A council of nations determines if such a conflict is in anyone's interests -- i.e., personal defense or international safety. There will be no one individual determining who gets to decide who fights who. The whole point of the council is to prevent conflict unless it is necessary -- and if it is necessary, you have to get this council's permission.
Perhaps what we do is split the council evenly between the GDC and IGDA with non Genevian nation at its head?
