HORIZON CENTER -- At 21:08 Standard Time, the Alexzonyan Senate today approved a declaration of war against the Radiant Empire of Scythia. This declaration follows fierce fighting between Starfleet and the Scythian navy, which less than a week ago initiated hostilities with a surprise attack and invasion of the Alexzonyan-allied independent state of the Arcadian League, located on the border of Delta and Gamma quadrants and one of several eastern terminuses for the Northeast Gamma Trade Network.

While no official word has yet been provided by the Starfleet or the Foreign Affairs Advisory regarding the details of the situation in the Arcadian League, ANN has been able to independently confirm that the Starfleet’s 54th Exploration and Patrol Group has been entirely destroyed in action around the Arcardian planet Thethea, which we have learned is now under orbital siege by the Scythian navy. The presence of a Starfleet ground installation on Thethea means that Alexzonyan casualties from fighting in that system alone could number more than ten thousand.

Analysts assume that, with a formal war declaration, the Starfleet is preparing a full-scale response to deal with the Scythian aggression. However, with this war coming amidst an increasingly large conflict with the genocidal forces of the Empire of Nyte, it is uncertain how resources will be distributed between the two conflicts.

Regardless, however, the diplomatic shockwaves are already being felt across the galaxy. Media observers at Avalon Prime have reported that the Alexzonyan-Scythian Galactic Commerce Corridor has been deactivated, and sources inside the Starfleet have confirmed that Alexzonyan Starfleet assets involved in policing operations at the Galactic Assembly, which lies near Scythian space, have be brought to heightened alert.

Public records indicate that, following the war declaration, Foreign Affairs Advisor Lia'Ka Otani met privately with a representative of the government of the Eridani Imperium. While it is uncertain what was discussed, one can assume that the conversation was related to the Eridani’s own bitter conflict with the Scythians, which has been raging for several months. The full impact of this sudden Alexzonyan-Scythia conflict remains to be felt, in Alexzonya, in Scythia, and elsewhere. As new developments emerge, they will be reported here, on the Alexzonyan News Network.

Sources in Avalon Prime have reported that two days before the formal war declaration, a mixed unit of warships departed the system via Northeast Gamma Trade Network Gates and is bound for the Arcadian League. While the exact composition of this force has been withheld for national security reasons, we are now able to report on the deployment, as Starfleet has confirmed that doing so will not endanger the lives of the crews or any classified national security information.

Description: On 19 January, 1118 P.L., the first ship of the R.u.B Navy’s newest warship design, the Victoria class Line Cruiser was delivered to the R.u.B Navy with great pomp and ceremony at Enlis Drive Yard’s primary shipbuilding facilities within Spitzeland’s Steel Crescent. At a lavish gala, hosted by the President Heinrich Rotte of Enlis Drive Yards, and attended by Third Star Lord Countess Henrietta von Derfflinger--along with other members of the Admiralty and Chancellery of the Navy--President Rotte offered his toasts to a long and prosperous career of the SMS Victoria. The event included an inspection of the new ship by the assembled dignitaries, as well as its maiden voyage around the Steel Crescent, before the ship departed for its first duty station, where she will joined by her soon to be completed sister, SMS Sansoucci for deployment to an yet unknown location.

The commissioning of the SMS Victoria is the crowning achievement of shifting naval policy in the past few years, driven by a rapid change in regional astropolitics. Since the establishment of both the Twin Eagles Trade Corridor, running fringeward deeper into the Beta Quadrant, and the Northwest Passage running spinward through the Delta Quadrant, the R.u.B Navy’s mission has changed dramatically. While allowing for much greater trade and the expansion of R.u.B influence within both Beta and Delta, the establishment of these two trade corridors extended the R.u.B Navy’s operational area dramatically. Previously, the Navy’s operations rarely extended outside of the Aquila Cluster, with the Frontier War of the late-1000s P.L. serving as the largest naval campaign outside of the Cluster. However, the pledge of the R.u.B government to offer protection to merchants travelling the lengths of both the Twin Eagles and Northwest trade lanes required the Navy to host continual patrols deep into the reaches of multiple quadrants. This continual campaign proved to be a great strain upon the Navy’s ships and crews, and the increasing demands of the trade lanes faced the Admiralty with a difficult dilemma: strip the Scouting Fleets of major Fleet Groups for additional light forces for patrol duties, or reduce its presence in the trade lanes dramatically.

The Navy chose to maintain a presence, while stepping up production of lighter vessels to make up the difference. In discussion for the 1115 P.L. Budget at the Privy Council, the Naval Estimate requested a Kr 500,000,000 increase to its shipbuilding budge, an increase of nearly 40% from 1114 Naval Estimate. While the Imperial Council agreed to provide Kr 200,000,000 towards increased naval construction, the Diet faced a selection year, and the issue of naval construction proved a major issue for member states and electorates alike.

The Tory position, championed by Satomi Naruhide of the Grand Prefecture of Nakabe, emphasised the importance of the R.u.B position within major trade lanes, and the potential increases of both wealth and national prestige that the wider R.u.B position in two quadrants of the galaxy provided. Mr. Satomi’s position has been seen as an increasing turn of the Tories in the Diet towards the Astral school of foreign politics, which calls for the R.u.B Union to assert a position in wider galactic politics, as well as continue to expansion. Mr. Satomi was strongly in support of the Navy’s proposed construction program. Meanwhile, the Whigs have found their potential leader in Hermione Hayes, Fourth Marquess of Idyllshire of the United Kingdom of Albion--one of the founder states of the R.u.B Union. Marquess Hayes position is symptomatic of the Glorious Isolation school’s increasing influence amongst Whigs in the Diet, calling for a turn inward. While Marquess Hayes does not propose abandoning R.u.B commitment to either the Twin Eagles or Northwest Passage projects, she and other key Whigs have argued that R.u.B naval presence should be limited to sections of the trade lanes closer to core R.u.B territories, and thus opposed the additional construction program.

The selection of 1114 failed to provide a decisive choice for either side. While the Tories were able to eke out a slim majority in the Diet, and continue the government of Prime Minister Lewis, the Whigs were able to make significant gains, especially amongst member states within the Reichswald and Palatinate. As part of their campaign, the Tory party promised to lobby the Privy Council for a re-examination of the 1115 Naval Estimate, and ways in which the projected costs could be reduced. The triumph presented by Prime Minister Lewis came in the form of a shakeup at the Admiralty. While the Chancellorship and position of First Star Lord remain unchanged, several of the other Lords of the Admiralty were replaced. None was more significant than the appointment of Countess Henrietta von Derfflinger as Third Star Lord. In this position, Countess von Derfflinger would take responsibility for the materiel supply of the Navy, and as one of her first steps in office, called for a re-examination of the Navy’s needs along the trade corridors, and proposals on how they could be resolved.

The result of this investigation found that--in many cases--the R.u.B Navy lacked a ship type capable of performing the roles asked of it in patrolling the trade lanes. R.u.B heavy cruisers were simply too few and far between, and so were in heavy demand, while light cruisers, frigates, and destroyers were less capable of the continued independent operations, and lone frigates or destroyers could even be overpowered by well-equipped pirate groups. The solution to this problem was found in an old design for an independent scouting vessel, that had been previously dismissed as being too lightly armed and armoured for fleet service: the Victoria class.

Much cheaper to produce than heavier warships, yet larger and more capable than lighter ones, the Victoria class enabled the R.u.B Navy to present an amended version of its 1115 Naval Estimates, asking for only Kr 310,000,000 for additional construction. With a significant portion of this already pledged by the Imperial Council, the Tories in the Diet were able to vote through the additional Kr 110,000,000 with relative ease, which the R.u.B Navy announced would be heavily spent on Victoria class ships. With the launch of SMS Victoria herself, and many of the slipways at major shipyards throughout the R.u.B Navy filled with her soon-to-be sisters, the presence of the R.u.B Navy in the starlanes of Delta and Beta appears to be assured.

Potential Greater Impact(s): The triumph of the Tories in the Diet selection, as well as the compromise struck over the 1115 Naval Estimates ensured that the R.u.B Navy would remain as a major presence within both the Delta and Beta quadrants. Construction at shipyards throughout the R.u.B Union has increased, as orders for significant numbers of Victoria class ships pour in from the Navy, as well as from the Military Frontier, and select private entities. Moreover, the new production is estimated to allow more time spent on maintenance for many of the highest activity naval assets, including fleet carriers, battlecruisers, and heavy cruiser formations, increasing naval readiness among these key naval units.

The victory of the Astral faction within the Diet also signifies the potential for major policy change within the R.u.B government. The Imperial government has always been supportive of a more assertive R.u.B policy in galactic politics, the Federal Diet has historically been reluctant to vote the increases in the Kontribution necessary to support such a position. The victory of a pro-galactic government, and especially one that campaigned on that position signifies that one of the major domestic obstacles to a more assertive Imperial & Federal Union has been removed, and that increased R.u.B activity can be expected within both the Delta and Beta quadrants.

Description: As the ROM moves to assert its influence in the Reaches against older hegemons, the republic has increasingly eyed the region's security with interest. A new resolution passed by the Senate will see Martian military stations across a number of major trade corridors, a controversial move in its quest to take control of the growing pirate situation. The stations may also allow the Martians to keep an eye on trade flow from nations of interest as it vows to passively observe the corridor.
Potential Greater Impact(s):Piracy may lower in the region, tensions may heighten as a number of affected states may protest the Martian plan preventing stations from being completed, possibly leading to any number of diplomatic incidents if cool heads do not prevail.

Description:Due to rising tensions between the Imperial Star Republic and the Second Vahkiran Empire, the IStaR has begun to re-deploy its military assets throughout the Gamma Quadrant. This includes the two dozen vessel task force known as the Long Range Strategic Reconnaissance Force that received some attention for blockading the area of space known as the 'Eurydice Spur' on the Gamman Rim as priority is given to the Liu Xiu Special Economic Zone and the LX trade corridor as a whole. With the heightened military presence, not seen since the end of the Wildfire Crisis some time ago, there has been some confusion among civilian traders as they find the ease of access to LXSEC and other locations connected to the LX trade corridor under heavy watch. This includes access points from the Federal Republic of Free States, the Lanthe, Swift Winds, the Cycladia Corporate Authority, the Pale Stars trade corridor and the Northwest Passage.

Formerly seen as a 'kneejerk reaction' to the Corvette DC-2118 Incident and a waste of tax dollars, the dissolution of the LRSRF was met with approval by the citizens of the IStaR, with the LX Administrative Council issuing the following statement.

"In the current astro-political climate it is good to see sound decisions being made in regards to defending the economic growth of the Gamma Quadrant."

It is currently unknown how the Vahkiran Empire will react.

{b]Potential Greater Impact(s)[/b]: Due to the re-deployment of many of the vessels previously patrolling the main access routes to the Eurydice Spur, the largely unexplored region is now relatively unguarded, though many warning comm buoys remain in place to deter travelers for their own safety. Trade vessels may find travel somewhat slower as IStaR security checkpoints and patrols are increased within the region. A possible military response from the Vahkiran Empire could occur.

A previously unknown band of musicians calling themselves Cassowary has rocketed to literally astronomical fame in the Post-War Union. Headed by the charismatic and effortlessly alluring Bella Lamore, the group has tapped into a much needed current of positivity and appreciation for the simple things while occasionally incorporating a jab at the establishment. The combination has made them cultural idols in a span of months and their influence is beginning to tap into foreign markets where a similar hunger for a new idol has apparently been growing. As a result the interstellar media group ActivisMedia has agreed to conduct and interview with her regarding the groups latest album and the controversy they've accumulated along their rise to stardom. (Kyrusia and I did the interview itself several months ago and its now sitting in limbo in a chat log.)

Potential Greater Impact(s):

The perception of the Union on the wider galactic stage has been seriously tarnished by the brutality of its Civil War and the aftershocks it caused. A report on the Union that does not involve its recent past or its economic intricacies would provide a much needed boost in perception as well as catalyze the sale of cultural exports. The entertainment industry within the Union is a massive enterprise, however it has not been able to penetrate foreign markets until the popularity of Cassowary. A widely dispersed interview with the Vocalist of Cassowary is likely to boost both the bands own popularity and introduce foreign audiences to Unionite culture as a whole.

Description:
The conflict within the Citic Regional Volume has begun to enter a new distinct phase since the arrival of both the FSR relief fleet and the Citic Cooperative Security & Support Operational Force (C-CSSOF), comprised of units from both the Empire of Valinon and the Vernii Empire. Within the ancillary population and commercial sections of the outlying Citic Region government control has been in almost all cases, restored. Both the Giralde and Geryan Moon Systems with their tiny populations were targeted by the FSR relief fleet in the initial moments of their campaign and in each case saw minimal conflict in being secured. The frozen planet of Nyth along with its twin moons saw a more protracted military campaign that either moon system. FSR forces became bogged down in the perpetual winter climate as they rooted out insurgent and extremist groups.

The engagements on Nyth entered their closing moments as the main relief fleet as well as the C-CSSOF began their opening operations on Citic proper. With their flanks and rear secure in the planetary system, the governmental forces could solely focus on the daunting task ahead of them of re-securing the desert planet of Citic. With a substantially larger population than either the outlying moon systems or the planet of Nyth, along with significant amounts of a combination of insurgent, extremist and criminal groups active on the planet. Citic was sure to be a momentous endeavor to be undertaken by governmental and allied forces. Days turned to weeks, and weeks rolled into months as incremental gains by governmental and allied forces against opposing groups began to snowball into positive gains.
These positive gains were small and isolated at first, mainly centered around the C-CSSOF's operational area of Venralt County. A large rural section of Citic, Venralt County was heavily saturated with insurgent and extremist groups as well as a sympathetic population towards these anti-FSR groups. C-CSSOF forces found themselves in a difficult situation, attempting to balance military operations against opposing forces while offering humanitarian support to available civilian populations. As the allied forces slowly began to find their footing within the county, throughout the rest of the planet where FSR forces began to turn initial small positive gains, into large successful operations. Metropolitan areas which saw some of the heaviest combat, slowly became secure as anti-FSR groups maneuvered out of FSR concentrated areas, and into the other rural areas of Citic.

Major combat operations began to simmer into a dangerous game of cat and mouse as FSR and allied forces began to search out opposing elements outside of the cities and in the vast expansive deserts of Citic. After months of continuous military operations on the planet, only the largest insurgent and extremist groups still have active elements dispersed throughout the planet. Reduced to hit and run and terrorist-like attacks, these aggressor elements still prove to be a deadly threat to military as well as civilian targets. With control of a majority of the population and other strategic centers falling back into FSR and Allied forces, the main focus had began to switch from direct military engagements to security operations and reconstruction efforts. To help supplement the security efforts upon the planet of Citic, the FSR government petitioned for an additional ally to enter the fray.

After weeks of negotiations with the United Systems of Usidia, the FSR secured a commitment from its ally for military assistance within the Citic System. Building off of the successful operation of the LifeStar Project and the reconstruction of the Kilmer, Quixie and Euryant Regions. The FSR was elated to have the support of the USU government. With their entry into the Citic region, USU forces will take up a majority of the security operations around metropolitan spaces, aerospace fields, spatial ports, and orbital stations. Freeing up additional FSR forces to seek out the remaining insurgent and extremist groups.

In this later stage of the situation within Citic, the FSR has a few main goals still to achieve. The first is to return the planet of Citic as well as the entire region to a better standard of living. The second is to eliminate or apprehend the remaining insurgent and extremist elements. And the third is to limit or stop any spread of exotic armaments or extremist views out of Citic and into the greater FSR. How well these goals are to be met is still remained to be seen, yet the situation within the Citic region has seen positive gains and should continue to trend positively.

Potential Greater Impact(s):
With the situation in Citic returning more to a status of normalcy, the FSR has begun the process of removing the previous two restrictive protocols of “Dark Sky” and “Sun Down”, allowing interstellar civilian travel and communication to and from the region once again. With the protocols soon to be invalidated, commercial traffic through the region to and from both the Lanthe Route as well as the Liu Xiu Trade Corridor will soon resume once again. Bringing a positive economic boom within the FSR as corporations look to take advantage of the potential trade hub of Citic. The FSR had always intended for the Citic region to become a transfer hub between the two most trafficked trade areas of the Quadrant, and with the violence in Citic seemingly coming to an end, it may finally have what it had originally wanted.

The FSR is still extremely wary of the potential of any spread of what it has determined “exotic” armaments that have seen use within Citic by insurgent and extremist elements. Considering this weaponry to be extremely dangerous with the potential for a serious unbalancing of law enforcement or even military superiority within the FSR. The ability of FSR law enforcement agencies to intercept and prevent the dissemination of these weapons has been called into question within the Federal Senate, as well as by a few of the Regional Assemblies. At this point the Federal Government has deemed this threat of “exotic” weaponry as absolute.

The FSR is looking towards a hopeful period of peace after this extended moment of internal conflict within the Citic region. Looking towards expanding upon its commercial endeavors along the Lanthe Route, as well within it's Liu Xiu claim of Freeport and funneling increasing levels of investment within it's own Gateway Commercial Sector and the Pale Stars Trade Corridor. The Free State Republic hopes to increase its economic prowess following several years of internal setbacks and antagonistic actions of foreign states and actors that had caused deep withering affects within the Free State Republic's economy.

Description: Due to rising continually tensions between the Imperial Star Republic and the Second Vahkiran Empire, the IStaR has initiated construction of several orbital defense grids around several key planets within the Liu Xiu Special Economic Zone. Shortly before the formal announcement, several large military super-freighters of an unknown design and under heavy escort arrived within the LXSEZ, established holding orbits around the planets of Jiwao, Pinnacle, Taen and Kythira in orbital positions that had been recently declared closed to civilian traffic. Soon after the ships arrived and smmaler construction ships were seen entering the area an official statement was released to the Liu Xiu News Network and other new entities within the star system. Speaking on behalf of the Liu Xiu Administrative Council, a spokeperson had this to say.

"The prosperity of the Gamma Quadrant within the last few years has been threatened once again by the needlessly antagonistic stances taken by the Vahkiran Empire. We will not stand idly by nor allow one of the key systems to the continued economic prosperity of the Gamma Quadrant be left undefended. While we sincerely hope that cooler heads will prevail within the Vahkiran regime, the Imperial Star Republic is taking the necessary steps to keep its citizens and interests safe."

The decision to to begin construction of orbital weapons platforms comes on the heels of the massive redeployment of IStaR fleet assets throughout the quadrant, which itself was a response to what it perceived as Vahkiran aggression. Having previously relied upon the 7th Fleet, the establishment of the orbital defense platforms will give the trade hub a massive upgrade in it's security netowrk and bring the system, which was had received some criticism within the IStaR for being 'notoriously lax' in its security even following the Wildfire Crisis, up to the standards exhibited by the home systems of the Imperial Star Republic. The defense network will also no doubt free up ships from the 7th Fleet to help defend IStaR assets elsewhere within the Gamma Quadrant. The star system's markets, however, did see a small, temporary downturn as the heightened military presence caused a small investor panic, however markets largely returned to normal before the end of the trading day.

Description: Martian ambitions in the region around their home system of Sol increasingly become bolder following the nation's major reforms. The former Republic of Mars, now the Martian Conglomerate, continued its interest in securing the Reaches against foreign powers. The Conglomerate aggressively began to test Peninsular defences and reaction times using a number of fly-bys with smaller warships, and while not proven, has been accused by the CFP of tapping its civilian communications.

Tensions continued to escalate as the nation rolled out another new warship, this time the Astarte-class cruiser. With the arrival of the Delta fleet into the Reaches, the Martian government reorganised its Alpha and Delta forces into a single ''Sol Armada''. This being the largest concentration of Martian military craft in the nation's history. Description: Maradona City is a recently independent star state, having seceded from the Mind Empire of Lotrabme and the Alios Expanse (a nearby state) in 3886. It's newfound independence has given the habitat city new options for international trade. To encourage this trade, Maradona's mayor Jay Donlooth and the City Freedom Party have enacted reduced tariffs for all merchants willing to trade through their city and use their Jump Gates to reach nearby states including the Mind Empire, the Erkan Colonies, and the Twin Eagles Trade Corridor.

In exchange for special privileges for Maradona based merchants, these new laws also promote that states agreeing to them will be granted NO tariffs on small freighters and NO tolls for jump gate use. The Mayor and city officials hope this will encourage stops to their small system and outside traffic will bring tourism and wider access to resources.

Potential Greater Impact(s): With reduced prices for transit and a key section of the Beta Quadrant trade routes, Maradona City could become a hub of international trade. It could also become a haven for smugglers making use of Maradona's lax connections to other nations and little enforcement on immigration.

The R.u.B Navy’s Nakabean Combined Fleet (NCF) has announced a grand reorganization of its forces. The Nakabean Combined Fleet--also known as Fleet Group Nakabe--is the R.u.B Navy’s primary fighting force on the fringeward frontiers of the R.u.B Union. The NCF is charged with not only defending the Translusatian holdings of the Union, but also bears significant responsibilities along the Twin Eagles Trade Corridor, the network of waystations and tradeposts jointly held by the Union and IStaR stretching across the Beta Quadrant to the edge of the Solarian regions. Although the Corridor has led to a substantial increase in R.u.B influence and power projection throughout the Beta Quadrant, it has almost forced a massive toll on R.u.B naval power. R.u.B warships have been asked to cover much wider expanses of territory than previously required, and exhaustion of both ships and crew has become increasingly prominent. Efforts to counter this issue by the introduction of new ship types and general expansion of the fleet have begun, but have run into substantial political obstacles on Gerstintor, where the opposition has become increasingly hostile to further expansion of naval expenditure.

The reorganisation of the NCF is an attempt by the local commander, Grand Admiral Kaku no Atahito, to increase the ability of forces under her command to accomplish the new missions placed upon the forces under her command without massively increasing costs. The centrepiece of the reorganisation is the creation of a new Mobile Fleet that will bear primary responsibility for operations along the Twin Eagles Corridor. Traditionally, R.u.B Fleet Groups are composed of two main formations: the Battle Fleet and the Scouting Fleet. Under doctrine, the Scouting Fleet operates in small groups of carriers and battlecruisers with escorts to locate the enemy’s fleet, harass them, and guide the concentrated battleships and dreadnoughts of the Battle Fleet in to a decisive general engagement with the main body of the enemy. The new organisation of the NCF effectively turns this system on its head.

The Mobile Fleet concentrates the carriers and battlecruisers of the NCF into several so-called “Mobile Groups”, each built around a carrier and battlecruiser divisions, combined with strong escorts usually at least two cruiser divisions, a destroyer squadron, and an escort squadron. The necessary light forces come from ships that were previously directly attached to the Battle Fleet. The battleship and dreadnought formation, now with greatly reduced escorts available, themselves have been withdrawn to secure anchorages deeper within the Nakabe Prefecture. Proponents claim that by concentrating lighter ships and high speed capital ships into formations, the Navy will be able to provide more effective coverage at a lower cost than the present system.

The move has drawn heavy criticism from many observers and the Admiralty on Gerstintor. The criticism centres on the orthodoxy that the light forces of the new Mobile Forces cannot hope to stand against a hostile fleet without the heavy ships of the Battle Fleet. Moreover, by concentrating the escorts with the new Mobile Forces the Battle Fleet squadrons are now vulnerable, and their loss could cripple R.u.B naval operations across an entire quadrant. In response, Nakabean officers have claimed that—in the event of war—the full Combined Fleet could be easily concentrated, with escort formations transferring between Mobile Forces and the Battle Fleet as needed.

Despite the heated disagreements between the Nakabean headquarters and the R.u.B Admiralty, it appears no direct orders countermanding the planned reorganisation have been issued. Likely, naval high command is unwilling to provoke a potential political confrontation between the Nakabe Prefecture and R.u.B central government. The Prefecture has long jealously guarded its privileged position within the Federal structure of the Union, and it seems that this streak is continuing into fleet organisation.

Potential Greater Impact(s):

The reorganisation reflects the growing occupation of the R.u.B Navy with its responsibilities along both the Northwest Passage and Twin Eagles Trade Corridor. The new Mobile Fleets will undoubtedly be more effective at providing security along the length and breadth of the trade corridors, but at the cost of being less able to call upon heavy fleet assets kept in anchorages above Nakabe and Tosai. Nonetheless, the reorganisation will likely see an ever increasing R.u.B fleet presence along the Twin Eagles Corridor, though it remains to be seen if other frontier Fleet Groups will follow the Nakabean example to cover their increasingly expansive responsibilities.

From a political perspective, the move also has significant repercussions for the R.u.B system as a hole. The Nakabe Prefecture has always held an independent streak, as a latecomer to the R.u.B Union, and the largest single member state. Even so, an independent reorganisation of R.u.B naval assets at the Fleet Group level without consent from the Admiralty is unprecedented. Many political groups within the Federal Diet believe that the Nakabeans hold outsized influence over the R.u.B government, and this move will likely only fan those flames.
