“Sir,” the words of the security officer riding in the presidential vehicle, which is basically a tank on wheels and with worse gas mileage, rang through the vehicle. President Chinua Ogechukwukana took no notice of the man, though. This was not out of disrespect, but simply preoccupation. Chinua was enthralled by the view out of his window. As president he loved being close to the people of his nation, and driving through the streets of Yaounde was the perfect opportunity to do that. As his vehicle moved slowly through the cleared streets of the capital, the Diamond of the Central African Republic, as Yaounde is often referred to as, Chinua waved to the masses of people congregated on the sidewalks, smiling his sweet grin at the people pressed up against the barriers holding the crowd back. His heart soared with pride as he saw not only the flag of the Central African Republic displayed in front of businesses and other establishments passed on the journey of his car, but also the flags of nations rumoured to be attending the summit.

The summit. Chinua’s personal project the purpose of the summit is to create an organization to serve as a beacon of democracy throughout the world. The existence of the Federation of Autocratic States and the barbaric actions of that organization's members in the past few months inspired Chinua to call for this summit. The Summit for the Promotion of Democracy. He hoped that this summit would lead to the creation of an organization to overcome the Federation of Autocratic States and spread the ideals and privileges of democracy across the globe. There are plenty of powerful nations slated to come to the summit, so hopefully this gathering would at least get the attention of the autocrats and oppressors of the world.

Paired with the summit was a gala where the leaders of the free world could mingle and participate in conversation before moving onto the more serious business of the day. The gala is taking place at the Allewua Memorial Congressional Building (AMCB), which is outfitted with the appropriate ballroom for such a gala to take place there. The gala is taking place in the afternoon, and will conclude with a luxury dinner. The delegates will then move on to the Zeweki Conference Hall in the AMCB and begin discussion on how to approach the issues facing the democratic world. The summit will continue into the next day, and, if necessary, will be extended a maximum of two days.

As Chinua contemplated the gravity behind the summit his car stopped in front of the ACMB. “Well, Jutembi,” Chinua said, addressing his security officer, “let us begin.” And with that the security officer pushed open the door of the vehicle, exiting onto the red carpet leading up to the doors of the AMCB. Seeing that the area is clear the security officer taps three times of the roof of the vehicle, meaning it is safe for Chinua to exit. Putting on his smile the president steps from the vehicle into the eyes of the public. WAving to a few journalists he pauses to button the top button of his dark blue tuxedo. Moving over to the crowd to shake a few hands Chinua soon begins pacing towards the building in which history will be made. Entering the building he makes his way towards the ballroom, a path which is clearly marked for visitors, though Chinua knows the way by heart. Entering the ballroom Chinua is the first leader to arrive. So, he makes his way over to the table at the edge of the dance floor and takes a seat. Waiting for his fellows to arrive.

OOC: So, you can either begin your roleplay by describing the arrival of your leader at Yaounde International Airport or you may begin by having your leader arrive at the Allewua Memorial Congressional Building. I just ask that you be in the ballroom by the end of your first post to make interaction easier. As far as participation goes please only join in if I have given you permission to. I will be telegramming a link to this thread to a few nations, that is me giving your permission to participate. If I do not telegram you a link to this thread and you want to join in please telegram me explaining why you believe your nation should be allowed to send a delegation to the summit/gala and I will consult with one or two other nations before approving or denying your request.

Over the Atlantic Ocean

The night devoured all. After reaching the edge of Riverian Navy Complex all was dark except the occasional barge or aircraft carrier. Alexander was excited about the upcoming meeting. He had a new suit tailored just for the event. His old formal tuxedo got ruined by Aeurian cigars and a small stain of alcohol that the staff wasn't able to scrub out. Alexander was still tired from the Aeurian summit, having only been blessed with a few hours of sleep in the last week. His eyelids felt like each had been tied to a cement brick. Alexander blamed his insomnia and slow healthcare in his homeland, something he would have to address later. For now, he leaned back in his plush chair and popped some of his meds. Slumber, it comes to me....

Allewua Memorial Congressional Building, Yaounde

A nice nap. The last few hours of the air travel came easy to the President in his sleep. Only the landing awakened him. He now sat quietly in his escort vehicle in front of the hall. He couldn't tell what exactly was happening outside, the windows were tinted very darkly from both sides. As he stepped out, he was amazed. He took in the grandeur of the building that faced him. It even rivaled Riveria's largest museums. Crowds still flocked around the building from Chinua's recent entrance. Alexander smiled because some of the citizens recognized Alexander from newspapers and the Internet. He waved, and grasping his notes, fled deep into structure to the ballroom. He was early, and liked for it to be that way. He could get personal one-on-one chats to the world leaders as the entered. He was particularly interested in meeting Chinua, who hosted the ball out of the kindness of his heart and the completeness of his soul.

Chinua Ogechukwukana, in the ballroom

Chinua sat quietly as he waited for the leaders of the free world to arrive. He passed the time by admiring the chandeliers hanging from the ceiling of the classical room. He loved admiring the intricate beauty and brilliant craftsmanship behind all Central African art, as the tragically beautiful past of the nation produced tragically beautiful art. He admired glass work above all other forms, though. The village Chinua's father hailed from specialized in glass-making, and though Chinua had grown up in Lagos far from the hits where his father was a child he was often told tales of the practice.

Deeply concentrating as he examined the sharp edges of the chandelier directly above him, Chinua snaps to attention when he hears the crowd outside of the congressional building roar with such excitement that can only mean a national leader has arrived. Standing and straightening his jacket and bow tie, while also flattening out the creases that had formed in his pants, Chinua prepares for the entrance of whichever nation's leader has arrived. Luckily, the mystery is diffused when an aide runs in and notifies Chinua the leader is President Alexander Eugene Boyei of the Great Warrior Rivers, a powerhouse nation in the Americas and the world.

When Alexander enters Chinua strides towards the man, puts on his award-winning smile, and states loudly with a gentle firmness, "welcome President Boyei! What an honor it is to have you here in the Central African Republic. I hope your travels to my magnificent country were satisfactory. I hope you are prepared to change the world. The power to alter the course of history is at our fingertips, President Boyei. Let us use that power for good."

Allewua Memorial Congressional Building

Lord President William II stepped slowly out of the door of his escort vehicle, nodding at the attendant who opened it for him. William was old, verging on 64 and clearly showed his age. His hair was a solid white, combed back shortly before his arrival on the jet over. He spent the time either sleeping or playing chess with a few of his assistants, having the spare time. He was unsure about the meeting, understanding that his country was rather... authoritarian for a democratic summit. Yet, they fit the bill and hadn't joined the Federation of Autocratic States yet, so he assumed they couldn't afford to be picky.

He stood up from the vehicle, resting a hand on the open door and grabbing his ornate cane. It was a rather fashionable tool to help him walk; the top was rounded and shaped into a small ball of polished ivory, with an engraving of William's family crest, the Canmere dynasty. He tapped it onto the ground and walked forward, a small limp in his left leg hindering his gait. He had been shot many years ago by a would-be assassin, who quickly learned how severe William was in his punishments. He trod up the red carpet, pacing himself and reaching the door. He turned and took a final smoke from his cigar, heavily inhaling in the fumes and tossing it aside as he walked through.

"Mrs. Quarafasht, we have arrived." Kuyunla woke up.She had fallen asleep on the way to the Congressional Building, but who could blame her ? Only 3 days ago had she won the Election and now, after the Inauguration Speech earlier this day and the following flight to Valyria had she arrived.
This would be the first diplomatic event for her to attend and a very important at that.It had the possibilty to improve relations with the Central African Powerhouse and moreover the rest of the free world.Furthermore the Scramble for Indonisia had shown, that the FAS was a destructive force of aggression.
If left unchecked the smoke of Aeurian soldiers taking their 20th cigarette of the day would blot out the sun and unjust autocrats would oppress the world's working class, while the "nobles" dabbled in abominations such as royal marriages.Only a strong and united free world could take action to prevent such an apocalyptic scenario.
Altough she had little experience in diplomacy (she only had experience in domestic politics), she had no reason to panic, as she was accompanied by Chief Diplomat Alechandro Sanchez.She gave him an earnest look and told him : "Let's go".
She stepped out of the car and set course for the awe inspiring building in front of her. Only few of the central Africans in front of the building recognized her.This would change.Oh, yes this would change, a new wave of diplomatic break Carthage's relative isolation and make her famous.

Pretty, thought chief executive Zora Dizengoff as she stared out the tinted window of her limousine towards the Yaounde skyline. She thought back to the last time she had set foot on the African continent. Back then, she was still a major in the Israel Defense Forces, a deputy commander of the Caracal battalion, sent in to salvage a hostage rescue mission gone horribly wrong.

That was almost four years ago, reflected Dizengoff. Her battalion had successfully turned the situation around, and the pivotal role she played gained her instant fame and recognition back home. It was a short time later that she entered politics and was catapulted into the position of Chief Executive. Sometimes, she still couldn’t believe it. From a lowly soldier to head of state of an entire nation. She smiled an imperceptible smile. I am the poster child of democracy.

She focused on the streets of Yaounde again. The people here acted very differently from the fanatic militiamen she had faced half a continent away. They looked affluent, happy, confident. The city itself gave a feeling of openness and freedom, with broad boulevards and plenty of open spaces. It was as if the entire city was designed with this very summit in mind.

Her mission here was clear. With the recent nuclear catastrophe in Southeast Asia, it was important that the summit produces tangible results. We need a counterweight to all those pompous aristocrats treating the world as their personal playground, thought Dizengoff. More than that, Beta Israel needed allies on the international stage. A tiny nation wedged between gigantic neighbours, Beta Israel cannot afford to be isolated.

As if sensing her thoughts, the deputy executive for foreign affairs chimed in. “This is an important opportunity for us. We could gain important allies here.”

“Yes. Has your people prepared the briefs I asked for earlier?” Asked the chief executive.

“Of course. I took the liberty to also include a comprehensive outline of each nation leader expected to attend this summit. They have been uploaded into your secure datalink this morning. You may peruse them at your leisure.”

The car ground to a halt.

Dizengoff nodded. She would have to read them some other time.

Her door opened. A faceless ExecSec agent stood to attention. She wondered what these people did for fun in their free time.

She stepped out of the vehicle. Further up the red carpet, a security guard noticed something on the ground and quickly leaned forward to pick it up. It looked like a half-smoked cigar.

Focus!, thought the young soldier-turned-politician. As she walked towards the entrance, she wondered who it was who would throw a smoked cigar on the ground like that.

Prime Minister's Jet landing in Yaounde

The flight was long for the Prime Minister, a 21 hour long flight from Vancouver to Yaounde with only one stop in Bermuda had taken it's toll. He was never not working for long, they left early in the morning so as not to miss the work day. Landing in Yaounde, the Prime Minister had an understanding of the importance of attending the meeting, New England was among the most influential nations in the western hemisphere, let alone the world, but it would establish New England's position as a democratic nation.
"What nations are attending?" Asked the Prime Minister about 1 Kilometer away from Yaounde.
"The Great Warrior Rivers, Carthage, Ferith, and others." Replied the Minister of Foreign Affairs.
"Surprising, I thought Aeuria would attend a meeting like this."
"According to my sources, Aeuria and Valyria had a feud before the meeting was planned, calling them 'not democratic enough'".
"Interesting, they have popular votes there."
"Old grudges we can assume."
The aircraft landed at Yaounde international aeroport later, and the Prime Minister, and a few ambassadors and Ministers were picked up via limousine and were escorted off to the meeting hall. They sharpened up during the drive, fixing ties, and cleaning their New England flag pins, all things they had plenty of experience with. Arriving at the hall, the Prime Minister made a deep breath, as he and the other ambassadors stepped out. Lots of people watched intently and closely as they walked to the entrance, giving them an idea of the political power they have at their disposal during talks here.

As the various diplomats arrived the crowds outside the congressional building cheered with excitement, and those with the national flags of the leaders arriving waved them vigorously when those leaders stepped out onto the red carpet. Cameras flashed and journalists howled questions as the leaders of the free world made their way towards the entrance of the building. When the leaders reach the door of the building and enter they are greeted by a bustling group of aptly dressed chauffeurs who lead the various leaders down the halls of the building to the ballroom where the gala will be held. The first of these leaders is Lord President William II of the Noble Republic of Ferith, a vital North American nation. Chinua knew that Ferith was a peculiar nation to have at a democratic summit, but he recognized the legitimacy of the autocratic democracy established in the nation.

As the Lord President arrives at the ballroom Chinua smiles apologetically at President Boyei of the Great Warrior Rivers, stating, “I apologize President Boyei, but another guest has arrived and I am obligated to greet him. Please take a seat wherever you wish, and feel free to mingle with the other national leaders. We’re all friends here.” And with that the sprightly figure of Chinua Ogechukwukana strode confidently towards the elderly, but dignified, Lord President. Stopping in front of the leader Chinua gives a shallow bow, “it is an honor to meet you Lord President,” and at that Chinua notices the entrance of the Carthaginian delegation, “and I look forward to collaborating with you and your nation. I apologize for how brief this greeting is, but I must interact with all the delegations as they arrive. Feel free to sit wherever you please, but a seat towards the front of the room would be more appropriate.”

Barely having settled in his position by the Lord President, Chinua takes a moment to make sure his appearance is suitable before pacing over to the Carthaginians giving his typical bow. “Mrs. Quarafasht and Chief Diplomat Sanchez, what a pleasure it is to meet you. Central Africa is honored to have you in our nation. Not only that, it is a pleasure to have you attending this summit, which I have no doubt with be nothing but monumental.” The young president gives his typical charismatic to the two leaders, and starts to relax...until he sees the Israeli group enter the room. “And I apologize, as I must now go greet the Israelis. Feel free to sit wherever you please, but a seat towards the front of the room would be more appropriate.”

“Chief Executive Dizengoff!” Chinua states enthusiastically as he reaches the Israelis bowing as is typical. The reason Chinua bows is because this is a typical Nigerian tribal greeting, and as Nigerian Chinua has made it his goal to making bowing part of social scene of the upper echelon of Central African society. “How was your trip to my lovely country? I trust that you had no trouble, I would be ashamed if any of my citizens disrespected such a noble and respectable leader. Feel free to be seated wherever you please, or go ahead and mingle with the other national leaders that have already arrived.” Chinua is slightly stressed at his lack of prolonged interaction with any of the delegations, especially since the New Englandians Prime Minister and his entourage have just arrived.

Striding over to the newly arrived group you should know what Chinua does by this point. “Prime Minister Smith, so nice to see you here in my nation. I trust you are ready for the summit? This can’t be all work, though. So feel free to mingle with the other delegates for now. The gala will begin soon the Yaounde Symphony Orchestra is preparing now to regale us with their beautiful music this afternoon.” And with that Chinua steps away.

Taking a moment to relax the young leader smiles to himself as he surveys the room which is quickly filling with leaders from some of the most powerful and influential nations in the world. This summit will be monumental. He thinks as he continues to watch on from the sidelines.

Exterior of the Allewua Memorial Congressional Building

Minister of State Mateo Salazar was woken a gentle tap on his shoulder. The aged bureaucrat blinked and rubbed at his eyes, tearing away the grit that had made a home there during the Minister's nap. He looked over to where his security officer was sitting, stoically awaiting his charge's attention. The man was young, more likely than not a new member of the Office of Homeland Security, but the small tattoo on his neck betrayed his nonthreatening likeness. It was the profile of a hawk, the mark of the 1st Marine Corps Legion, renowned throughout Libereca as some of the most battle-hardened veterans the LDF had to offer. I wasn't a surprise, really. Only the best became OHS operatives.

"Señor, we have arrived," he said, pointing out the window of the van.

Mateo glanced outside, seeing the meeting place well-adorned with nationalistic bunting and flags. The Minister looked at his watch, a silver Rolex given to him by his grandfather. ", we have arrived, but we are somewhat tardy," he grumbled. He hated being late.

"El tráfico fue horrible, señor," the officer explained as the armored diplomatic vehicle slowed before coming to an abrupt stop before the massive building. The officer exited the car and walked around to the back passenger side, where he politely opened the door for Mateo. Mateo climbed out, using his hand to shield his eyes from the bright sun.

"Let's not keep our wonderful host waiting," he said, starting off on the red carpet towards the congressional building, ignoring the reporters lined up with their cameras.

While the Prime Minister may have spent minutes or even hours gawking at the architecture of the building, Mateo didn't even bother to glance at the stunning design of the room around him. He was more focused on what he had been sent here to do, as he almost always was. Currently, the foremost thought on the Minister of State's mind was of meeting President Ogechukwukana, the gracious host. Mateo saw him a few meters away, silently watching over those gathered, like a guardian angel. Mateo straightened his posture and strode briskly over to where the President was standing, head held high.

"Mister President, it is an honor to meet you," Mateo said, bowing deeply before the Valryian President. The Minister of State had schooled himself on the local culture and customs, as he thought was appropriate for a diplomatic representative. He rose and put on a friendly face, greatly dissimilar from the stern look he usually wore. "The Prime Minister would like me to express his apologies at not being able to attend. He is currently embroiled in other matters, and has sent me in his stead."

William walked from the President, a small smile behind his bearded face. He walked over to a seat towards the front of the room and lowered himself into it, his cane resting between his legs. He leaned back, watching the man greet every single delegate. He thought it was funny at first, but understood that Chinua was trying to be friendly and make sure everyone was satisfied. He assumed that he had put a lot of time into the meeting and didn't want a single misstep to potentially damage the outcomes.

He turned his face and looked down at the floor, thinking about the Summit. Ferith would support a democratic-response to the Federation of Autocratic States, even William had no issues with the idea. However, he was unsure how much of the meeting would remain in his favor when against the other dignitaries. Ferith was verging on an Autocratic state, and only by virtue of their direct democratic process were they allowed to attend.

The Prime Minister and his group mixed in with the crowded hall, meeting and greeting ambassadors and leaders of nations, most of which usually didn't interact with New England. He couldn't stop the feeling that the New England delegation was the "elephant in the room" due to their long standing friendship and cooperation with many of the FAS nations. He really did not want to pick as side in the looming "cold war" between Democracy and Fascism, either choice would jeopardize relations relations with the other, not to mention the idea of joining the Francophone.
Thoughts raced through his head, but were interrupted by his Minister of Foreign Affairs.
"Mister Prime Minister, members of the Israeli delegation."
Snapping out of his head, the Prime Minister shook hands with the members of the delegation.
"I do not think we have met before. It is a pleasure to meet you at last." Said the Prime Minister
"Indeed, I guess that is the result of being a tiny nation."
"Oh please do not take it that way, I haven't had time for many diplomatic missions in the past few months." Said the Prime Minister in an apologetic voice, stereotypical of a New Englander.
"None needed, so are you here to make a stance of the FAS and its members?"
The question that the Prime Minister in his delegation had been regretting had just been asked, their faces turned pale as snow, giving the looks that someone would see after watching someone be shot and killed.
"Uhhhhh, no? At least not yet." shuddered the Prime Minister.

"I must beg my leave. It appears my delegation needs me. We look forward to discussing with you at the meeting." The Prime Minister said as he was taking a que by the New England Ambassador of Valyria.

After meeting the Valyrian President Kuyunla looked around the large and decorated room.She could see the Representatives of the GWR, Ferith, New England, Libereca and Beta Isreal.
She decided to talk to the Beta Israeli Representative first, as her nation seemed to be the only other semitic nation around.Kuyunla hoped similar cultural backgrounds would make negotiations easier and after a short talk with Alechandro on the subject, she walked over to the Chief Executive, smiled and shook her hand firmly while announcing : "It is an honor to meet you Mrs. Dizengoff, i've heard a lot about your heroic actions while serving in the IDF."After noticing that the Chief Executive didn't seem to be able to remember her name, she added "I don't believe we've had the pleasure to be introduced to eachother yet.I am Kuyunla Quarafasht, from the Democratic Republic of Carthage."

Carthage, thought Zora Dizengoff. Carthage would make a great ally. Not only were the Carthaginians of semitic origins, the vast nation also controlled the entrance to the Mediterranean Sea. If they wished, the Carthaginians could make it very difficult for any ships to enter the Mediterranean. Like warships from a hostile nation on route to attack Beta Israel, for instance. The thought pleased the chief executive.

“Pleased to meet you, President Quarafasht. I am so very glad to find you here," said Dizengoff. "We Beta Israelis have always looked upon Carthage in admiration. The ancestors of both of our peoples have been forced to flee their ancient homelands. But while our ancestors escaped only to become refugees in a hundred foreign lands, yours managed to establish a great empire that remains a beacon of civilization to this day.”

“You are too generous, Mrs. Dizengoff.” Replied Kuyunla. “The way your people reclaimed its homeland is no small feat, either.”

“We have fought hard to earn our little piece of home, it’s true,” admitted Zora. “But we are tired of fighting. Let's talk of peace instead. And friendship. I do hope our two nations can come out of this summit as friends,” said Zora. As a gesture of friendship, she casually slipped her arm around Kuyunla’s.

“Come, let us go talk to some of the other nations’ leaders.”

The Prime Minister was speaking with delegates from Carthage when one of his ambassadors inturpeted him and told him Parliament needed his approval on the joining of la Francophonie.
"Excuse me a minute." Said the Prime Minister to Mrs. Quarafasht.
The Prime Minister dashed to the outside courtyard of the meeting hall.
"Minister, you understand I am in the middle of an international meeting, please, make it quick."
"Yes, Parliament has made a vote and have unanimously agreed to officially join the Francophone." Said the Minister of the House
"THEY WHAT?! DO YOU UNDERSTAND WHERE I AM AND WHOM I AM WITH!?"
"Yes, we don't plan on releasing any official statements until after you take off and land in Bermuda after the meeting."
"Like that helps! The House meetings are always open, news doesn't stay put you know!"
"Stay calm, you can always leave if you have to."
"I'm vetoing the bill until AFTER I leave, Parliament shall not pass the bill until this is over."
"As you wish, we'll send word to Parliament."
"Do not call me back unless the Aeurians are nuking someone okay?"
The Prime Minister was visually chilled. He took several deep breaths before entering the meeting again. Once he re-entered, to his relief, the Ambassadors had stalled the Carthaginian dispatch long enough for him to return.
"Is everything alright Mister Prime Minister?" One asked.
"Yes yes, just Parliament asking approval for more ridiculous things as usual, this is what happens when your nation's majority party is incompetent."
"That's good to hear."
Inside of his head, the Prime Minister understood that the veto would not hold for very long, but just long enough not to get his plane shot down.
One day we'll rule the world, then you'll be sore-y, eh?

“Come, let us go talk to some of the other nations’ leaders.”

"That's a great Idea.However i would prefer to talk about some possible treaties first, if you don't mind.I'm sure you'll like these proposals, as i've made sure that they are beneficial to both of our nations.We'll surely have enough time to talk after we've discussed this, don't you think ?"
"Alright then, what exactly do you have in mind ?", asked the Chief Executive, with a bit of resignation , as she had wanted to chat a bit more, before getting down to business.
"We have plans for a free trade agreement, student exchanges and military cooperation , maybe even going as far as establishing an alliance, to protect our nations from outside threats.Does this sound acceptable ?"

(OOC:I've got no problem with you RP'ing minor actions of my character, i took the liberty to do that to your character too.I've tried not to include too many unnecessary details in this post , so you don't have to read through a wall of text, if you're already short on time.)

"Well, lets not dwell on domestic Problems.We're here to make friends abroad after all, not to remember our enemies at home, aren't we ?"
Alechandro hoped that changing the topic would cheer the Prime Minister up.Discussing foreign policy with a sulky or (even worse) an absent minded leader was usually a fruitless effort."New England is an influential nation and it'll be an important goal to prevent it form getting too friendly with the FAS.", he thought to himself.

President Neilsen walks through the double doors and into the meeting chambers with all the New Worlds leaders at the table, Alburian Secret Service escorted him in a 6 point formation around him. "I apologize for being late, I had an issue on the plane that needed to be taken care of before I came here." President Neilsen walked for a moment before finding his seat. "What have I missed?"

The chief executive proceeded to address each of the issues raised by the Carthaginian president:

"As far as free trade and student exchanges are concerned, we agree in full. We would also like to propose reciprocal lifting of visa requirements so as to encourage tourism between our countries."

"As for establishing a military alliance, we agree in principle, but it will depend on the outcome of this summit. From our point of view, closer military cooperation with Carthage is both necessary and desirable. However, it is my hope that this summit will produce a larger military alliance involving all attending nations. If such an agreement does not materialize, we would be more than willing to discuss an individual alliance with Carthage specifically."

Some moments later

The young head of state glanced towards the conference table, where various leaders have started to take their seats. "Shall we join them, President Quarafasht?"

The talk about military cooperation caught President Neilsen's ear. "What type of military alliance are you looking to have between all nations? Are you suggesting a Global Peace Force comprised of units from all the different involved nations?" President Neilsen obviously showed interest in such an agreement. "We could make it beneficial to all nations involved by providing aid services incase of natural or man made disasters, Involved nations would send Food, Water, Medical Aid, Things of that nature to countries in need of it".

The chief executive turned towards President Neilsen. “I was hoping to discuss it in more detail during the formal meeting, but I am happy to share with you the kind of alliance I had in mind.” Here we go, thought Dizengoff.

“First, a mutual defence pact. This would entail that members support each other militarily in case of agression by a third, non-member nation. Of course, this would be a purely defensive arrangement, and would only apply to a nation which is the victim of an attack, not the other way around.”

“Second, that a permanent rapid reaction force be established. This highly mobile unit would be deployed in response to a multitude of scenarios, such as aggression by a non-member nation or in case of a major humanitarian crisis. The strength we envisioned for such a force would be brigade-sized, but that is up for debate. Members could either commit troops or money. We thought it appropriate that the nation committing the most troops would assume the command of such a force.”

And now, for the most important part.

“Third, and, given the catastrophe we just witnessed in Southeast Asia, I think many here would appreciate, I propose a nuclear deterrence pact.” Zora glanced at the surprised look on the face of the other leaders. “Some of us have the ability to produce nuclear weapons. Some also have ICBM or other nuclear second strike technology. What I propose, ladies and gentlemen, is that those nations among us that possess nuclear weapons commit, in the event that any of us should be the target of a nuclear strike, to strike back at the aggressor simultaneously with nuclear weapons of their own. I believe this is our best bet yet in discouraging the proliferation and use of nuclear weapons in the future."

Zora Dizengoff then looked toward the other leaders, trying to gage their response to her proposal.

"Here, here." Alexander scolded himself for nodding off for so long, but he had heard the leader's proposal. He raised his head and wine glass in approval. He was extremely tired still and almost nodded off again before he remembered what he was going to say. "Nuclear deterrence is always a good thing. Surely nations like the Pakxe Pact and Aeuria wouldn't understand that, but I'm glad you do." Alexander smiles from ear to ear, the very same smile that won him two elections in a row. He acknowledged the Albaurian delegates, although Alexander didn't recognize him personally. He would have to start making dossiers on this kind of stuff. "Certainly you agree, señior? I can't say I ever remember Albauria having a peaceful side. I'll not fuss if you do." How simple of Alexander to say. He couldn't remember a lot of things anymore.

After Alexander's short speech an uncomfortable silence set in.To continue the conversation Kuyunlu decided to state her own opinion :"I fully agree with the mutual defence pact and the option of nuclear deterrence.We should however set clear rules on how nuclear weapons and technology enabling their development are shared between member nations.I'd also want to know where the rapid reaction force will be stationed ?"

"We do not believe that nuclear technology should be shared among member nations", replied Dizengoff. "The purpose of our proposal is to limit both the use of nuclear weapons and their proliferation. Any nuclear strike against a member of our alliance will trigger a counter nuclear strike from all nuclear-capable members. Therefore, those among us that do not possess nuclear weapons will no longer feel the need to develop them, since they will be protected by their nuclear-capable allies."

"As for where the rapid reaction force will be stationed, we do not have any set location in mind. Ideally, it would be stationed in an African or Asian nation, since the Americas are relatively peaceful these days."

Zora glanced at the table, where many leaders have taken their seats. She then turned her head towards the Valyrian president, who seem to be surveying the room from the sidelines. We've been chatting for a while now, she thought. Why doesn't he join us? When will the actual meeting start?
