Stephanie lowered her head a bit, "I hope that the casualties are low. The men we have sent are doing a good thing and this wasn't completely unexpected."

"The casualties seem low at this point, with no reported civilian deaths," Mipax said. "We are working under the assumption that the raid was mostly a display of force and intent than a concerted attack, but it is the first strike against the main camp as opposed to the warlords striking at supply caravans for the purpose of stealing medicine and other goods."

On Government: Checks and balances and ways of stopping things from happening are the only things that provide a stable government and a stable society.

On Democracy: It is a very neutral thing. It can be the best way of ensuring a reasonable government, or it can lead to genocide in the name of 'the people'.

On NSG: I believe the technical term for you people is "malformed conscience".

On society: Until reason and science become cool again, the "enlightened" who profess both but practice neither will continue to gleefully chip away at the bedrock of human society.

"Fellow delegates, I'd like to announce that resettlement of areas affected by the KHF Attack has begun. Our final official casualties are 6200 dead, 6340 injured, 970 missing. Attacks at the camp thereafter were mostly repelled; in total, our forces protecting the camp lost 46, an acceptable level, given the frequency of attacks in the later days. Total resettlement should take a month, approximately. After that time, forces will be safe to withdraw," Mipax lowered her notes. "That said, we do know of several issues. Medical supplies, especially now opioid drugs used for pain relief, have both been stolen from convoys and smuggled from the camp. Local gangs have been dealing in drugs marked with League standards."

Joshua Tarnajef, the Brulafi ambassador to the League since 2014, scrolled through a tablet that looked remarkably like a bootleg version of a brand-name Western model. After a pause for him to drink water, he leaned forward to speak into his microphone. "The People's Republic of Brulafi wonders if an increase of peacekeepers around the relief camps would perhaps act as a deterrent towards future thefts and attacks. To this end, the People's Republic is willing to contribute a moderate sum of forces."

Mipax crossed the first two fingers of her right hand, bush sign begging for patience. "Perhaps, but again, we are currently dismantling the camps and resettling those who had been using them back into the floodplain. Adding more foreign soldiers to the mix is likely just going to inflame the passions of the warlords. I don't necessarily see the benefit off adding more fuel to the fire."

Ambassador to the League, Ashley Malvokoz, landed in the I.D, it was a short ride to the International Building. Ignoring the modern beauty of the building she marched up to the conference room. Hearing of the crisis in Menna Shuli, a diplomatic ambassador for Enchanta had been sent to the League. As she walked into the room she introduced herself "Hello, I am Ashley Malvokoz, Ambassador to the League from Enchanta."

Ashley, seeing that she hadn't been acknowledged, quickly sat down. She fumbled with her papers before calming down. Leaning into the microphone, she spoke "I am deeply saddened by what has happened. If Enchanta had known this was happening we would have helped sooner. However, we cannot dwell on the past. Enchanta is more than willing to turn some of its national parks into camps for the displaced Mennans." Sitting back, she kept her composure, although on the inside she was crying.

Stephanie looked towards Mipax, "It is good to hear that League casualties were low, although it is saddening to hear the casualties that affected your people. We are hopeful that the resettlement works out well and we are more than happy to keep assisting until this is over. I do believe that there are some Svalbardian companies that may be willing to come into the area and provide jobs depending on how amenable your government is to it, I'm sure that is being worked out on the private level. Nonetheless I agree with my counterpart from Athara Magarat in that I'm sure your government will be able to handle any stolen drug problems, the peacekeepers are there to do that and help rebuild, not to go hunting after stolen equipment."

Stephanie next looked at Ms. Malvokoz, "Welcome delegate. Your aides should have already presented you with the information but I will sum it up for you. Recently Menna Shuli had a dam break in their nation that affected many people, the League's nations sent peacekeepers in to help wih protecting and assisting the people that were affected by helping the Mennan government set up temporary shelters and hand out food and medical supplies. It is now moving into the resettlement phase of the operations. I'm sure though that the Mennan government would not choose to send its people to other countries when they are needed for rebuilding the areas affected."

Stephanie sighed on the inside, First impressions really do go a long way...

"Thank you ma'am. As far as resettlement goes, Enchanta has a very large lumber industry, and would be willing to send building materials over to Menna Shuli to repair homes and buildings. Also were any schools affected? If so Enchanta can send over some temporary teachers to help with education", Ashley said, now in her focus zone.

Nature was something close to the Ahnslens. The Enchanti's comments didn't exactly go down well with Parkes.

"This notion is concerning. I cannot speak for the Enchanti situation on this, but generally speaking at least in Ainslie our national parks are hardly able to effectively handle migrants in such a short and acute situation. The idea really does not seem that practical and amongst conservationists and environmentalists it'd really raise eyebrows - especially considering other nations and your nation do not have to resort to these kinds of measures."

"Ainslie can inquire with Keverai if the Mennans want some Keveraite teachers to help out Menna Shuli's education system - it'd likely seem less like a foreign invasion than if we sent Ahnslens. As for the Enchanti's comments, I would like to better understand the wild fire risk that buildings constructed using lumber would face in Menna Shuli."

A younger figure walked into the Assembly, which was in stark contrast to the older visage of Van Adrichem. His gait was equally unorthodox as it was prideful, almost arrogant when compared to most of the ambassadors to the League. He sat in the seat of Dormill and Stiura and turned on the microphone, speaking in a flat accent.

"Good day to you all. I am Andie Severijns, deputy ambassador to Mr. Van Adrichem who unfortunately had to return to Courlaroux due to the, sensitive situation the United Republics finds itself in. Until his return, I will be acting in the official capacity as Ambassador to the League."

He looked around the room and took in its mood before continuing, "I do fully support a measure by which the League provides further aid to Menna Shuli, but as for the particular comments made by the Enchanti Ambassador, this effort should be multinational, no one nation should be at the forefront of the relief effort. We also shouldn't forget about local Mennan industries, which with assistance can supply their nation with the means necessary to recover. That should be our focus, aiding the Mennans and ensuring that they will be able to handle another catastrophe alike this most recent one."

Our education system is highly advanced.", Ashley replied . She took a quick glance at Stephanie, for some reason it seemed as though the woman did not like her.

Mipax smiled graciously and nodded. "Thank you, and the Mênna extend their thanks to the people of Vancouvia as well."

She took a moment. Mipax's fingers drummed on the tabletop, and then she raised her right hand slightly and waggled two fingers for calm. "Essentially, Delegate Malvokoz," she said, "you have to consider the political and cultural climate in my country. The Mênna are a fiercely traditional, fiercely independent people. There is little that we value higher than our sovereignty, independence, and unique lifestyle and traditions. This is, in part, why we may seem backwards or less developed than most other countries in the Isles. There is a natural reticence in our society to adopting the cultural, which at times is conflated with technological and economic, standards of the quote-unquote Western world."

Mipax took a second to sip some water, then continued. "As much as warlords in the Mênnan wilds are criminals and, often, brutal tyrants, it isn't impossible to sympathize with their motives for attacking the camp. Consider it from their perspective; most of them are of the vêkimâ'at, the warrior caste. These are men and women who have been raised since birth to live, breathe and bleed the Hêluk Kima, which you might understand more thoroughly if you imagined if the Bushido Code spoke directly about the sanctity not only of service to the daimyo, but also an inherent connection with the very land we live on. The Mênna do not see our country as the place that we live, the Mênna see our land, our environment, as a piece of who we are. This is why we defend our natural surroundings as much as possible and why the warlords see themselves as righteous. Anything that could be considered foreign interference is anathema to certain perceptions of our cultural bonds both with each other and with our land."

Mipax waved a hand at the delegate from Ainslie. "What Mr. Parkes is remarking in is the Mênnan diaspora present in Keverai. The Mênna have long bonds with Keverai, so much so that there are those who might view that region as something of a lost member of the family, a prodigal son waiting to be reunited with the family that is the Mênna. That too is something to consider. The Mênna view themselves as a family. In point of fact, that is one meaning of the word 'Mênna', and it is at least one explanation given for the caste system: the castes each act like and represent one aspect of a family. But that is a digression. Mr. Parkes offer for educators might be more accepted by our isolationist brethren because, given the right people are sent, they wouldn't be viewed as foreigners. All Mênna are one people, one nation, no matter where they are. This is what out national motto means: strong community, strong nation, strong world. This isn't a fascistic phrase, it represents the bonds the Mênna share across distance and time."

Mipax took one last sip of water. "Basically, advancement means little to the average Mênnan. What they care about is their livelihoods, their survival, and the bonds of their communities. Foreign intervention is viewed as a weakening of these bonds, and it takes a lot of effort by those of us in positions of power who don't frame it that way to garner even the smallest support for opening up. There are those in the senate who would see Mênna Shuli isolate entirely. It's an uphill battle to not see that conception spread."

Despite the obvious mistakes she was making, Ashley would not be discouraged "Mipax, I do not mean to offend your people, but the Mennans seem like a complicated group. To avoid confusion, what could Enchanta do to help with the resettlement process?", She took a sip of water, then wrote down some notes. She was certainly going to need to learn the ways of the League.
