"Honorable Lords and Ladies of this august body," the herald shouted,"May I present, His Excellency, the Prime Minister of the Asian Federation of Nations and the Empire of Symphonia, Underminister of the United Kingdom of Aquitayne and Symphonia, and Marquis of Britannia, Akira vi Contruum!"
The heavy wooden doors of the senatorial chamber swung open as the the Akira, followed by the defense minister and the international relations minister, entered the room to the sounds of whoops and applause from the assembled nobility. The media, which had been invited and now occupied the space normally reserved for public audiences, were watching perhaps the most important televised event in the history of Symphonia since the end of the Seong-Kiramashi Conflict. Ever since the election of Akira vi Contruum to the highest elected office, Symphonia's imperial fervor had been on the rise. The recent elections had solidified the new nationalist intent of the electorate, and politicians were now more wlecoming of a sea change in Symphonia's foreign policy. Thwarted by Aquitayne's King and the UK Prime Minister in the quest to annex Insula Fera in Astyria, the kazoku aristocracy had set their eyes on imperial warfare overseas.
After short debate within the Imperial Cabinet and the emperor himself, the apparent decision that had been made had set the Imperial Senate on furor.
As the group stepped towards the central dias, the cheering seemingly got louder, dying off as the prime minister waved his hands to silence the floor. The media cameras started rolling the live feed, broadcasting the speech to the entire world.
"My friends and colleagues of the Imperial Senate," Akira began," The People of the Empire and the Federation watch us here at this moment."
[applause]
"I come before you today to discuss the latest of our national endeavors, in which our nation seeks to promote the progressive policies of the recent century and decades. As you remember, our decision here today plays in part of our duties as a free and democratic nation. We cannot tolerate the use of force anywhere, unless there is proper justification. The rule of law, the protection of freedom, the existance of peace and prosperity, depend on our decisions to make the sacrifices necessary for the continuaton of our way of life. Nowhere else in the world, does the tradition of freedom seem strongest, except here in our Empire and our imperial union."
[applause]
"The question that I bring before this body, is whether or not as we ready to take up the mantle of responsibility, as an equal and just member of the community of nations, in order to save the lives of those who have been subjected to repression and prejudice. We have done so before in our national history, and we can so certainly do so again. The decision however comes down to this, here and now."
"As you know, the Constitutional Monarchy of Quenada was invaded by the Commonwealth of Elesar for ideological reasons. The Elesarian forces quickly overwhelmed the local defenders, despite our protest and ultimateum. An arrogant and utterly unwise decision to unseat the ruling government was made, and now the Elesarians and their allies occupy Quenada, with increasing violence and resiatnce from the local people. The Government has resolved that the main goal of any mission to Quenada, is to seek the withdrawa of Elesarian forces and the restoration of the original Quenadarian government."
At this time, an elderly, but well built man stood up.
"Prime Minister, does this mean that the Government has decided to forsake the use of diplomacy as a way to force the Elesarians to withraw?"
[applause from the opposition members]
"The Ministry of International Relations has promised me that all discussion are being arranged at this time," Akira replied, "The Government does not believe that the use of force can be necessary if the we can resolve this issue diplomatically. However, the opposition forces have already occupied Quenada. We cannot have proper and equal discussions if the Elesarians and their allies cannot feel pressure and the basic complusion to leave."
[applause from CDP members]
"The basis for Imperial Intervention in Quenada is already present," Akira continued, "Nations like North Arkana, Van Xuan, and Celibrea have already committed forces in balancing the opposition forces. Therefore, we have a duty, as equal members of this coalition, to join them in arms."
A woman in her middle years stood up.
"Does the Prime Minister understand that the use of force is something that Her Imperial Majesty, the Empress, has forbidden," she said over the shouts telling her to sit down, "I recall that she had called in the UK Prime Minister to discuss a similar proceeding about the Genevira Declaration!"
[shouting in the Senate, some applause]
"I will kindly remind the Duchess of the Southlands," Akira replied, "The destruction of the city of Celestar by nuclear warfare is something that we all here today in this body think of in great regret and solitarity. The violence of the Seong cannot be forgiven nor can it be simply forgotten. We cannot give in to tyrants, to conqeurors, and to the oppressors, otherwise we will become the targets of those who seek to supplant the established system in their own benefit, to the detriment of others. The lesson of the Seong is that for all our desire for global harmony, we must stand vigilant against any upstarts who use violence as their weapons of choice."
There was banging from the dias as the senatorial consul banged his gavel.
"At this time, I ask that the assembled senators cast their votes on the decision to sanction Imperial Intervention in Quenada."
