Hai Jin Lao Civil War!

Following the ruling Socialist party's decision to abolish the democratic system in favour of a meritocracy, the Army, with reconnaissance support from the Air Force, stormed the party headquarters, parliament building and Police command centre.

At the Parliament, they were met with fierce resistance from the Commissariat Forces, elite secret police hand-picked by senior Socialist party members. After 4 hours of fierce fighting, the lightly equipped Commissariat surrendered, but not before destroying all records of their activities under the socialist government. The government was located in a safe room, and were immediately arrested, however none of the officials were harmed. With the remaining Commissariat in hiding along with any free party members, the Air Force and Army have seized effective control of the country, their intentions are still unknown, however former conservative party politicians have been seen entering military headquarters.

The HJL Navy ordered all sailors aboard, and fled the mainland, taking control of the overseas territory and several islands off the coast of Hai Jin Lao. They have declared that they will not recognise this putsch and that they will fight to maintain the legitimate government, whilst defending the territory they hold.

The Military Junta declared that unless the Navy returns to port and awaits further orders then they shall be considered enemies of the state, and will be eliminated by force.

Do not believe these lies! The Socialist party destroyed the democracy of this country, and the acts of the Commissariat violated many people's human rights! We will restore a truly balanced democracy to this country, and we will allow the economy to flourish. The Socialist system has failed this country, and the Socialist party know it! They were losing popular support due to a failing economy, and so they ended the democratic process!

We will maintain control of this nation and make it great again, only with the military's strength is it possible!

The Council of the Khanate strongly condemns the actions taken by the army and air force in Hai Jin Lao. We openly invite the remnants of the opposition and the navy to find refuge at our port of Vladivostok. If enough international opposition to the new government is received, we will spearhead a coalition to take back the Socialist Republic of Hai Jin Lao for our comrades. We have just established the Co-Alligned Organization for Stability and Peace (CAOSP) where any nation interested in restoring the old regime to Hai Jin Lao can join. We have already sent 4 crusiers, 2 battleships, and the KMV Subotai, an Admiral Kuznetsov class aircraft carrier, to establish a blockade against the rebels. An embargo is already in place.

The High Admiralty have formed a Provisional government based in Somalia, while the country lies in confusion and disarray as the news spreads, the navy was able to launch a covert operation to rescue senior members of the Socialist party as well as many Commissariat personal.

A raid was also conducted on the Police armory, however communication was lost with the task force. A video has emerged of 10 captured marines being executed by Air Force officers who ambushed them at the armory.

The HJL Naval Force has set up an embargo several miles form the coast of mainland HJL. Although we are able to block 40% of all international trade, without support we wont be able to put enough pressure on the Junta.

The Junta have decided to mobalise all reserves and have declared the situation a civil war, with international influences. The Junta has called for international condemnation of the embargo, a representative of the government said:

"The unethical embargo only harms the working people of this nation! True socialists would never choose to hurt their own people! Only under our leadership can the workers achieve true emancipation from the corrupt Socialist party. "

The Airforce is preparing several bombers, fighters and transport planes which has left the Admiralty fearing an imminent strike. It is well known amongst the international community that the Socialist government had been developing biological weapons for years, these are now in the hands of the Junta. Humanitarian watchdogs fear a biological weapon could be used, particularly on the densely populated island of Hai Nan, which remains isolated, despite naval control.

President Amadeus Schier sits in his office discussing the situation in Hai Jin Lao with his advisors. The Director of National Intelligence, Heinrich Mueller, is now speaking; "At this moment, there does not appear to be much international attention focused on this civil war. The only development that we have is that the nations of New Mushroom Kingdom and the New Mongol Khanate have expressed their immediate interest and willingness to intervene. Our reports indicate that the Khanate have indeed dispatched warships to the conflicted area. They have also brought an embargo to bear against the Junta. The most troubling part of the whole affair is that there are active biological weapons at play. I advise that we keep a watchful eye on the deployment and possible use of these weapons."

The President replied "Troubling indeed. We cannot allow the usage of biological weapons to go unpunished. I want a team assigned to monitor this conflict Heinrich. Keep me updated on any development regarding the mobilization of these weapons. I will call the Speakers of the House and Chancellery and tell them to draft a Declaration of Intervention, in case these weapons are used. Hopefully if such an event does occur, they will be able to vote it through.
I also Peter to issue a public statement to the all parties involved reinforcing our current stance. Meanwhile, I want the military to be on alert for any developments also. Its business as usual for right now, though still be on the lookout. Relay any new information to the appropriate channels. Thank you gentlemen, lets get back to work."


The President called the short meeting to a close, and went about doing the things that he had said. Peter Rauble, the Secretary of State, immediately went to work setting up an official dispatch, via webcam. about two hours later, the recording was live.
"My fellow Landser, it has come the attention of the Federal Republic of Reichsland, that a civil war has broken out in Hai Jin Lao. The following statements are directed at all parties involved in the conflict. Any use of nuclear, chemical, or biological weapons shall result in the immediate intervention of the Federal Republic of Reichsland with either militaristic or economic means, or a combination of the two. We strongly condemn any usage of these weapons. We urge all parties involved to rapidly come to a meaningful and lasting diplomatic resolution of this conflict. War is not something lightly thrown around, it is merely a bloody tool that is used when the last shred of our human cooperation has failed. We also want to let everyone in the Hai jin Lao area that refugees wishing to flee the warzone will be allowed temporary refuge within our borders. We are currently deploying two civilian freighters with a military escort to the area to retrieve any refugees. Thank you for your time.

We thank The Mushroom Kingdom for their interest in supporting us. Right now we have the resources and manpower to wage this war and win it, but frankly... we don't have any ships left and there are not enough transport planes for us to launch a meaningful campaign. Right now we need to focus on capturing HJL Naval vessels, do not sink them! They came at great expense to this country and must be preserved, also they may have intelligence information aboard.

As for the usage of biological weapons, we are unable to comment on these for security reasons. The Government possesses the capability to launch an effective, and controlled biological attack on the island of Hai Nan as we speak. The governor of the island, Captain Chu-Ping has been sent an ultimatum: his unconditional surrender of the island to government forces. He has 48hrs to respond. Currently the HJLAF are circling the island to ward off any HJL naval vessels.

Despite the hot Summer days slowly creeping into the Central Asian capital of Almaty, the cold winds blew strongly upon the windows of the Presidential Hall. President Anteg Ria sits down in front of the fireplace, proceeding to read his daily newspapers. Suddenly, the Minister of Foreign Affairs bangs on the door of the room, making an announcement.
"Excellent news my leader, the newly formed Military Junta of Hai Jin Lao is rumoured to planning on using biological weapons on the island of Hainan."

The President replies with
"and how is that good news in anyway?"

"Remember back when Hai Jin Lao unified Southeast Asia along with parts of Yunnan and Hainan Province in China?"

"Yes, what about it?"

"Well, I have been thinking of something, if the new military Junta does indeed use biological weapons, we can invade Hainan and give it back to some of our other allies, say-

"The exiled Hai Jin Lao government?"

"No, of course not"
replied the Minister.
"If we give back the former Chinese provinces, it'll boost of relationship with China, and it'll make it seem like we are allying with the exiled government."

"Excellent!"
shouted the President.
"but make sure no one outside the government knows about this"

A naval officer marches in and presents the Captain with the ultimatum from the Junta. He walks to the telephone, about to phone the government to surrender, when a surprising thing happens. The phone rings...

"Hello, Captain?!"
"Yes? Who is this?"
"This is Lieutenant Ju! Commander of the garrison in Changjiang..."
"What is wrong?"
"Sir we are under heavy fire, a major assault from all directions has surrounded the town. Without question HJL Army forces."
"But the Ultimatum..."
Gun shots are heard on the other end of the line.

The captain stormed out of the room. "Mobilize all forces from Sanya to immediately deploy to Changjiang!"
"And for god's sake, get the fleet commander on the line!"

The Hai Nan governor continues to contact the fleet commander, but after several hours realizes the island has lot all communication with the outside world.

As the President, Prime Minister, and several top government officials enter the Federal Security Bunker, the most highly secured bunker in the nation used only for keeping the secrets discussed by the government from getting leaked, several high specialised government hackers are already in the base, attempting to wiretap into calls made by the Hai Jin Lao Military Junta. The hackers have already spent 5 hours trying to find evidence to support the cause for the war, however the government members are getting impatient enough to discuss Plan B.
The President speaks out in front of the group
"We must plan a second plan for this operation. Anyone got any ideas?"
General Daler, head of the 3rd Division of the Federal Army, shouts as loud as he can
"WE MUST PLAN A FULL OF INVASION, WE CANNOT BETRAY OUR SOCIALIST FRIENDS, SCRAP THE ISLAND AND BOMB A COUPLE OF CITIES WITH SOME NUKES, JOB DONE."
As the Prime Minister finishes her coffee, she replies
"But that will be a death trap, not to mention the start of a huge international scandal. It is not the early 20th century anymore, dropping nukes will only make the international community condemn us."
"She's right"
The President says
"It's hard to find an appropriate approach when even this conversation will start an public outcry."
The Minister of Propaganda steps out of the shadow, adding to the conversation
"You know, I've been thinking. It's easier just to lie about an invasion, a small lie that is, let's just agree that we are doing this war "involunteerly", after all, the masses will more easily fall for a small lie, rather than a big one."
As the hours go by, the group continues the discussion...

As a note, the general idea of my history is that the vietnam war spread, combined with popular revolutions in thailand and malaysia. The Revolutionary army didnt see china as a friend but a rival, but relations have been improving every year.

Offer of Aid

The Republic of Roylessia wishes to show their support for what they believe is a more right leaning government. Roylessia wishes to send non-military aid such as food and other provisions to help keep the army up to shape. However, in the future this may develop into the supply of arms to the government forces. Monetary aid is also on the table.

In return for this aid, Roylessia requests that its private businesses be allowed to set up and influence in the African territory currently controlled by the navy. President Miller is currently expecting a counter offer from the Hai Jin Lao army and their representatives and wishes luck to the forces on the mainland.

The Junta is grateful for better food supplies from sympathetic nations! HJL has always been interested in developing the Somalia territory as a tourist area, with industrial potential in land, however there were a number of local rebellions which hindered progress, one of the main reasons a major naval base was established there was to keep order, but it has turned round to bite us!

The Battle in Hai Nan rages on, Army Forces have surrounded Changjiang, with forces on the west bank of the river in a stalemate with the Naval forces. Defenses along the river are heavy on both sides.

On the north side of the town, Army forces have advanced continuously towards the main town itself, with Naval forces on the retreat. A counter offensive has been launched from Sanya, currently Army Brigades are holding up this maneuver on the river bank, so far repelling advances, but sustaining heavy casualties as they are under fire from the Sanya forces and Changjiang. The reserve squadron is being deployed to ensure the flank does not break!

Naval forces in the capital of Haikou have begun creating a defensive perimeter in preparation for what seems like the imminent fall of Chiangjang.

The long discussion nearly ends as news arrives from the hacker team that found out that there was no evidence of the usage of biological weapons by the Junta. However, the second bit of news indicates that Hainan is under heavy fire from the Junta and that communication on the Socialist side has been lost. The group is frustrated, nearly everyone disagreeing on what the strategy is, but the one thing they do agree on is to do some form of invasion, especially after the battle in Hainan.

"At the start of this meeting, we have all disagreed, but what I realise is that we all agree on an invasion, maybe not the tactics, but an invasion. After much thinking I have thought of a plan. Being a landlocked nation our navy is lacking at best, however we make up for it with the Federal Air Force. With heavy amounts of planes and artillery, we can make sure the enemies will retreat, and then we can secure the area."
The President turns on a computer monitor, displaying an invasion plan.

"This right here is Phase 1 of Operation Roll to Secure. To defeat the Junta we must not focus on what they defend the most, in this case it's Hainan Island. We must find their weak spot. Due to the state of our Navy we cannot land troops by sea on the Bay of Bengal, we certainly can't land on the Vietnamese Coast of the South China Sea. We must attack through Burma, it may be an impenetrable fortress protected by the mountains, but it's the last choice."
From discussion it is easy to tell that Plan A of finding evidence of Biological Warfare is scrapped completely. The President continues on
"To secure Burma we can gain access to the rest of Southeast Asia. Now, our plan is do a surprise attack by rolling down from the border mountains, then to distract the enemy we shall heavily bomb the east side of the Chindwin RIver, where land is flatter. After the enemy retreat to the neighbouring town of Myitkynia, we will bomb the eastern outskirts of the town, where the enemy will be trapped, and unaware of the invasion on the west side the enemy will be eliminated by our tanks and troops which will then secure the area. Agreed?"
After a long night the group cheers in the success of agreement.

I the Consul of Tutukerala are dismayed by the current government of Hai Jin Lao. Several Socialistic terrorists attacked a Malalyi Army Base in near Jin Lao. Under these circumstances, I with the power invested in me, shall in no way tolerate this. As Commander In Chief, I order General Tresoba to aid any rebel or antigovernment groups in supplies and training. All land captured shall be Governed by martial law by the General I appointed.

Declaration of War

Declares that a state of Military conflict between the Malalyi Consulship of Tutukerala and Hai Jin Lao. The Hai Jin Lao have provoked acts of war and violence toward citizens of the Consulship. In doing so have brought upon themselves War.
By decree: The state of War is formally and officially accepted. All military power shall be given to the Consul, to direct the Army, Naval, and Air Force Military Forces. All resources shall be are pledged by Congress to aid the Consul in terminating the War.\

The Kaiser had to take the moment to ponder, before waving his hand dismissively. "Very well. Send a force to the Somalian territories with orders to beat back the Junta should any have managed to arrive there. If I hear of anything less than an absolute victory, your head will be on a pike."

Brunswick nodded, the threat was all too real. However, he had never failed the Kaiser before nor would be begin now. "It shall be done."

Drakorvanyian Sanandia

"Admiral, we have orders to move out to Somalia. The Kaiser has already issued a statement declaring his condemnation of the Junta forces there. We are to engage in any rebel forces, as well as refuel before moving on to more heavily controlled rebel lands." Reported a captain. Admiral Zavak, a Romakian man who had managed to rise through the ranks of Drakorvanyia's navy after immigrating from The Dominion of Romak, nodded his reply.

"Alright. I want us fueled and ready for departure by tomorrow." He said gruffly, looking out the window of his office at the rolling blue sea. He had fought wars before, but this was the first time he had an entire fleet to command. Three battleships, six cruisers, four destroyers and thirteen submarines. It was a lot of firepower. One that he hoped he could command correctly.

Victor Subari, President of of Ostyln, is shocked by the sudden news. Hai Jin Lao in civil war? Victor, along with the assembly, have heavily condemned the rash, and violent actions of HJL's military and airforce; while also condemning the failure of the socialist government to recognize that a meritocracy is not popular.

Being a small and weak nation, along with having no strong feelings to the nation of Hai Jin Lao, will merely close trade with the Military Junta and Socialist government in exile. With Victor Subari explaining his position as follows:

"There is no good and evil in this fight, neither side has committed atrocities. This is not our war to fight; it is not our job to decide the political philosophy of another nation and its peoples."

Yet, the announcement of HJL's stock piling of biological warfare materials has changed the minds of of some of the assembly, and many of the People of Ostyln. Huge protests have been organized in the capital, all calling for the support of the Socialist government, and the liberation HJL's land from the Military Junta. Ostyln now sits in a precarious position. Many calling for action, while its leader and head of state, Victor Subari, wants nothing less than peace and neutrality for his nation.
