Description: The USC last week hosted delegations from the Imperial & Federal Union and the Hegemonic Commonwealth of Auracexia, which included, His Imperial Majesty Rudolph Habsburg current ruler of the IFU and Prime Archon X’ter’yana Ravyn’na-A’stra’eva for a weeks long talk aimed at fostering relations between the three Interstellar powers and further the Nassau Accords Initiative. The USC delegation included many high ranking officials including the Chairmen Elect Sebastian Ko and Thomas Harn the current elected official for the USC Capital world.

Sources from inside the summit throughout the week reported that the dealings were going smoothly and that no major incidents occurred. The summit is a land mark occasion for the Commonwealth as it marks its first attempt at any really meaningful dialog with a race of aliens humanoids that are divergent from Homosapients. As has become the norm recently the USC has been hosting delegations from all across the Beta Quadrant and now certain sectors of the Alpha Quadrant, the information leaked to the press on this meeting looked largely the same with the exception of the inclusion of talks about the Nassau Accords, something the USC has been toting for a while now but never actually actively seeking new partners for the Accords.

With all the proceedings finished and complete, the delegations heading back to their respective nations. The Authority for Foreign Affairs Office for External Affairs has released a 5,000 page document detailing in the breifest of ways just what exactly had been talked about and agree'd to in the summit.

- First and foremost the inclusion and signing of both the IFU and the Hegemony ratifying them as full members and participants in the Nassau Accords.
- The signing of several lucrative trade deals with both nations stipulating the easing of Visa restrictions on both nations.
- The Creation of what id being dubbed the Trans-Betan Expressway. A series of way stations along the Orion arm that will form the infrastructure of a massive trade lane connecting both the Commonwealth and the Hegemony to the Imperial Federal Union. These way stations will be under the authority of the Nassau Accords and thus the responsibility of all Accord Signatories to protect.

A few hours ago the Chairman Elect of the USC World Council Mr Sebastian Ko gave a statement outside Commonwealth Hall. "Today is a important step forward for all Nations in the Beta Quadrant and i hope a day that will bring hope to many all across the galaxy. What we have achieved here today, has been nothing short of a marathon but it was necessary and the rewards we will all reap from our new found agreements and friendships should help make the Beta and Alpha Quadrants a much safer place for all to live in. I wish the delegations a safe journey home and that they to come away as happy as the Commonwealth does today."

Potential Greater Impact(s): Continuing to stretch its diplomatic prowess and flaunt it across the Galaxy, the USC has managed to gain some very key partners in its effort to Stabilize the Beta Quadrant and encourage trade and growth in the region of the galaxy. The announcement of what is being dubbed the Trans-Betan Expressway, should provide excitement to most would be investors that the USC can be counted on to provide a stable region in which their investments can turn a profit.

The Inclusion of the Imperial Federal Union and the Hegemony into the Nassau Accords is a huge step to reduce the pressure on the USC navy to keep its growing trade routes and Nassau Accord Waystations safe. and in general help stabilize the Beta Quadrant to an even greater extent. However some may feel that the USC is starting to get delusions of grandeur and is reaching well beyond what it can grasp on the galactic stage putting pressure on itself and the rest of the galactic stage

Description: What had started out as a scouting expeditions, at most reconnaissance in force, and the subsequent capture of the star system known as Mantua has become so much more. Utilizing the abilities of the Adeptus Astra Telepathica, a dozen more star systems surrounding the Khand Sector have been discovered and swiftly occupied by forces of the Sector Lord Governor Justinian Maximus Siegfried von Markanian. Forces of the Imperial Guard have occupied each system and the Imperial Navy has already begun the transportation of deep space assets into them. Further plans are being drawn up for a larger expansion in the region.
Potential Greater Impact(s): The full extent is not yet known. While it has now been revealed that the Protectorate is no longer in it's original home galaxy, the propaganda machine of the Imperium has already seen to it that such evidence is seen in it's appropriate light. It has been propagated that the sector has been placed in its new reality in order to continue the work of the God-Emperor -- that now is the time for a second Great Crusade.

ZMI Long Patrol trade guides are issuing a severe system hazard entry warning to the Orleania system. The once sector capital of the former Severed Empire has fallen to the depredations of the Sarian clan Havk who have apparently occupied the system in substantial force and have commenced wide spread looting. Warning is to be issued of up to eight known Juggernaut class drive emissions and there escorts are now measurable within the systems boundaries, a single showing of forces of unusual capacity for a single Sarian clan and a threatening measure of power. The occupation was apparently both brutal, with the destruction of major orbital works with little warning and rapid, with little to no notable military opposition after the first forty eight hours. The apparent co-operation of the degenerate remnant of the severed empires legacy outer sector fleet formations and the capture of the planetary executive World Count Mirabin within the opening minutes of the action shows apparent deep and effective infiltration. Remanent severed fleet formations and there agents are to be treated as effectively co-opted to clan Havk as of this time and all contact with members of the former Severed Empire are to be treated as possibly suspicious.


Potential Greater Impact(s): Though a sad shadow of itself the Severed Empires fleet remnant was still a possible potent threat to any mere pirate, co-opted, infiltrated and or bribed it has shown the Sarian Raider clans are capable of more than simple brute military application of force to achieve there goals, a possibly unsettling achievement considering the amount of marginal worlds and limited naval formations within striking distance of Orleania and the general increase in Sarian drive signatures and known actions in Beta Sector as a whole. The deployment of no less than eight Sarian Juggernauts to a single engagement or system is also notable as it shows a level of concentrated military power previously unknown to a single Clan and a distinct escalation in the targets the Clans may strike.

Description: In a stunning revelation, on 7 September 1136 P.L., reporters from the Albion Broadcasters Union (ABU) discovered that the Imperial and Federal Navy is apparently embarked on a large scale, unauthorised building program. Despite the authorisation of only another ten dreadnoughts and battleships in the coming fiscal year, and debate still on going for the next decade, reporters for ABU discovered communications between senior Admiralty officials and executives of major armament manufacturers and shipyards effectively garunteeing them production of upwards of fifteen major combatants a year, well in advance of any authorisation for such orders by the government. Moreover, the Admiralty has placed orders at both Kadwell-Krupp AG and the Reiger Ordnance Company for production of macrocannons, lances, and other weapons far in excess of what has been currently authorised for Naval Production, but in line with what the Admiralty has promised to shipyards like Enlis Drive Yards and Deimos Steel Works.

The governing statute of the R.u.B Navy is the annual Naval Estimate, which sets asides the number of warships the Navy is authorised to order in any given year, along with the budgets for the design and purchase of these vessels. The Naval Estimate must be approved in both the Federal Diet and Imperial Council before being handed to the Privy Council for final approval. Given the importance of the R.u.B Navy, the annual Estimate's passage is usually the scene of extensive politicking between those factions in Council, Diet, and Court who prefer an expanded military and those which favour reductions or restrictions in military spending. This year's Naval Estimate provided for the construction of two replacement and one new Virbus Unitis class dreadnoughts, along with seven new Bellerophon class battleships to increase the fleet's strength, along with assorted numbers of lighter vessels. No new fleet carriers were planned for in the 1136 Naval Estimate.

Reporters and investigators from the ABU discovered that--in spite of only authorising ten new capital ships in this fiscal year--the Navy had begun the process of awarding contracts for nearly fifteen, for this year and the next ten. Communications acquired by the ABU show senior Admiralty officials discussing plans for 'emergency amendments' that would be later added to the Naval Estimate to provide the necessary funding for the ships, but do not provide information as to how the Admiralty would secure a 50% increase in capital ship orders for the foreseeable future. In addition to the apparent scheme for a secret naval build up at the shipyards, internal Admiralty documents discuss placing large orders with major ordnance, armour, electronic, and chymetic manufacturers to produce major components for warships--such as weapons, ravelin projectors, transition drives, and furnaces--far ahead of schedule, so as to dramatically increase the speed at which newly launched ships could be fitted out and made ready for action. Unsubstantiated reports from prominent visitors to Reiger Ordnance and Kadwell-Krupp report that their warehouses are "full to bursting" with completed capital scale weapon assemblies, while the production lines continue at full speed.

When pressed, Chancellor of the Navy, Duchess Alicia Steiner replied that the orders and contracts were only preliminary extensions of negotiations, so that the Navy could secure better rates on construction fees, while also insuring that major shipyards do not go empty while the Naval Estimate is hammered out. She stated that, "The Navy has consistently been granted leeway to order replacement ships independent of the Naval Estimate. The alleged 'secret' contracts were nothing more than standard estimates of how many new ships would need to be replaced." When asked about the apparent claims of a planned for 'emergency amendment', the Chancellor denied knowledge, and assured reporters that she would open an investigation of the allegations. Others in the Admiralty seconded Chancellor Duchess Steiner's statements. Third Star Lord Vice Admiral Lady Aoba Sanae stated that, "These large orders are nothing of the sort. If anything, they represent a private gamble by these ordnance manufacturers that the Navy will purchase their equipment in the near future, rather than any extension of Naval policy."

Nonetheless, some have expressed great concern at the sign. Louise Asquith, Member of the Federal Diet for New Althordshire Colony spoke at a special press conference of Diet Members opposed to increased military spending. "This news story is especially concerning, as it shows the apparent belief of the Navy that it can dictate government policy." Ms. Asquith was joined by several other members of the Diet, all calling for a joint investigation of the Admiralty, as well as calling for the resignation of Chancellor Duchess Steiner and Third Star Lord Sanae immediately. At present there has been no statements from either the Emperor or Archduchess Hannah, who--in her role as Commander in Chief of the Home Fleet--is believed to be the primary voice of the Imperial Family in Navy matters.

Potential Greater Impact(s): A major fleet build up within the R.u.B Union can easily have repercussions throughout Beta and Delta. With the continued expansion of the R.u.B Military Frontier into the Delta Quadrant in response to the Great Migration, some could see this as preparations for a large scale round of expansion. Others could see this as a plot within the Navy to push the R.u.B Union into a war, or otherwise question the legitimacy and control of the government, given the apparent confidence that major policy changes could be enacted on a whim.

Description: Recent news coming out of the Mimosa News Conglomerate(MNC) which is based out of the Federal Star State of Mimosa in the Mimosa Star system have confirmed many of the fears had by Gamma powers concerning the Khomorragh and their dealings and meddling in the galactic criminal underworld as reports have come to light on increased activity within the Mimosa Star System by what is suspected to be criminal gangs and pirate groups within the system that are rumored to be loyal to the United Clans of Khomorragh. As of late the Mimosa System Defense Force(MSDF) have begun operations to cleanse the system of the pirates and other criminals that are currently targeting Mimosan merchant craft in which they would loot the goods and even have been reported to hijack the ships In question. Pirate activity in the Mimosa star system is said to be at a all time high and that the Mimosan authorities are baffled at the sudden spike in pirate activity and the proliferation of up-start criminal groups and enterprises. It has been confirmed that a bombing on the planet of Citadel has also occurred in which at most of 200 people were killed or severely injured in the bombing which was at a high end shopping complex on the planet.

Other acts committed in the surge of crime and violence in the Mimosa star system have claimed the lives of a additional 2,000 as the MSDF have said to have been scrambled and put on high alert in the wake of the crisis. The Mimosan government has already arranged a string of emergency sessions and meetings with it's leadership and security officials to organize a strategy to defeating the crisis and the culprits responsible.
Potential Greater Impact(s): Although it would seem for now that the Federal Star State have the situation under control and could come off victorious against the surge of piracy and violence in it's star system. It has yet to be seen or shown whether or not the United Clans of Khomorragh are truly involved in the instability facing the Mimosa star system but if so then the United Clans may use the rising instability in the star system to possibly attempt a overthrow of the Mimosan government and it's authority in the star system in order to expand it's own influence and criminal connections across the Gamma quadrant.

Description: Certain interstellar powers inside and outside of the Alpha Quadrant have convened recently for the 2nd International Conference on the Great Displacement, with the Perseid Federation once again playing the host. Taking place at Propylaea Station, this summit was seen as the follow-up to the 1st Conference on the Great Displacement that was held in Icosakhilos Station.

The delegates will be discussing on many of the issues still present with the galactic refugee crisis, such as arming refugee groups for their self-defense, rampant piracy, terrorism, and other acts of lawless violence throughout major interstellar travel lanes, and providing monetary and speciotarian aid for nations that are deemed to have trouble in taking care of the refugees that have come to their systems.

The Perseid Federation's attitude towards the urgency of the crisis has changed since Icosakhilos. "We hope that the nations gathered here take this crisis more seriously," says Kypros Onassis, Archon of Servitus, who is part of the Omospondia's delegation to the conference. "It is not enough for us as a galactic community to solve this crisis just by our own independent means, for it is well known how many nations have proven themselves to be either incompetent or overwhelmed. We have to either move together or not at all."

The Icosakhilos Summit was the first international meeting conducted with the purpose of migitating the effects of the speciotarian crisis that had rocked the galaxy for extended periods of time, a crisis that still persists to this day. Many believe that the summit ultimately failed in reaching a consensus among its participating nations, despite the minor changes that were made that gave a glimmer of hope for those hoping for the galaxy to unite during these troubled times. But many have also argued that it served as a platform for the nations of the galaxy to forge closer diplomatic and economic ties as well as to promote other agreements that were in line with helping solve the Great Displacement, such as the Nassau Accords. Yet to some speciotarian agencies, what had been achieved at Icosakhilos wasn't enough.

As with the Icosakhilos Summit, political analysts and critics predict that the Propylaea Summit will fail to address the Great Displacement. Political analyst Procne Mavridou has stated in an interview with the Sivulon Tribune, "The refusal of interstellar powers to set aside their own political agenda will inevitably undermine any attempt to coordinate their efforts in solving this crisis."

Some have called this summit as unnecessary, believing that the refugee crisis had already become more manageable and that piracy is now the larger issue the galaxy faces. Yet even those comments were subject to scrutiny. Still some have gone further and criticized the Perseid Federation for more dubious agenda. Giannis Karabinos, a fierce critic of Perseid foreign policy, has given his reasons for the nations of the summit to keep watch. "The nations at Propylaea should be wary of the serpent of the Sivulon lanes," he stated with poetic language.

Others have chosen to take a look at this summit in a more optimistic light. "The chances for something to come of this summit are greater than at Icosakhilos," Mavridou stated. "Even at our most conservative expectations for it, the nations would at least want to work together to resolve many of the issues that the Propylaea Summit seeks to address, as I believe they have grown weary in attempting to deal with the Displacement and the rise of piracy and terrorism on their own."

Potential Greater Impact(s): Should the Propylaea Summit succeed, it will lead to the creation of an interstellar convention on refugees led by nations outside of the Solarian Reaches, and possibly a more coordinated effort to grant refugees asylum and filter them from more hostile parties among them. To the Perseids, the conference is a chance for it to show international leadership in a galaxy known for its refusal to come together and take action, thus provding the Omospondia with valuable diplomatic influence. There are also benefits to be sought even if the summit fails to achieve its goals, providing a platform for nations to forge closer diplomatic ties, especially between the Perseid Federation and the participating nations at Propylaea.

Description: The foreign ministries of the Rhustarim Hegemony and the United Star Empire of Valinon held simultaneous press conferences in the respective capital systems of both states. Both Lukas Veknan, Hegemon of the Rhustarim, and Archduke Faustus von Metternicht, Prime Minister of Valinon, confirmed that representatives of both their governments in the Hegemonic capital of Arins Mors to formalise diplomatic relations and economic cooperation. After months of negotiation, the two groups of ambassadors drafted the Valinor-Rhustarim Frame Convention on Cooperation. Ratification of the convention is being expedited through the Valinor Congress of Lords and the Hegemonic Senate.

While relatively terse for many interstellar agreements, the convention includes four primary protocols. The first protocol serves as a binding non-aggression pact (NAP) between the two states; the second establishes a basic free trade agreement (FTA) and economic cooperation area (ECA); the third establishes a diplomatic partnership including cooperative diplomatic efforts and common collaboration on key issues including extradition, prize vessels, etc. The final protocol provides for the modification and perpetuation of the agreement.

Following ratification of the agreement, the Prime Minister and the Hegemon said their governments would work closely to form other bilateral partnerships and arrangements targeting critical international issues. Neither leader provided details on future plans, but both said the Rhustarim and Valinor will look to address commerce protection slavery, and displaced persons in the spatial volumes of Alpha and Beta Quadrants. Both governments also published the full text of the treaty through their local and other international ‘nets.

Article I.
In the name of mutual interest and to expand bilateral cooperation, the United Star Empire of Valinon and the Rhustarim Hegemony (here on The Signatories) hereby sign the following Protocols.

Article II.
Any Signatory can terminate the validity of the entire Convention or of separate Protocol, with the exception of Protocol II - Article III, after prior consultation with the other Signatory with notification of no less than six standard months.

Article III.
The present Protocols shall be ratified by both Signatories within the shortest period of time possible.

Protocol I: Non-Aggression

Article I.
The Signatories resolve that there shall be a firm, perpetual, inviolable, and universal peace between the United Star Empire and the Hegemony made with the free consent of both parties. To reinforce the spirit of this resolution, both Signatories obligate themselves to desist from any act of violence, aggressive action, or attack upon each other either individually or jointly with other Powers.

Subarticle I.
Should a base, facility, or ship of either Signatory be damaged within the territory of either Signatory, all proper assistance shall be given.

Sub Article II.
Should a base, facility, or ship of either Signatory be attacked by any enemy Party within the territory of either Signatory, all effort will be made to offer and enforce protection as much as is possible.

Article II.
Should one of the Signatories become the object of belligerent action by a third Power, the other Signatory shall in no manner (neither by official policy, covert action, or inaction) lend its support to such an aggressor.

Article III.
Should disputes or conflicts arise between the Signatories regarding any issue, both states agree to settlement of disputes or conflicts through means of diplomatic and/or political dialogue.

Protocol II: Economic Affairs

Article I.
No Signatory shall level punitive tariffs or taxes against products imported from the other Signatory. This statement shall not apply to national sales taxes, value added taxes, et cetera, except when such taxes and/or dues are leveled exclusively against products imported by a Signatory.

Article II.
The Signatories shall act to break or ignore an economic or trade blockade enacted against one another by force if necessary. The Signatories shall not act to restrict trade with each other in any way.

Article III.
The commerce between the Signatories, the protections of Merchants, the guarantee of Masters of Ships, and the guarantee of Nationals not violating the laws of either Signatory is declared to be on the same footing in every respect with the most favoured nations, respectively.

Article IV.
Any action by a Signatory that violates the First and/or Second and/or Third Articles of the Second Protocol will result in the immediate invalidation of the entire Convention.

Protocol III: Cooperation & Diplomatic Framework

Article I.
The Signatories agree to encourage cooperation and continuing diplomatic efforts between one another.

Article II.
The foundation of this framework shall rest upon a mutual exchange of Embassies between the Signatories. The respective Embassies shall be maintained for so long as the Convention is in effect.

Subarticle I.
The exchange of Embassies is to be promoted by the grant of reciprocal rights to both Signatories to establish consuls in both Nations with the due privileges, immunities, and jurisdictions required by the laws of both Signatories.

Subarticle II.
The Leading Official of each Embassy (here on the Ambassador), the Consuls, and the duly recognised Diplomatic Agents of both Signatories shall be granted the liberty and personal security necessary to travel within the territory of either Signatory to conduct their official duties and attend to necessary personal business and observances.

Subarticle III.
Both Signatories are declared to be on the same footing in every respect with the most favoured nations, respectively.

Article III.
The Signatories agree to promote the mutual restitution of prisoners and subjects between one another and to cement a process of mutually agreed extradition.

Subarticle I.
If any citizens or subjects belonging to either party shall be found on board a prize-vessel taken from an enemy by the other party, the Signatories agree that such citizens or subjects shall be liberated immediately and in no case, or on any pretense whatever shall any citizen or subject of the Signatories be kept in captivity or confinement or the property of any citizen or subject found on board of any vessel belonging to any Nation with which the Signatories may be at War be detained from its lawful owners after the exhibition of sufficient proofs of citizenship and property by the respective Embassies residing in each Signatory’s territory.

Subarticle II.
If the vessels of War of the Signatories enter the Port of either Signatory with any Prizes they may capture from their enemies, the vessels shall have liberty to secure refreshment of any kind and sell such prizes in said Ports without paying any Customs or Duties than such as are customary on ordinary commercial imports. The exception to this rule being Prizes captured while under the flag of either Signatory.

Article IV.
The United Star Empire of Valinon agrees to assist the Rhustarim Hegemony in any efforts to enter international organisations affiliated with the League of the Raumreich or to facilitate the Hegemony’s further participation with the League in any and all capacities, if so desired by the Government of the Hegemony.

Protocol IV: Additional Terms, Amendments, & Further Negotiations

Article I.
As outlined in the Third Prime Article of the Convention, the Convention is to be ratified by the Signatories and exchanged at Arins Mor as soon as possible. Thereafter, it shall come into force from the date of the exchange of ratifications.

Article II.
This Convention remains in force for a period of five (5) Standard Years. At the end of five (5) years, the Signatories may choose to renew, revise, or dissolve the Convention.

Article III.
The Signatories agree to form mutual commissions for the reviewal of Convention within ten (10) Standard Years from the date of the exchange of ratifications.

Article IV.
Any amendments to the Convention may be made with the mutual consent of both Signatories.


Potential Greater Impact(s): While overshadowed by the expansion of the Nassau Accords and Perseid Federation’s announcement of another summit on the refugee crisis, the surprise announcement by Valinor and Rhustarim is a topic of fervor among galactic policy wonks and observers of the Alpha and Beta quadrants. The two states represent a considerable partnership of economic resources, infrastructure, and defence assets. Both the empire and the hegemony are noted for their shared ideas regarding commerce protection, the preservation of rights for displaced persons, and an emphasis on preserving international stability rather than fostering policies of national aggrandisement.

Commentators from the Solarian Reaches considered the convention a competition to the Nassau Accords and the Propylaea Summit. These critiques were frequently refuted by other analysts, who noted both the Rhustarim and the Valinor attended the Icosahkhilos Summit. Valinor delegates act only as observers, but delegates from both nations favoured policies of collaboration and coordination supported at the summit by several nations. However, one element within the convention’s articles was suggestive in a more conclusive manner. Other analysts, commentators, and some international officials express skepticism that the published convention represents the full body of the treaty between the two states. The empire and the hegemony are known for their pragmatic approach to diplomacy and policy, though the Hegemony is known for more open expressions of idealism. Some of the treaty’s current protocols would make it easy for the signatories to establish a greater degree of security and intelligence cooperation, especially in efforts to prosecute various criminal activities.

Additionally, the Valinor and the Rhustarim are two of the most progressive states for artificial/synthetic sophont rights in the Solarian Reaches. Neither state’s extensive SI communities were mentioned directly in the convention, but it is undoubted the high level of influence both communities share in their respective nations will influence future policies.

Description: In the last several days the planet of Citic had taken a stark turn for the worse as large tracts of the planet have succumbed to lawlessness, the breakdown of social services and order feeding the growing insurgent situation. Local, regional and federal forces preformed a sever pullback of assets in order to better secure more strategic areas of the planet and consequently left various area’s of the planet open for the growing insurgency to take advantage of. There are now several safe havens out in the more rural and less populated areas for the insurgency to operate freely across the planet. The authority forces have secured many of the larger population centers, industrial centers, orbital launch facilities, military bases, and power supply compounds. With their forces centered on strategic areas, the Republic has kept a tenuous control over the planet, despite the efforts of the insurgency to uproot the authority forces. The majority of the populace of Citic themselves have yet to truly back either the governmental forces or the growing insurgency instead taking the option to wait for one of the factions to gain the upper hand before throwing their weight behind. For the last several months both side of the conflict have really failed in grasping the attention and support of the majority of the populace.

Yesterday several bombing attacks occurred in various cities across Citic, in a coordinated effort by the insurgency to help dislodge authority forces from the immediate areas. It was easily the most deadly attack of the insurgency, claiming a high number of lives and causing a great deal of damage to their targets. These bombing attacks have prompted the planetary government to engage in an attempt to promote a reversal of the deteriorating situation befalling the colony of Citic, the planetary administrator planned a public press conference to take place at the steps of the regional governmental building in Berj City. He intended to discuss the events of the past several weeks, as well as the planned response the local, regional and federal government were in the progress of implementing. The response plans of all levels of government were to be plainly spelled out to the expected crowd as well as on regional communication airways. The press conference was scheduled for late afternoon after the heat of the day passed, sparing the administrator and his staff as well as the expected crown from the devastating sun.

Security around the immediate area for the press conference was tight, concentric rings of protection were apparent to protect the planetary administrator as he would address the people of Citic. Attendees were screened and searched before being allowed into the inner ring, an area of several blocks surrounding the site was blocked off to normal traffic, and a heavy federal military presence was placed on the outer ring in a show of force to hopefully deter any bold individuals.

However, this heavy security could not prevent tragedy from occurring. Within the first five minutes of his speech, Alexasner Gypinor’s head exploded in a disgusting display of blood, bone and brain matter on live regional television. At 5:45pm local time, Mr. Gypinor was pronounced dead at the scene. It is still unknown who the assassin is, or where the shot came from. Investigative authorities from several branches of Government and even the Military have begun their work, and have promised to find the individuals responsible and bring them to justice.


Potential Greater Impact(s): This is a huge increase in hostilities within the Citic system, and the Republican Federal Government is planning a large response. Many within the Federal Senate have begun clamoring for a tough response to stop the destructive slide of the Citic Colonial System. Both the Department of Defense and the Department of Justice have made public promises to end the insurgency in the Citic system by “any means necessary”. The Free State Republic government finally seems to be taking what is happening in the Citic Colonial system seriously, they have declared two protocols “Dark Sky” and “Sun Down” to be effective for the Citic Colonial System. Effectively banning interstellar travel and interstellar communication to and from the system respectfully, in an effort to cut down on resources and reinforcements flowing to the insurgency in the system and hopefully stopping their message and supporters from disseminating outside the system. It is rumored that a naval task force is being assembled to bolster the forces already in the system and to help tilt the balance of power in favor of the Republic.

With “Dark Sky” and “Sun Down” protocols going into effect, the Citic System is figuratively cut off from the Liu Xiu trade lane as well as the Lanthe Route that leads into the Solarian Trade Corridor. The Republic’s pivotal trade junction system which was used as a switch point between the Liu Xiu trade lane and the Lanthe Route is now blocked off which would have various negative effects on the flow of trade between the Republic and those two routes. It is in the best interest of the Republic to end this insurgency quickly and return the Citic System to normalcy.

It is unknown how effective the protocols will be in keeping the supporters and message of the insurgency contained within the Citic colonial system. There have already been unsubstantiated reports of graffiti and leaflets appearing in other population centers across the Republic in support of the Citic Insurgency and the more mysterious ‘Wildfire’ terrorist organization. The Federal Marshal service has begun investigating these reports, in an effort to get ahead of any sort of growing problem. The Department of Intelligence has received information of Cornelio Morevedra making contact with the ‘Wildfire’ group through unofficial channels, however it is currently unknown where he is. Presumably he is not in Republican Space, however the DoI cannot confirm that assumption.

Description:
The world of Senryoku-3 is little known even in the Hanjin Electorate, but notable in that it supplies a vastly disproportionate share of the galaxy's plantains and bananas for such a seemingly irrelevant world. The planet's hospitable climate and terrain led to it becoming a major agricultural center soon after colonization, and banana plants, for whatever reason, became predominant, now intensively cultivated over the majority of the world's surface area and exported in mind-boggling quantities throughout the League and the Galaxy.

There has been an extremely severe outbreak of the fungus Morispora fulgurus, commonly known as soba rust, a disease that afflicts a wide range of crops including bananas and which can also be transmitted to humans (both from ingesting infected material and from contact with infected humans). In plants, the disease causes a distinct red color and quickly withers and kills the host, while in humans, it generally runs rampant in the digestive system and lodges in the lungs, causing heavy coughing and expelling more spores into the air (though thankfully they tend to settle quickly, usually only harming nearby plants, and human-to-human transmission is usually caused by contact with infected fluids). Experiments have also proven Morispora fulgurus is capable of equal lethality against other species whose protein chirality permits them to ingest bananas. Thousands of farms have thus far been wiped out and millions of Senryoku-3's inhabitants infected with the deadly disease, which has shut down agricultural production for a sizable portion of the planet. The Environment Ministry of the Hanjin Electorate has been, with aid from the rest of the League employing extreme measures, including euthanizing large numbers of fatally infected persons and using incendiary devices to destroy infected fields. The outbreak has been largely contained, but is expected to massively interrupt banana production for some time. Additionally, the Environment Ministry has made an urgent suggestion that any bananas imported from Senryoku-3 over the last six standard weeks (the outbreak has been ongoing for about eleven days) be immediately destroyed and consumption of Senryoku bananas be stopped until the outbreak is fully dealt with. The League Supreme Executive has stated that while the outbreak is extremely severe, it has been contained and progress in sterilizing the infected area is going as planned. This is not the first time Senryoku-3 has dealt with a severe soba rust outbreak, but it is much worse than the last outbreak ten years ago, which afflicted a comparatively tiny area.
Potential Greater Impact(s):
The halt of all banana exports from Senryoku-3 and the Environment Ministry's recommendation to destroy and stop consuming all bananas shipped in the last six weeks is likely to cause a modest rise around the galaxy in banana and plantain prices. Additionally, any importers or consumers of Senryoku bananas are being cautioned to be vigilant for signs of Morispora fulgurus infection. In plants it typically manifests as brilliant red spots, often tightly clumped like brushstrokes or solid color, on the leaves and stalk, and can infect a wide variety of plants ranging from conifers to grass species to cycads. Infected plants should be immediately burned and the soil they were planted in sterilized. In humans and compatible alien species, initial symptoms typically manifest as a severe headache and modest coughing, but rapidly grow more severe and can include discharge of blood and other fluid from various orifices, coughing to the extent that ribs may be broken, vomiting, diarrhea, seizures, and very high fever. It is extremely contagious and infected produce can contaminate other produce it is in close contact with as well as infect its consumers.

Description: The Tezekian Directorate, a relative unknown nation in the central regions of Gamma, has begun an effort to deal with the instability and crisis facing the quadrant in their own way. They have formed a taskforce to provide aid to the down-trodden and struggling nations and groups of the galaxy, a traveling galactic red cross equivalent. It has begun to make its rounds and word is beginning to spread that there is a group who is willing to do what they can to help, be it disaster, lack of food and supplies, disease, war and other avenues of suffering. Further, there is an operation going on in the Saramac system, which is investigating an advanced contagion and plague on the main planet, following a lead about similar situations cropping up throughout the quadrant.
Potential Greater Impact(s):
The Sanctuary has begun to spread a network of contacts and suppliers and has begun to make a slight difference in certain areas, and has made overtures to larger empires to assist with conflicts. It could be a further destabilizing factor or help begin to repair the division and conflict that is spreading. Further, revelations regarding the contagion may give an insight into the strange new plague that is taking root in a few locations.

Description:

With an apparent ever increasing pressure within Vahkiran owned space, it appears the Tri-Faction Civil War has not only gone beyond that of gang warfare of apposing factions, but instead elevated into a full scale engagement across the entire Melit system in Gamma, pushing the usually isolated Vahkiran people into the open and into what was suspected to be uninhabited space. The system in question was home to a race of industrial era sentients, previously unknown to the rest of the galaxy whom by no cause of their own were caught in the crossfire. The initial attack was thought to be a random act of aggression, but was later proved to not be the case, instead external theories and sources who have managed to get close to the warring factions have put it down to something referred to as a 'World-Bomb' by Vahkiran individuals. A type of 'Pre-Fall' technology that one faction owned and was deemed enough of a threat to spark the small skirmishes into a full mobilization, never before seen by the Vahkiran systems since their arrival into the Milky Way Galaxy.

The Melit system has thus fallen into disarray, with naval engagements cropping up none-stop and short-term military installations being fabricated in system and in the surrounding space outside of it. The planet of Melitariade has suffered by far the worst of the war, with the inhabited species cities being nothing but rubble and smoke; thought to be a small population of four billion, it is not known how many have survived, but from what little the Vahkiran paramilitaries have allowed outsider sources to see, some effort of evacuating the natives has indeed been committed. Still, many of the natives have taken up arms against the invaders.

A Vahkiran militant, a 'Major' in his armed forces who declined to give his name was briefly interviewed by a brave independent news station who also managed to get on-the-ground footage, before being escorted from the system; The following is a direct translation, some details may have been lost on communication:

"Esteemed Kleekh Kijaa wishes no harm on any non-Yikla or Jathuul rebel sympathizers, unfortunate at this time that Nudaxok have chosen to fire at our own. We, the Kleekh'Kaal of Honourable and Merciful Kleekh Kijaa have helped and are helping those suffered from this war to leave. Any who are armed or seek to arm against our people will be treated as rebel sympathizers and will be executed. Any Giokdk will also be escorted away, as is the One True Khreel's wish for the others."

The individual in questioned refused any further questioning and the news station staff were reportedly evacuated under armed escort from the system to the nearest neutral owned space. Any further attempts of communicating with the other two factions have had negative responses and threats, but no shots have yet been fired on unarmed non-Vahkiran or 'Nudaxok' peoples. To avoid any unnecessary loss of life it is suggested that no trade be conducted within the Melit System's area of influence and that no armed personnel go anywhere near any Vahkiran vessels.

Potential Greater Impact(s):

With the rampant disregard for any sovereign territory and rapid deployment outside of Vahkiran owned space there may be some friction with neighboring star-states, especially as the Vahkiran have been largely isolated and never actively expanded into owned territories. The current chaotic climate of the Tri-Faction Civil War may also attract an increased number and activity of private military contractors who wish to monopolize on the fact the war itself has broken out into a full scale operation.

The rumours of a possible WMD of some kind, also known as the 'World-Bomb' may also be a cause for concern, if one of the obviously pro-aggression factions get their hands on it. Not to mention all the speculation and here-say that will spread from the combat, as more and more individual news agencies seek to get a scoop on the situation and hear the plight of the native species of Melitariade.

Description: Out in the far reaches of the Gamma Quadrant, intrepid disgruntled settlers have left the relative safety of the Free State Republic’s crumple zone due to policy shifts of population settlement and an influx of large migrants into once wide open spaces. Finding what seemed to be an uninhabited planet deep in Gamma, they decided to make their new home christening the planet “Vulney”, and establishing a small settlement in the Kine River Valley. With plans to continue their way of life which was interrupted in the Republic, they hope to expand their presence on the planet and establish a thriving colony in time. For the moment they retain a tenuous link with their former star-state receiving a monthly shipment of supplies until they establish an industrial presence. Little did they know, their newfound colony was created on an already claimed planet, within the sphere of influence of the “Golden League”, which is an expansive league of individual states originating in the Gamma Quadrant. Unbeknownst to the Vulney colonists, they are intruding in League space, an emissary team from the Golden League has been dispatched to the planet to attempt to bring the encroaching colony into the fold of the Golden League. However these colonists have already left an inter-stellar polity in protest of over-arching governmental control, it is unknown how they’ll react to an invitation to join another.
Potential Greater Impact(s): If the meeting between the Vulney colonists and the Golden League goes poorly, which given the Vulney colonists’ background is the most likely scenario as they would be hard pressed to give up their newly found and precious independence. A large problem would occur for the Golden League as they would then have to view this incursion of their territory as an invasion. A response would be necessary, either to dislodge the wayward colony and re-affirm their dominance of the area. Or to erase the colony and its inhabitants entirely. The colonists of Vulney would be prepared to defend themselves as best as they can, but any sort of prolong conflict is sure to overwhelm them. Would the colonist make a plea for intervention from their divorced star-state the Free State Republic? Would the Free State Republic even care to defend a group of former secessionists? If this meeting of culture’s should go poorly, it has the potential to derail into a forever escalating conflict between the Golden League and the Free State Republic.

Description: Despite some groups claims that piracy has been vanquished across the Delta Gamma border, the pirate nexus known as Blackaros has formed in response to such outlandish claims. With several pirate groups now working together instead of competing against each other, merchant ships and refugee convoys now face a more determined and bolder predator in Gamma and across the Delta border who is willing to attack larger fleets as well as hardened targets who have been invulnerable unorganized pirate attacks before.

Description: In order to fuel further infrastructure development (in particular, megascale living projects), the Hegemony has dispatched a large number (in the region of several hundred) of automated probes to isolate systems that are worth establishing industrial centres in. The probes also serve to properly map out each of the relevant quadrants. Dyson Seeders, large scale mobile factories capable of a single FTL jump each, have been dispatched but have not settled in any system yet, and are waiting to find optimal systems through their probes before using up their one way drive systems.
Potential Greater Impact(s): Although the rhustarim are hesitant to label this an actual 'expansion', the sheer scale of their planned developments is likely to draw a great deal of attention. The Dyson Seeders in particular are drifting through space at c-fractional velocities away from Hegemonic systems waiting to identify a worthwhile system. Though there is no current intention to establish colonies in target systems, the sudden appearance of proto-dyson swarms and massed automated nanofactories and mining establishments is likely to draw attention. At the very least, the few hundred miniscule probes scooting through systems will garner some curious looks.
