Also, kind OP sir, I don't want to sound like a jerk, but 21 million people in any army would wreak havoc on their economy.

I know. The East US has placed the military over the economy. They are not fed by the government while in training unless a crisis occurs (they must provide food+water). In fact, food and water is only provided during deployment. This takes out a large chunk of the costs. But still, its funding has gone from 662 billion to 2 trillion per year. Yes, it severely damaged the economy at first, but now people have scaled back their definitions of 'rich', 'extravagant', and other things, so they can easily do without a lot of things we think of today as near-necessities (for example, 85% of the populace does not own a smartphone). Also, the economy is expanding (slowly), so the government is healing from the initial shock of using up an extra 1.338 trillion dollars a year. Plus, the government no longer needs to pour millions, if not billions, into the worsening drought situation in the western US. So basically, the economy staying at a stable 16.7 trillion per year with an army of 21 million is kind of almost plausible.

Brief history/description: Russian empire never sells Alaska in 1867.
Civil war, commie victory. USSR proclaimed on January 7th, 1919.
On August 13th, 1940, USSR demands Bessarabia and Northern Bukovina from Romania, and sends an ultimatum. Romania refuses and war is engulfed. Romania is swiftly defeated and annexed by August 18th.
1943- Soviet Union invades Finland. Winter War begins
1944-Finland is defeated and joins USSR
1960-Sino Soviet Split begins. Russia launches an attack on Chinese Manchuria.
1964- China is defeated and Manchuria is annexed.

IRL Chinese History but…
In late 2015 the Chinese people grew tired of the Communist Party's oppression. Peaceful demonstrations began to sprout everywhere. Eventually violence was used to put them down. Censorship shot up too. But this only increased protests. The government of Xi Jinping was forced to abdicate in favor of other CPC members. Chaos reigned in the CPC until is formally dissolved. The people mobbed the National People's Congress in late 2016 and the government fell. The Taiwanese government was immediately placed in power. The KMT took control and it looked like they would rule again but the people called for elections and the Democratic Progressive Party one with 59.5% percent of the vote but the KMT was not banned. Chen Shui-bian was placed in power as President of the newly declared Republic of China. The picture of Mao in Tiananmen Square was torn down in favor of Sun-Yat-Sen and a memorial was set up in honor of the protests and the man who blocked the tank. The military went to Shui-bian and stability was soon restored and is still being restored. 50 Nuclear Weapons were armed and activated for national security and biological weapons are in covert development. The KMT's power is limited but polls show 41.2% percent are in support of it. The government is a Unitary Constitutional Republic. Our goals include:
-bringing China to the world stage as one of the greatest powers in the world
-increase international cooperation
-progress within the nation
