Resolution For The Security Council (EMERGENCY RESOLUTION)

Resolution Name: USA Peacekeeping Missions in Tao and Wraamshige, Resolution 43

Description: Tao and Wraamshige are becoming two new global hotspots. The former has developed into an arena for battle between the government forces and the Isolationist-Terrorist organization Shin no Tao Rengō, while the latter has seen an internal armed conflict break out, after rivalling tribes and ethnic groups had decided to sort their old differences out through direct confrontation. No matter what motives do the belligerents in both situations possess, the fact is that lives had been put at stake in the two countries. In relation to Tao, a third party state has taken up responsibility to mediate between the warring parties. No such efforts had begun in regards to Wraamshige, however, an international rapid deployment force ACREFOR has launched a temporary peacekeeping mission there. Even with current attempts of stabilization, the crises are not yet over. Therefore, the USA hereby:

REITERATES Its’ commitment to support fragile peace in the world’s troubled areas.

AUTHORIZES The launch of separate USA peacekeeping missions in Tao and Wraamshige, handled by USAPKs. In both situations, the peacekeepers would be deployed for the following tasks:

• Monitoring cease-fires, should they be declared and making sure they hold.
  
  
• Keeping up public order.
  
  
• Distributing the supplied humanitarian aid from abroad and providing professional medical help to civilians.
  
  
• Protecting civilians during combat and evacuating them to safety.
  
  
• Supporting the recovery efforts in the aftermath of the conflicts.

APPOINTS Lt. Anīr Sárren of the Democratic Union of Sunrisia to lead the USA peacekeeping mission in Tao.

Credentials include:

• Honored officer of the Sunrisian Defense Force (SDF).
  
  
• Participated in the USA’s mission in Friesland as part of Sunrisia’s contribution of peacekeepers, until being replaced by another officer after completing his service.

APPOINTS Sgt. Cûl Gácéll of the Democratic Union of Sunrisia to lead the USA peacekeeping mission in Wraamshige.

Credentials include:

• Active officer of the Sunrisian Defense Force (SDF).
  
  
• Led multiple Sunrisian humanitarian missions in Latin Corentia and Ziamban.

Resolution Name: Carrier Act Resolution 44 Emergancy Resolution
Description: NOTING the current purchases of two aircraft carriers by the Assembly and the General Secretary
EXPRESSING a need to make sure these items can be used to their full potential
HIGHLIGHTING the concern, cost, and training in running these carriers
HEREBY moves to make sure these items can be used effectively.

1. Will divide the cost of maintenance of these two aircraft carriers, and all future purchases of items by the USAPKs, evenly among the USA SC members.
A. Excludes the cost of mandatory renting of ships, aircraft and personnel to be given by all USA members under USA SC Resolution 1.

2. States that these aircraft carriers and other USA vessels/crafts will be welcomed to dock at all USA member state ports for resupply, training, and stationing accepted by USA maritime law.

3. States that the aircraft used by these aircraft carriers will be aircraft designed to be used by these carriers by their initial builders.
A. These aircraft will be gathered by member donations, rents and or acquisitions.

4. Randomly selects crew for these carriers based off member donations of Resolution 1.
A. Requires that the carriers crew begin training within the week.

Aznazia votes Nay on Resolution 44. Aznazia does not believe the USAPK should have the authority to obtain offensive vessels of this scale due to the sheer costs of maintaining such large investments and the potential abuse of power as well as the security risks involved in where these vessels are moored. The USASC must also decide what constitutes the use of these vessels in the event of a war, who may use them, what roles they may participate in, the types of aircraft used, and where they will go if two Security Council members find themselves at odds. It should be noted that many USAPK nations have carriers already.

Resolution Name: Resolution 46 EMERGENCY RESOLUTION

Description: CONCERNED that the recent outbreak of violence in Azovskaya.
ALARMED that the conflict continues and has grown to involve several outside parties.
STATES that it is the goal of the Assembly to address such a crisis.
CONCLUDES that it is the USA SC responsibility to respond to this crisis.
RESOLVES to end the violence, allow for international aid into the country, halt the flow of weapons, and observe a referendum in Konetya.

1. Enacts a cease-fire agreement between all parties within the Azovskaya Union/Federation/Konetya.
a. This cease-fire starts on June 23rd 11PM UT
b. Calls this area a "crisis zone" and appoints Captain Amanda Naive of Rhodevus as Supreme Commander
i. Recognizes Captain Naive for her outstanding record in the Rhodeve military services.
c. Will be monitored by the deployment of USAPKs
d. Prevents the further deployment of troops/supplies/weapons by international parties except for the USA.
i. Weapons are defined in Article 2.b.iii
ii. This excludes the nations that have their seat of governance within the crisis zone.

2. Tasks the USAPK mission in the crisis zone to be the sole distributor of international aid within the zone.
a. Defines "international aid" as aid persons/equipment/supplies originating from outside the crisis zone.
b. Requires all international aid to be inspected, by any means of transportation, by USAPKs.
i. Opens the Minia Airstrip in the USJR for international aid flights to land, be inspected by USAPKs for weapons and then fly to the crisis zone.
ii. Requires the USAPKs to remove all weapons and seize the plane/arrest the crew if weapons are found on board the flight.
iii. Weapons are defined as small arms/heavy equipment/supplies for these arms and equipment.
c Allows for pre-clearance by USAPKs in other country airports if the following conditions are met:
i. Planes are monitored while loading by USAPKs and are not hindered in their inspection.
ii. Planes are inspected prior to departure by USAPKs and are not hindered in their inspection.
iii. The plane will not make another landing, even to refuel, before arriving to the crisis zone.
d. Allows the USAPKs to distribute aid in the crisis zone in non-military facilities.
i. Prevents military personnel from receiving aid unless wounds/needs are life threatening and urgent.
e. Tasks the USAPKs to inspect ships upon arrival in the crisis zone and along selected land routes, which international aid must enter via these routes and most not deviate from their course or pick up additional supplies or personnel.
f. Makes it a violation of this resolution if nations give military weapons to the crisis zone area.

3. Tasks the USA to hold, monitor, and announce the results of a referendum on Konetan independence.
i. This will apply to the entire province.
ii. Gives the Supreme Commander the authority to take whatever measures needed to ensure the accuracy, validity and security of the results and when the referendum shall be held.

4. Two weeks after said referendum this Council will call upon the World Court or Secretary General to investigate claims of ethnic cleansing in the crisis zone, even if the crisis zone is declared resolved.

5. States that articles 1, 3 and 4 will go into force upon the approval of Azovskaya Union/Federation/Konetya.
a. States that all provisions in this resolution WILL APPLY FOR ALL USA MEMBER STATES regardless of the enforcement of articles 1,3, and 4.
