Of course, Zarhad would never risk itself exclusively for Taniar per se (though I rather thought there would be some level of trade between us, even if not officially 'state-sanctioned'), but what of this little deal you and Xie are working on? If the EoM were to take control of the Tani lands that form the choke-point of the Cut, then how will your Elvish and Dwarven merchants get to the Dai-Shie Empire? They couldn't pass through the waterway, or through Gunrado (even if they could somehow, they would then have to take the roads through Taniar or travel through the dangerous, roadless Troll Territories). Perhaps they might make it through Korrss, if he's willing, but then they'd have to load their ships in Zarhad, land them in Korrssi ports, move by caravan on roads admitted by their owners as not ideal, and then reembark on new ships to get to Dai-Shie -- certainly a costly endeavor, if not outright economically unfeasible. The problem would also exist for realms beyond Xie's (not too many atm, but still).
Secondly, a Tani diplomat would try to make a 'one neutral nation threatened and all neutral nations are in peril' type case, arguing that, when and if Taniar is conquered and pacified by the EoM (be it in ten, twenty, or even fifty years down the road), what stands to prevent the next neutral realm from falling? What when the Dwarves are forced from their homes or ground to dust by the Hordes of Zelbe? What when Carsepolis and Taniar are brought to heel, keeping all but men from passing through the Cut, all the while their navies greatly enhancing the Empire's power? What when the Dai-Shie and the Korrss are overrun, and become pools from which the EoM can easily draw tens of thousands of experienced spears and horsemen from their populous lands? How long could the Union of Zarhad stand against the combined might of the know world? What good is a defensive channel when the Empire has hundreds of ships? What good are fifty-thousand soldiers when the Empire can call up and loose two-hundred-thousand without batting an eye?
That would be how a Tani negotiator might try to convince Zarhad to aid them.

The Zarhadian leadership does not want to see the empire take control of the cut. You also speak of a realm (Zelbe) That They would have no contact with, so why would they care?
Shie sent someone to inquire about trade, and used it as way to bring about the matter with the empire. Maybe if you attempt that small thing as sending a diplomat, maybe aid will come your way. But till shie came about, Zarhad only traded to ports in Korrss. Seeing as they can take a safer route to their ports and stay out of the waters close to the empire.
Also Zarhad does not respond well to scare tactics.
