A large factory cannot be constructed in a month... under normal circumstances, yes.
If you like, I can explain why I'm having them set such an absurd deadline, but it might be kinda long.
Also, in case no one noticed, teh invasion has started. I believe I mentioned in my last post they moved it up to counter the Padnakis, despite Supreme Command's projection of extra dead people.

Even under extraordinary circumstances. At best we are talking 3 months.

Which is why the Minister of Labor & Production was kinda annoyed when they moved it up. Since it's my version of China, it's closer to two months, probably- hence why he was ticked.
Remember: he has an essentially bottomless workforce, and all the equipment anyone could ever need, and the workers will do whatever is necessary, whether that's working until they pass out, pulling thirty-six hour shifts twice a week- whatever is necessary, they will do it.

Cough cough infrastructure and moving of resources. That will be the bigger problem. Not to mention I was talking 3 months with construction going round the clock.

About you not hitting factories in Russia. Do not worry the Russians will bring them down to the ground including the foundations. Russians are famous for their scorched earth policy in wars.
Oh and mentioning to the Europeans being considered Barbarians will not help you with either Blair or Jovana.
