Wilson and his staff get into Airforce One immediately and informs Petrokovia that they are heading to the People's Building.

The plane lands and Wilson is escorted to the building. "What's the matter??" He urgently asks Dan.

[Petrokovia]

Agent Smith Malyshev of the Contrishta turns around and responds.
"Premier Petit is currently at a meeting with the Premier of Gaoshi about a trade agreement. He should be back shortly. I will brief you on the rough details. Due to the secrecy of this, we would prefer if you came alone. I will be the only one in the room until the Premier comes back. If you feel the need to, you may have a body guard come along."

Wilson signaled his guards and staff to remain where they were. Wilson then followed Malyshev to the room. "What in the world is the matter?"

They got to a small room, lit by one overhead lamp. In it was a metal table and two metal chairs.
"Sorry for the drab conditions. And to answer your question, nothing yet. But that's part of the reason for this meeting."
Agent Malyshev sat down in one of the chairs.
"As you may be aware, there is growing distrust of the Nickel Empire and the Union of Empires within Petrokovia. Recently, the nation with the largest reported nuclear arsenal in the world joined the Union of Empires, if our intelligence is correct. Not to mention a multiple members of the Comintern are in the Union of Empires. In general, Petrokovia's trust in the Nickel Empire has been slowly shrinking ever since the Great War. The Union of Empires, as you are aware, is very imperialistic, and very militaristic. The possibility of war still lingers, and the more the Union of Empires grows, the more of a threat to everyone's safety they are, if the rest of the world is not prepared. This spurred a plan created by the Premier himself. He plans to create a from of one-world government through diplomacy, to ensure preparedness for defense, and the safety of the masses. He can explain the details far better than I can. Currently, the only people who know about his plan are himself, his aide Nonna, the Premier of Gaoshi, myself, and you."

"We have been discussing this back in Exaequatio as well. There has been growing concern of the ever growing Union of Empires. They seem to be gaining a lot of support and as they continue to grow, most certainly will pose a threat to the well being of other nations and the region as a whole. We have been monitoring a secret summit in the Nickel Empire for some time now through one of our SSID robots. Some of the things we heard were quite... disturbing."

[Petrokovia]

"We have yet to put a mole in. We were actually thinking of asking Almiana to join the Union of Empires as a spy. Perhaps we could arrange an intelligence swap?"

Almost as if on cue, Premier Daniel Petit walked in. Agent Malyshev stood up and saluted.
"Sir."
The Premier saluted back, and sat in the chair.
"So, Agent Smith has informed you of the situation? Two things I want to get out of the way right now. The first is explaining how the one-world government will operate, if I'm successful in creating one. Each former nation will operate pretty much the same. At first, anyway. For the executive branch of the World Government, we would hold an election in each nation, and count every vote, direct-democracy-wise. The elected person would become 'World Chairman,' which would have similar powers and role to a Premier in the USSP. The legislative branch would comprise of 5 elected officials from each nation. The Judicial Branch would comprise of 1 elected judge from each nation. All of the elections for World Government would be a direct democratic vote, like all national-level elections in the USSP. Each nation would be similar to a province, and have National powers, but would have to answer to International law, much like a province does with their nation. Then after a while, I hope to have everyone have actual democracies, without corruption. So, government structures based off of you or me."

OOC: Basically, the World Government=US Federal Government, and each Nation is like a state, as far as law-making and power is concerned (but without all of the corruption. It's really just applying Petrokovia's system to the whole world over a long period of time.

"Mmm..." Wilson glanced around the room in uncertainty. "Are you saying that we would have a "world president" too? If so, I think that's a little over powered, they would have to have severely limited power. And what about nations who do not want to participate? Do they simply not participate? I think that would prove your idea ineffective. Would we force the Union of Empires to comply to this international state, if so, I think we would have a major war on our hands. I'm not opposed to this idea, just skeptical of it."

[Petrokovia]

"Mmm..." Wilson glanced around the room in uncertainty. "Are you saying that we would have a "world president" too? If so, I think that's a little over powered, they would have to have severely limited power. And what about nations who do not want to participate? Do they simply not participate? I think that would prove your idea ineffective. Would we force the Union of Empires to comply to this international state, if so, I think we would have a major war on our hands. I'm not opposed to this idea, just skeptical of it."

"Well, the World Chairman would be similar to a President, yes, but there would be severe restrictions on their power, especially militarily. And as far as compliance, that's where my plan turns grey. I have been thinking of secretly influencing other nations, by coercing their working class, similar to how Albertrov got the Communist revolution in Petrokovia started. I would prefer to keep things non-violent, but in some nations, especially Inprobus, I think violence may be inevitable. This would be a very long process. However, change of this magnitude is always a process. The thing that gets to me is the fact that it would be meddling in other nation's affairs, so I'm a little hesitant to do it, until I get a second opinion from a close ally."

"As long as the president has restricted powers, then we would not necessarily be opposed to it. However I think there should be a group of countries which should be president. I really don't feel comfortable with only one person running a world and what ever nation they are from they would inevitably favor. I have to say I think we should let nations evolve naturally, however some of them are really barbaric in their practices. It think encouraging revolutions in some countries would be possible with time, however others almost impossible. Inprobus is an isolated nuthouse which would almost be impossible to fix due to the citizens being routinely executed, brainwashed, and god only knows what. Compliance would be a serious issue too and one I'm not sure how to do. I can tell you many will disagree. Also what will happen to the Regional Council. How would operate, if at all?"

"Hmm. In that case, it would be a council of Presidents, rather than a single one. And the Regional Council would still operate, but it would be absorbed as a part of the government. It's role in the World Government would be to discuss the various issues each nation faces, and a chairman could be elected in the Council to make sure the information discussed within the Council reached the World Government officials properly. I think the majority of the nations could be persuaded. But, maybe it is for the best if nations just run their individual course. Now that I think of it, there are borders for a reason, or, multiple reasons. But, I can't help but feel that at our current state, most nations would be unprepared for a large-scale war against the Union of Empires. You, me, and Chernarus are the only ones with the resources to hold them off, and even then, the odds don't look very remarkable."
