I would suggest their roles reversed then. The b-2 spirit should be listed as precision, and the B-1B as general, as it carries the largest payload, and isn't stealth. One could argue that the B-2 would be ideal for stealth, precision infiltration of enemy lines, because of it's design, no? That's just a suggestion. By all means, tell me otherwise. You're much better at this than I am :P

Alright. Lets get started.

You mentioned Serbia or Poland, so in turn I'm gonna go with MiGs for this. It wouldn't be hard for you to acquire these, since almost all second and third world countries have them. You also mentioned Quantity over Quality. "Quantity has a quality of it's own," Said Joseph Stalin, but in modern air combat this isn't that viable. A "real" air battle would probably be something like 4 jets vs 4, maybe 8. Swarm tactics aren't really a thing in the air. So I'm going to disregard that bit. Now onto your planes. In modern air wars, there is really four things plane wise you need to think about:

ASFs- Air Superiority Fighters:
This would be your F-22s, Pak FAs and the like. These are for interceptor roles, dogfighting and sometimes they go out of their comfort zone and become strike fighters. In this case, for a country using older and 'less' expensive planes, the MiG 29 would be your best bet, and maybe some Su 27s as well for good measure. take your pick, since they both are good.

You might ask why I didn't put older planes here, such as the Foxbat or Fishbed, and that's equal parts too old to be viable and I have an unjust hatred towards the Fishbed. Blame HAWX.

Bombers/Ground Attack aircraft:
These will be the planes that fuck up your enemies shit, sideways. Here you need to have fast planes with lots of hardpoints- places to put bombs. MiG doesn't really have any 'modern' attack planes, so lets go over to Sukhoi. Here we want some Su 32s or Su 34s. They're basically the same, only Russia is the only ones who can use the 34 irl bruh. For real "Bomber" bombers, I'd use the Tu-142 if you really had too, but other wise I'd just use large transports in the sub atmosphere and drop bombs out the back. It'd be 72% more badass.

Support:
Herein lies the Tankers, Transports and Trainers. These are necessary to keep your guys in the air and to get them from point A to point B. For a tanker, the Il-78 will do you justice. A GREAT transport would be the An 225, but those are both massive and expensive. You's probably be better off with an An 124, which is for all intents and purposes is a Russian C-130. As for trainers, each plane or group of planes will have a different Trainer Plane. You'd need to google this yourself 'cause I'm not sure which planes from my advice you'd use.

Specialty:
This is for those one off roles that don't really fit in the other categories, such as EW Planes- Electronic Warfare Planes, AWACS- Airborne Warning and Control System and Carrier-Based Planes. These are up to you, and you don't 'need' them, but they help. For EW, I don't think the Russians have a designated plane for AWACS, but they also put some EW elements in there, but don't hold me to that. The Russian Carrier Based Strike Fighter is the Su 33. To re-iterate, you don't need these, but they help.

On a side note, should I make a guide on how to make a proper Air-force for MT on the MiG and F sides?

No, no , NO.

The B-2 is a massive stealth bomber with a fairly large payload. The B1 is a precision bomber, or rather one that goes super fast close to the ground and drops presents for all the wonderful boys and girls.

I can't say I agree about the Berkut.

Alright. That's reasonable. I just see the B-2 as a precision bomber because of it's stealth, but I'm wrong.

Anyway, wasn't there a project to create a bomber that hovered?

Stealth is a wonderful add-on to a plane. But that's it.

Stealth is a wonderful add-on to a plane. But that's it.

Well, actually the F-35 is capable of carrying a small payload of some fairly powerful bombs, and has a VTOL variant.
