A man made a castle out of a single 3D printer printing concrete. Now, granted, there would have to be many of those, but it can be done.

3D printers aren't more efficient than regular manufacturing techniques for grinding out a lot of the same item.

I'm leaning more towards the second option given that I already have a large number of forces in the area (nearly 9 infantry divisions with 11,000 soldiers each) I suspect the Chinese would attack through given the direction of their current expansion.
