As such, it would seem prudent to work on a semi-reunification where the Occupying Powers remain in control, but administration of the entire nation becomes a unified, joint method rather than simple zones of control.

The operation is both a tactical and strategic victory, cutting off mujahideen contact with Pakistan, for the most part.
