ChiChi Empire visits District 13

[Independent District 13]

It was a normal morning in District 13. Children were just leaving home with their backpacks heading to school on one of the lower level. Parents were getting ready and heading out to their assigned jobs. The whole district was just as busy as New York. The walkways were full of citizens heading to their destinations. Security was making their rounds. The morning announcements were being made over the intercom. But today was a very special day. For the first time a group of outsiders were visiting. Workers had decorated the district with banners of the district and had prepared an apartment for each visitor. President Coin was in the command center making sure everything was going well. She wanted to show them all District 13 has to offer. She wanted to show them how advanced they were.

[ChiChi Empire]

It was early morning, around 8 when the Chairwomen's plane at district 13. She was surprised to find no one at the airport and a lot of clear land. Her secret service agents surrounded her, in the distance she saw a bunker with a door....They entered the bunker to find district 13 flags inside and there was an elevator, so she got in. The elevator brought her down deep into the earth, as the doors opened she found a massive underground city. Her eyes widened to see a beautiful master piece under such beautiful earth. The lighting, the architecture, the people running around trying to get to work. Awaiting her was a armored car, her agents and herself got into it. The car brought them to the capital building, a massive building. Flags draped up and down it, they got out and walked in.

Other then the banners the city was very plain. Nothing but grays and blacks. All the citizens wore the same gray outfit with the mockingjay symbol. People seemed to watch the passing car with disgust. As the car rolled very slowly down the very narrow pathway citizens seemed surprised at the sight of the car and quickly got out of the way. A security officer yelled something at the car but they drove away to quickly to hear. They could see him saying something in his radio as they drove away. Inside of the command center (capital building) it looked just like the rest of the city. It had very few color. The only color in the room was coming from the countless monitors and screens. The room was filled with people and was very busy. President Coin was looking at some papers when she looked up and saw the ChiChi delegation standing in the doorway. She walked over to them. "I apologize for the lack of a warm welcome. Due to some recent events I couldnt allow anyone outside to greet you but Im glad you made it. I am President Coin of District 13. Before we start with a tour would you like to get settled?" she asked

The Minister for Foreign Affairs arrived in District 13 at around 9, knowing that he was late to arrive. When his bodyguards and him arrived at the door, it slid open, opening into a room with banners of District 13. They entered the elevator and headed down, and when they got to the bottom they opened the elevator cage door and walked towards the command center, passing by citizens of district 13 going towards whatever duties they had to perform. He met up with the Chairwomen of the ChiChi Empire and President Coin when he entered, and offered a quick apology for being late: "Sorry I'm late, had to arrive here quietly incase the capitol was watching."

In replay to the kind words, the Minster for Foreign Affairs replies, "I'm not sure about the person from Chi Chi Empire, but I think visiting the schools in here would be a nice way to begin a tour, or at least begin from here in the command centre, around the place and finally the environment above ground."

he turns towards the Chairwoman from Chi Chi Empire, "I'm sorry, I believe I haven't introduced myself, I am Harry McDunne, Minster for Foreign Affairs of Corrupt Anareshka. Pleased to meet you, in fact, I'm pleased to meet all of you!" He says with a smile.
