All education whether primary, secondary, or tertiary is made completely free to all citizens and immigrants. The government has decreased spending in defense and increased spending in welfare, education, and healthcare. The government teaches its citizens more about agricultural productivity and encourages them to plant more diverse crops such as wheat, millet, maize, fruits, and vegetables in addition to the usual rice to improve soil fertility. Food production has increased as a result.

Bonggo announces that if the enclave is created, it will NOT be under the control of Bonggo. Rather, it will be controlled by a foreign country and will have a majority Bonggoan population and a center for Bonggoan culture.
