Resolution For The General Assembly

Resolution Name: Resolution to Replace the USA[Resolution 147]

Description:

CONCERNED about the following:
1. This Assembly, and the Security Council, have fallen into disarray.
2. USA Organizations have failed to adhere to their own charter, and Organization Heads have stayed well beyond their terms.
3. USA Initiatives continuously meet insurmountable road blocks, as the body lacks sufficient authority to act. Nations can simply leave the USA and be exempt from its efforts.
4. The USA has not seen a single action undertaken since Novermbet 9th of 2018.
5. The USA watched idly as countless potential crisis unfolded across the globe.
6. A majority of Resolutions are out of date, no longer valid, or complete nonsense used for a nations own self benefit.

RESOLVED that the USA is inefficient, disorganized, inoperable, corrupt, and incapable of fulfilling its duties.

BELIEVING that when an organization meets such a description, there is no longer a justifiable excuse to support it or allow it to exist.

HEREBY does the following:

1. Completely dissolves the USA, all of its organizations, branches, and individual components.
2. Immediately creates the International Coalition for Cooperation (or ICC), and permits each nation of the world to submit one representative
3. Tasks the ICC with creating a new and better world government
4. Requires the ICC to create a Bi-cameral global government.
5. Requires a 2/3 vote of all ICC members to approve the creation of this global body.

Resolution Name: Resolution to Promote the Reformation and Restoration of the USA [Resolution 148]

Description: RECOGNISING the concerns raised by the delegation from Lylhorion as having a legitimate source, and understanding the need to address said concerns outlined in resolution 147, outlined again here as being:
I. This Assembly, and the Security Council, have fallen into disarray.
II. USA Organizations have failed to adhere to their own charter, and Organization Heads have stayed well beyond their terms.
III. USA Initiatives continuously meet insurmountable road blocks, as the body lacks sufficient authority to act. Nations can simply leave the USA and be exempt from its efforts.
IV. The USA has not seen a single action undertaken since November 9th of 2018.
V. The USA watched idly as countless potential crisis unfolded across the globe.

AFFIRMS that the organisation of the USA has played its vital and important role throughout the history of Sunalaya but fears its current state of affairs has been mismanaged and neglected,

BELIEVING that the USA can be reformed and brought back to the forefront of international politics,

HEREBY proposes the following:
I. The Committee for Reform be established with the USRCA and representatives from two other nations to be determined by vote to look into ways to reform the USA which will report back to this chamber with its findings and suggestions,
II. This committee may not make changes on its own, but may propose resolutions for the USA to consider independent from their own nations to prevent national interests being represented in the reformation of the USA,
III. That all head of USA departments who's terms have ended be asked to step down for new department heads to begin their term,
IV. That the Security Council be temporarily suspended until it may be reorganised to be better suited to the geopolitical situation of 2019, proposing it has not been updated in too long.

Resolution Name: Resolution to Research the Environmental Impact of Sunrisia Island Building [Resolution 150]

Description:
CONCERNED that these operations may compromise multiple ecosystems in the region.

NOTING that several species of aquatic life are very fragile to changes in their ecosystems.

DISAPPOINTED that such a project would be undertaken without a scientific survey into its environmental effects.

ALARMED at the scale of this project, and how many thousands of species and reefs it has the potential to effect

HEREBY does the follow:
1. Orders the construction of these islands be halted immediately
2. Authorizes a scientific study be conducted by an international team specializing in oceanic ecosystems
3. Nominated Rhodevus, Pantorrum, and Lafayet to each submit a team.
3a. Nominates the above due to their large number of territorial islands, and their scientists experience in the applicable field.
4. Requires the team to complete research into the effects of island building on the ocean floor, animal populations, plant and coral populations, and water currents. Special attention is required on endangered or critical species.
5. Prohibits this project from continuing until the scientific study is complete.
6. Requires the group to submit a summary of its findings by the end of 2019.

The Seven United votes NAY on Resolution 149. We believe that it is important nations understand that this is not a physical wall, rather a chain of artificial islands and defences. However, we urge the Sunrisian Government to make more considerations for the environment and ecosystems that may experience disruption during and after the construction process.

The Seven United is using its associate status to cooperate with the Sunrisian government in order to improve the oceanic environmental sustainability of the SOWEFTA Economic Area, including but not limited to a single-quota driven fishing area and further research on plastic cleanup. As we believe we need to focus all around when it comes to our environment, rather than a single strip of area such as the "Maritime Wall".

"The delegate from Pantorrum argues that the environmental impact is "clear". I was instructed by my government to ask the Pantorran delegation to please put forward all, if any, documentation supporting the claim that the sea wall will have a negative impact on the environment.

What internationally recognised and impartial research agencies have conducted studies in to the environmental impact of the sea wall? Has the Pantorran delegation considered that they are encroaching upon the sovereign right of Sunrisia to build such defences in their own waters, and have the delegations that voted in favour of the resolution considered the fact that the private contractors that are building the wall all have done studies that deemed the construction of the sea wall to be achievable?

Furthermore, I was instructed by my government to extend their critique to the Pantorran delegation for the careless use of the word 'condemnation'. The resolution that was put forward is not a condemnation, it's a list of demands. It demands that nations take a stance in the MDAA-Engleberg stand off, it demands that nations open the door to resolutions that blatantly disrespect sovereignty, it demands that nations vote on topics without the writers of the resolutions citing any scientific findings to support their stance and it demands that Sunrisia cancel an engineering project that gives jobs to thousands of Sunrisians.

I urge all members of the assembly to abstain until the points I made are addressed."
