Given the recent backlash among members of the Blood & Steel Pact in regards to the WTO, the Premier of Vahn is setting stipulations for Vahn's involvement in the WTO.

1. NO military action of any kind will be directed against members of the B&S Pact.
2. No direct intervention will be taken to aid declared enemies of the Pact, with the exception of evacuation of refugees.

The Premier also wishes to inform the Pact of what it will take as a responsibility as a member of the WTO.

1. Will extend the existing anti piracy fleets to protect shipping lanes of importance to the Pact. (As opposed to our initial policy of protecting Vahnite and CIS shipping exclusively)
2. Evacuation of refugees from war-torn nations.
3. Foreign intervention in conflicts that threaten world stability*

After several long months of designing and planning, and with the inclusion of the recent innovations of other Pact members, the Vahnite Department of Research and Development has declared that Vahn's version of the "Mobile water tank" has reached the late prototype stage. Now dubbed "Hjaalmrarch", the vehicle will now begin its final set of field tests before manufacture. All member nations of the Pact are invited to see the prototype in action during the tests. Hjaalmarch is expected to be finished and in production in early 1916. If your nation requests to have a representive to witness the field tests, you must send a telegram.

OOC: This will be more intersting the more people send representitives. I plan on leaving parts of it opened ended (similar to Wilhelms funeral). We'll see how it goes. MUST be a Pact member to send a representative.
Specs for the tank will be coming when it hits production.

Vahn's "Hjaalmarch" mobile water tank will soon be hitting production. The first production models can be expected in early 1916.

Garen was finally walking well. He had just recently had a stroke over the death of his sister. He had recovered well, circumstances considered. Immediately upon regaining his ability to walk, Garen was back in office. His first action was to get a recap on everything that happened while he was out.

He called the spymaster into the room with him.

Not much was known about the shadowy leader of the Siwarz Izleky. Other then the fact that he wasn't Moorwhyneic. Only Garen and Sumal knew this, and that was only because they could detect slight problems with his Accent in the Moorwhyneic language. The first of these problems was that he occasionally spoke with incorrect grammar. A minor oversight here and there, but other then that he also pronounced a's u's and o's strangely. Any of the common rabble would think he was a full blooded Moorwhyneian. A tall slender frame, Blackish-brown hair and darkish white skin all gave him the appearance of a Moorwhyneian. However Garen and Sumal had been thinking about what other nationalities he may be. A common problem in Moorwhyne is that some people have more mixed blood then other, Making it hard to tell if people are Moorwhyneian or not. But The Spymaster's qualities also gave him the appearance of a full blooded Hungarian. The spymaster had also only identified himself as Janos. A normal name in Moorwhyne, but a even more popular name in Hungary. The Siwarz Izleky began as mercs in Moorwhyne's service. They only started out with 15 agents, From various countries around the world. They did the spying Moorwhyne did the paying. However it seemed that Garen trusted the Siwarz Izleky with a lot of things, and allowed them to begin recruiting. With over 15,000 agents the Siwarz Izleky is one of the biggest, and well trained intelligence agency's in the world.

As Garen and the spymaster talked, Sumal was already on his way to warn Garen about the strange spymaster, and his seemingly unstoppable group of 15 Foreign agents. He had suspected that the spymaster was behind Cilia's (Garen's sister) death, and he was going to prove it.
