Brief history/description: new Carthage was formed after a group of Tunisian rebels performed a coup of the old government in 2003, acting in secrecy. Presidents were used as puppets until 2008 when the espionage program performed coups in Algeria and Libya with aid of rebels joining them to the republic. A quick war with morocco and Egypt completed the first stage of growth for the country. In 2014 spies within the U.K managed to gain multiple kilos of unused weapons grade plutonium to base fabrication on. This lead to the nuclear program the country owns today. After being denied multiple times to the U.N and many weapons contracts the republic established a loose border control for being let in but almost no one gets out. The country exists in a state of Cold War with Mali and tensions raised higher when a group of rebels in Mali was found to be backed by Carthage. In 2019 the republic managed to put a spy into a top position in Mali, and is now planning its next move.
Brief description of goals of leader and people (can be different): the people of Carthage wish to remove this world of Mali as hatred is taught in schools much like in American schools during the Cold War. They also wish for more land as cities grow bigger and taller. President Arkans goal is to be admitted to the U.N and the security council. He also posses an odd desire to buyout Disney, but is sure it is just a passing thought. Zakar Marhalla the head of the spy program wishes to be able to give an order from his desk and have someone picked off by sniper halfway around the world.

I do not think it would want to sell it, because even if it is in a dire situation a place for an exile government on french soil is more worth to them now than a little bit of money, they can not spend it on.
