Parkes straightened his suit, and alongside two federal corporals he proceeded to walk into the centre of the room. He stopped for a minute, looking at all the delegates who were in the chamber - awestruck by what he was about to do.

He walked up to the lecturn and began to calmly speak at a consistent pace, defying the echoing sound that the speakers gave out in such a large, open building.

"Honourable Delegates, let me explain to you a situation that has been happening in Ainslie of late, actually, who am I kidding, let me expand that scope. Around 6 individual nations have been affected by the situation that has evolved before us. A new drug “Buzz”, likened to a form of crystal methamphetamine, has been terrorising our nation and our people. People have been acting significantly more adversely recently and our music festivals end in mass hospitalisations. This is not some terrorist organisation I am talking about, but rather a drug smuggling ring that was ultimately revealed by a hacker. Yes, someone had to hack into the bank accounts of Keveran banks because the nation did not possess the moral integrity to give us the details themselves. Let this not be an issue of sovereignty though, the combined intelligence services of the G4 working with various other nations pinpointed this organisation – and we’re 90% certain that the bank accounts that were hacked into indeed belonged to a drug smuggling organisation, which we now know is linked to the Khas-Kirati terrorist organisation, SHOCK.

If you’ve been wondering how they’ve been getting money – this is how. The dealings of SHOCK with various secondary organisations has brought havoc, but most of all, profit to these organisations. This uncovering of evidence could have been significantly more legal and precise if it went through proper channels, but we had no other choice but to rely on less reliable channels in order to pursue justice for the millions of people who were depending on us. Now that I have established the basic facts of the matter we move to bring a proposal to this venerable hall for its’ consideration."

The resolution came up on the screen, and on the small devices that every delegation had.

League Resolution to further International Security
regarding the acquisition of evidence pertaining to international criminal organisations


Noting that the Buzz epidemic could've been resolved through an increased level of cooperation between nation-states,
Concerned at the high possibility of an event like this happening again, possibly resulting in more dire consequences
Concerned about a repeated occurrence of this event happening, possibly with more dire consequences,
Cautious to protect the sovereignty of nation-states,
Prospecting the ability of nations to collaborate in order to achieve justice,
Aware of the individual’s right to privacy and freedom,


Ambassador Callum Parkes and the wider Ahnslen Delegation of the League of The Western Isles bring this proposal to the floor for consideration.

For the purposes of this resolution, the following terms will be defined;
    1. International Drug Smuggling Organisations (IDSO in abbreviated form) are malignant entities who engage in behaviour seen to be illegal under the conventions of international customary law.
    2. Multinational Anti Drug Smuggling Authority (MADSA) – A proposed agency to address the growing threat of IDSOs

The Ahnslen delegation presents these provisions for consideration.
    1. The establishment of the Multinational Anti-Drug Smuggling Authority (MADSA) as an agency of the League. It is to act as an agency devoted to the fostering of an environment of increased collaboration between nation-states in order for IDSOs to be dealt under the full extent of national and international law. There are to be no barricades to membership if the nation seeking to be represented is a member of the league.
    2. If MADSA receives a successful response to their recommendations to the League, nation-states are to be compelled under the authority of the league to provide relevant information to the agency under a terms of reference.
    3. On recommendation of MADSA, the League is authorised to administrate reasonable sanctions against nations that do not cooperate.
    4. The delegation also proposes the establishment of an international police organisation in order to combat threats like multinational drug-smuggling organisations. A resolution is to be created by a committee of the League comprised of nations who show their interest to join said organisation, for wider consideration of the chamber.
    5. This international police agency is to coordinate with MADSA. Neither of these organisations have the power or authority to hold a trial process, but rather must refer these cases to the International Court of Justice for their consideration.


"We are open to discussion and additional provisions, but we believe that this authority must be effective and mutually welcomed by national governments. Thank you."

Parkes calmly walked back to the designated Ahnslen area, waiting for the questions and discussion to begin.

"Drugs, particularly dangerous opiates like heroin or the newer "option one" are indeed something we should be concerned about, but I'd appreciate it if some of the details of this international police organization were discussed a little more before we legislate on it."

"This resolution is not intended to form the organisation, but rather begin a process of it forming. A seperate resolution will be necessary to fully form the organisation. This resolution rather predicts and lays the foundations for an international policing organisation to be formed and how MADSA could interact with it in the future, to prevent the administrative cost of a future amendment concerning MADSA. We intend to form a committee of interested member states to collaborate on a resolution for wider consideration on the matter of an international policing organisation, although that is not the central objective here."

Stephanie shook her head, "This resolution seems like a gross breach in the sovereignty of our nations, especially that of the MADSA. Polar Svalbard is unlikely to support such a resolution for that part alone. We could be amenable to something like your police agency, but rather we would prefer if it was in conjunction with the normal peacekeepers. This feels like an increase in unnecessary bureaucracy, and this MADSA thing has gross-breaches of power. Polar Svalbard will give nothing, nor be "compelled" by this agency for anything. And no, only this assembly of nations ought be able to levy sanctions against nations, not an organization that is away from the watchful eye of us delegates."

Stephanie looked towards the other delegates, "For the resolution to pass I feel as though we would be stepping away from the traditions of the League and giving the League itself much too much power."

Major Yulia cleared her throat nervously, shifting in her seat and looking to Stephanie, nodding. "I agree. This seems like too much power and authority to the League for such a matter. The Empire has not been victimized by these drugs, so we should not be compelled by the MADSA in any way. If the resolution could be perhaps clarified to not include all members of the League under the agency's authority, but instead states that have voluntarily given these permissions through delegation...?"

She cleared her throat once more, leaving her statement open for debate.

Parkes knew that that provision would not be met with any fanfare, and decided to inevitably respond to that question posed by the Svalbardian delegation, "Would it make a difference if the league were to implement these sanctions and discuss them on the recommendation of MADSA? We are also open to the Questian delegations idea... perhaps nations could sign onto this document instead?"

Stephanie looked towards the delegate from Ainslie, "Polar Svalbard would be more amenable towards the MADSA being able to recommend actions for the League Assembly to take rather than such an organization having such wide reaching power's in and of itself. To go with the suggestion of the Questian delegate is akin to smothering the organization in its crib. If nations don't have to join an organization that can use powers against it, then they won't. In both cases theMADSA will have little to no power, but at least by Polar Svalbard's preferred method it will be respected and has a chance to affect the Isles."
