If Archeuland and Baughistan doesn't want to play, that doesn't mean you get to claim victory/annexation/what-have-you. All it means is he is withdrawing from the roleplay, and trying to coerce him to participate in an RP he has expressed clearly that he wants no part of borders on harassment and can get you in trouble with the mods.

Sure, it can be poor form to withdraw or retcon, especially if it's done too frequently, but the cardinal rule of NS roleplay is that if you don't want to play with someone/in a particular thread, you are under no obligation to play with them. I suggest that the rest of you proceed as though Archeuland and Baughistan was never part of this particular RP, as they have chosen quite clearly that they no longer wish to participate.
