general, and strode out.

Mastanaba'al hated surprises and the report that his aide just handed him was a big one. Leaning forward, Mastanaba'al turned on his mike. "Honored delegates, it is not my desire to distract this august body from the looming conflict between Menna Shuli and San Javier, but I have just received an communique from my home government concerning the former Sultanate of Kachee. As many of you know a proposed deal was made between Athara Magarat and the Republic of French Carbagnia, to merge the Sultanate of Kachee with French Charbagnia. Members of the Sultan's government have declared a green revolution and without violence has removed the Sultan from authority and proclaimed themselves the Republic of Kachee. It should also be known that the Empire of Wellsia has recognized the new Republic as a free and sovereign nation and will assist them in maintaining their independence. Thank you for your attention in this matter."

Gao looked extremely angry at Mastanaba'al, and the whole situation. He wasn't sure if it was the indignation that a bunch of Kuffar were couping a Muslim nation, or whether it was that Suvurnia hadn't thought to do the same thing.

"This is such a blatant misrepresentation of what is, in its essence, a foreign-backed coup, an act of vile imperialism. Kachee has suffered indignation and oppression for so long, and to chain them to the will of an authoritarian monarchy with no cultural ties to them just continues their oppression. Kachee must be allowed to vote on the matter in a peaceful and democratic way, not allowed to be snatched in the night by the Wellsian government due to strategic concerns. This delegate would urge the rest of the assembly to condemn this breach of sovereignty and allow Kachee its own path in the world."

Delegate GAO, I’m afraid you misunderstand, all Wellsia wishes to do is give the people of Kachee a choice, we are supporting the people in stopping their nation from being sold as so much chattel by Athara Magarat to French Charbagnia. The freedom of choice by the Kachee people is all we care about.

"Joining the French Republic of Charbagnia as an autonomous region was agreed upon the people of Kachee under their legitimate ruler Sultan Mohammed Yonghang; who as you all may know, has been overthrown in a Wellsian-backed coup."

"Our friends in Wellsia are doing nothing else than creating more tensions by loaning corvettes to Kachee. Do we need more conflicts when Menna Shuli has just elected to go to war against San Javier? The Isles has seen enough wars. We do not need more conflicts. This was supposed to be solved peacefully as agreed by all parties; if not for this Wellsian-backed coup."

Isabel walked into the Chamber, followed closely behind her two assistants. She paused momentarily, observing the buzz in the air of delegate discussion and the overwhelming fragrance of coffee. Gently sighing, she proceeded to the empty chair, 'What could go wrong?' she muttered underneath her breath. Finally reaching her chair, she felt the swarm of eyes upon her. She shuffled her papers and knew that the time had come. A gentle nod to her fellow delegates and it was time to get to business.

Mastanaba'al stood his face red in anger, fighting to control his voice, Mastanaba'al spoke: Delegate MacAtair, if this was Wellsia's affair, then why was it members of Sultan Mohammed's own government that overthrew him, there were no Wellsians involved. All Wellsia wishes is for the people of Kachee to have a fair shake. We are having to do what you should have. You proclaim innocence, but it was Magarati troops that participated in the invasion of Charbagnia, it was Magarati troops and money that set up the Sultanate of Kachee, but now when the people of Kachee need you, you start whining about imperialism, and being hated by all, get off the high horse. I have Khas-Kirati blood in my veins from the Xiangnu Horde which once ruled here, and the thought that I could be related to you hypocritical cowards turns my stomach. If no one tries to deny the Kachee people the right of self-determination, then the corvettes loaned to Kachee will cause no trouble. If you in your ignorance you do not trust Wellsia then we will allow Suvurnia to observe a true plebiscite in Kachee.

It took Thomas MacArtair quite a few days to show his normal face in the room after being labeled a coward by the Wellsian delegate.

Surprisingly, or unsurprisingly, the League was now almost silent.

"I guess we are not even going to discuss a ceasefire..." MacArtair muttered.

Thomas MacArtair coughed as he spoke. He still felt that he was new to this job and looked at the expressions of other delegates to see whether he had made any mistakes. "In light of the current war between Menna Shuli and San Javier...which has every possibility of becoming an even larger conflict than now as certain nations are preparing their respective military without giving any thought to the consequences...and to prevent the already deadly conflict with human losses on both sides from further escalating, the Athara Magarati Federation of Hangates would like to request the League to command an agreeable ceasefire between Menna Shuli and San Javier."

League Resolution on Ceasefire Agreement Between Menna Shuli and San Javier


Recognizing the greater consequences the war has had and will have on the Isles, specifically on the peoples of both Menna Shuli and San Javier;

Noting that the negotiations between the two parties shall continue with a view to a definitive settlement whose mechanism shall be established in accordance with the League of the Isles;

The League of the Western Isles hereby resolves to:

  • REQUEST the respective governments of Menna Shuli and San Javier and their political allies to come with a comprehensive and general ceasefire and the renunciation of further use of force against each other henceforth and;
  • DEMANDS all parties involved in the war to allow delivery of humanitarian relief without hindrance; primarily medicine, water and food supplies, to the areas affected by the conflict.

"If certain nations threaten military action, it would make more sense to discourage them from doing that," Tomas said, "not to demand the nation being threatened to stand down."

Stephanie laughed, “That’s going to be a nay from Polar Svalbard. In all honesty we’re in the middle of producing a resolution calling for the League to support the actions of Menna Shuli. San Javier is obviously causing instability in the Southern Seas.”

And what of the rising number of Doraltic and other forces on ground? What of the Vyberian threats that they will join forces with San Javier?"

Thomas felt his voice grow more and more meek. Of course he did knew this did happen. In the entire history as a League member, Athara Magarat had never put forth a successful League resolution. Much of the fault lay in the rash and agressive actions of his predecessors.

"San Javier has been causing instabilty in the Southern Sea, no doubt, but are you suggesting that the League join a Mennan war instead of trying to be neutral and create an atmosphere for peace talks?"

"Hello, ladies and gentlemen my name is Henry Warsap and I am the new delegate for Enchanta. I'm sure most of you remember Ms. Malkovoz the previous delegate. She was not very experienced and was honestly making Enchanta look like a fool. So now I am here, but I'm afraid Enchanta has a problem."
"You see, there is a group of people known as Modernists who bitterly oppose Enchanta. Since Rachel Alpin is currently ill, we are worried these Modernists will try to attack". His voice was serious but not deep.

Maoilios looked to the new Enchantian delegate, gazing at them silently as they spoke. He had been largely silent regarding the violence that had broken out between several nations, as instructed by his government. But this, this made him raise an eyebrow once more.

"...Domestic terrorists are regrettable, but I am curious as to what exactly you seek from the league and its member nations. A peacekeeping force? Is Enchantian law enforcement insufficient to deal with this issue? Its army?"

"Our law enforcement is doing the best they can, but only Rachel Alpin and her son have legal military authority. We are currently just making the league aware of the crisis, however we might need peacekeeping forces if things get out of hand"
