Well, what about both?

I mean, this is how I view PW:

Project Warfighter was a top secret project by five nations to create a Teir One group comprised of the five nation's top soldiers, and was designed to be a projectable and specialized special ops force. They are given the top weapons, top gear, state of the art technology and top notch training, and are a valuable asset. Each nation that donates troops has the ability to call for help from ATLAS, the group made.

In essence, PW could be the equivalent of NERV. Only, instead of Mechs and EVAs, it's Special Ops. In this way, it makes COMPLETE sense for there to be a centralized command, and a budget at least to create the needed equipment. Almost like XCOM.

So why not have this group grow to not only MT, but also FT and PMT, but in separate threads, so as to not damage the original cause of PW?

Well, Dark Sun's dead. Ontorisan Caesar isn't a thing anymore, so Necropolis 2 is the only one left on there that's valid to do.

Anything really. Maybe the aliens have a goal, or begin to develop basic thoughts. Maybe like a first nations group coming about from these zombies. Something that gives them that pizazz.
